About this file

This Brand Name Justification document outlines the Army Corps of Engineers' intent to procure Campbell Scientific Environmental Monitoring Stations on a sole source basis from Campbell Scientific. The stations will be used by the Cold Regions Research and Engineering Laboratory to expand its existing monitoring network capability. Only Campbell Scientific equipment is compatible with CRREL's existing sensors, workflows, codes, and data to ensure seamless continuity of operations. Market research found no other brand that could meet the technical and interoperability requirements. Five station systems will be delivered to Alaska and the remaining items to New Hampshire. The estimated total value is $400,000. The justification and redacted document will be posted to SAM.gov with the related solicitation set aside for small businesses under the simplified acquisition threshold authority.

4. Authority: FAR 13.106-l(b)(l): For purchases not exceeding the simplified acquisition threshold (SAT), contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand name, or industrial mobilization.)

5. Reason for Authority Cited: Campbell Scientific provides the only Environmental Monitoring Stations meeting the requisite specifications and interoperability requirements necessary to work alongside with CRREL's existing Campbell Scientific equipment, sensors, workflows, codes, and resultant data. The new sensors will be used to expand CRREL's monitoring network capability, thus need to be consistent with CRREL's existing sensors allowing CRREL to also swap out sensors and items in some existing stations with other new sensors to enable calibration and repair of sensors in the old stations. Having BRAND NAME Campbell Scientific equipment allows for seamless continuity of operations in monitoring stations even when certain sensors need to be pulled for maintenance or repair.

Failure to procure the requested Brand Name Campbell Scientific Environmental Monitoring Stations would cause unacceptable project delays and duplication of costs to the Government.

6. Actions to Increase Competition: The solicitation and redacted Brand Name Justification, indicating the Government's intent, will be posted to the SAM.gov website. The solicitation will be set aside for small business concerns.

7. Market Research: Market research was conducted as prescribed by FAR 10.00l(a) by CRREL technical representatives and the contracting office who both identified the Campbell Scientific's Environmental Monitoring Stations as the only products capable of fulfilling the Government's requirement. Other brand name equipment such as the Meter Group's Teros 12 Sensors, were deemed technically unacceptable as other equipment is not compatible with CRREL's existing equipment.

Market research further concludes Campbell Scientific is the sole manufacturer but not the sole distributor
