INSTRUCTIONS TO OFFERORS
QUOTES ARE DUE BACK TO: LISA.A.BERNARD@USACE.ARMY.MIL BY 12:00 PM (CDT) ON
WEDESDAY, AUGUST 23, 2023.
It is the offeror’s responsibility to ensure that the quote is submitted complete and accurate. Corrections will not be made by the Government. The quote must show that your product is the required Brand Name Campbell Scientific equipment outline in Section C, Description of Requirement (DOR).
The vendor is requested to provide clear quotes showing that their products meet all the listed requirements in order to ensure the technical experts see that an offered product will meet all the required standards. Quotes that are ambiguous or are missing required information may be disqualified.
A signed copy of this RFQ shall be included in your submission. The quote shall also address the following items:
1. A Point of Contact (POC) and alternate POC, including phone numbers and email adresses, who have authority to make decisions for the company;
2. Provide the company’s CAGE Code and/or Unique Entity Identifier;
2. The Offeror’s quote shall contain pricing for all deliverables including shipping to destnations outlined in Section C, Description of Requirement.
Offerors are required to have an active System for Award Management registration, no active exclusions, and BOTH FAR AND DFARS representations and certifications completed in order to receive a Department of Defense contract award. Representations and certifications should be completed by the RFQ closing to avoid any unnecessary delays in contract award. Depending on the needs of the requiring activity, the Government may or may not provide additional time to register with SAM. Ensure that all representations and certifications required by this Request for Quote are either included in the online FAR and DFARS report and/or included with your quote submission.
SECTION M - EVALUATION FACTORS FOR AWARD
The following have been modified:
52.212-2 EVALUATION--COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES (NOV
2021)
W913E523Q0023
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
(i) Technical capability to provide the requested BRAND NAME Campbell Scientific items in accordance with Section C, Description of Requirement (DOR). Only the products listed in the DOR and provided by the original equipment manufacturer (OEM), Campbell Scientific, or an authorized distributor will meet the Government's minimum needs. The submission of an “equal” product(s) is not permitted; and
(ii) Total quoted price including shipping FOB Destination to Hanover, New Hampshire and Fort Wainwright, Alaska.
Award will be made to the responsible vendor whose quote represents the lowest priced technically acceptable (LPTA) offer.
A technically acceptable proposal is one that clearly represents the ability to satisfy the minimum specified requirements outlined in Section C, Description of Requirements.
Proposals are intended to be evaluated, and award made, without discussions with the offerors (other than discussions conducted for the purpose of minor clarification) unless discussions are determined to be necessary.
(b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
