SUMMARY OF CHANGES

SECTION C - DESCRIPTIONS AND SPECIFICATIONS

The following have been modified:

DESCRIPTION OF REQUIREMENT

Campbell Cold Regions Environmental Monitoring Stations

I. Description of Requirements. The Cold Regions Research and Engineering Laboratory (CRREL) in Hanover, NH requires Campbell BRAND NAME Environmental Monitoring Stations (five (5) Snow Stations and twelve

(12) Field Stations) in order to be fully interoperable with the equipment, sensors, workflows, code, and resultant data from CRREL’s current Campbell Environmental Monitoring Stations. The new sensors will be used to expand our monitoring network, thus need to be consistent with current sensors.

The monitoring stations will be deployed in two different cold environments that vary dramatically by the amount of annual snowfall and thus necessitate different requirements (Snow Station vs Field Station configurations) to account for the desired measurements.

Requirement Specifications: The required BRAND NAME Campbell Scientific Environmental Monitoring Stations shall include one of each of the line items in the below table for those station:

All Sensors:

Be interoperable with current CRREL software, code, and workflows written for Campbell systems, and existing Campbell Scientific sensors and equipment.

Be capable of taking multiple external power supplies for uninterrupted operation.

Operatable down to -40°C Weatherproof or capable of being weatherproofed to include submersion in 1-3ft of standing water.

Temperature Sensors:

Measure temperature with an accuracy of at least 0.2C

Moisture Sensors:

Measure water content in terms of volumetric water content with an accuracy of at least 2%

Electrical Conductivity (EC) Sensors:

Measure electrical conductivity in terms of dS/m with an accuracy of 5% Snow Sensors:

Capable of measuring within a range of at least 5m from sensor

Weather Sensors:

Capable of capturing the following measurements at specified degree of accuracy and range if applicable:

Air Temperature (-50 degree C-50 degrees C, degrees C), Relative Humidity (0-100%, 3%), Barometric Pressure (in hPa 500-1000 hPa, .1 hPa), Vapor Pressure (up to at least 40 kPa, 0.5 kPa), Wind Speed (up to 65 mph, 1mph), Wind Direction (0degree-359degree, ±5degree), Solar Radiation (300-1100nm, up to 1500 W m-2, 5%), Precipitation (up to 16 in/h, 5%)

II. Deliverables. The requirement includes for all items listed in the two tables below.

For each station we require a combination of products to form a full station. Divided for clarity below are the two desired station setups. Henceforth, when a ‘Station’ is referred to it should be considered to include one of each of the line items in the subject table for that Station.

III. Delivery. All supplies shall be delivered FOB Destination to the following locations:

Delivered to Alaska: Five (5) of the Field Station Systems (i.e., 5 each of all the items listed in Table 2) shall be delivered to CRREL AKRO, Building 4070 9th Street, Fort Wainwright AK 99703 (Attn: Dragos Vas).

Delivered to New Hampshire: All of the remaining hardware shall be delivered to CRREL, 72 Lyme Road, Hanover, NH 03755 (Attn: Robyn Barbato and Zoe Courville).

Items shall be shipped via tracked freight, such as FedEx/UPS etc., and the tracking number sent to

CRREL point of contacts (POCs) listed above so they can track arrival of shipments.

CRREL needs these items onsite for integration prior to the beginning of the seasonal freeze which occurs in September (some of the sensors cannot be installed correctly after the ground is frozen).

Therefore, products need to be delivered to CRREL in deployable form no later than 15 September 2023. We request that the vendor include in their quote an estimated delivery schedule (number of days to ship items after receipt of a purchase order). If any items are out of stock, CRREL requests that the items that are in stock should be sent immediately, with remaining items shipped as they become available. This will enable preliminary work to start deploying stations.
