About this file

This is a Performance Work Statement (PWS) for the renovation of an access control system at Building 2 of the Defense Logistics Agency (DLA) facility in Columbus, Ohio. The project requires a comprehensive replacement of outdated physical access control infrastructure with a modern Physical Access Control System (PACS) to enhance security, improve operational efficiency, and ensure compliance with current standards. The contract is classified as a non-personal services contract, meaning contractor personnel are not subject to government supervision and control as employees would be.

The scope of work encompasses five primary task areas: (1) System Hardware and Software Installation, including one workstation with PACS management software housed in a locked cage, two monitors, one operating system license, one network switch, and installation of all access control points identified in the building layout; (2) Network Infrastructure and Cabling, requiring three Cat 6 cables, three RJ45 jacks, and complete network mapping and configuration; (3) System Security and Network Isolation, mandating the PACS operate as a strictly isolated, air-gapped standalone system disconnected from all networks; (4) System Peripherals, requiring four OMNIKEY Desktop Enrollment Readers positioned at designated locations; and (5) User Training, consisting of four hours of administrator and operator training for designated DLA personnel. The PWS includes an optional task for five additional entryways, two of which have outdated hardware requiring upgrades and three requiring new installations. All work must comply with applicable cybersecurity standards including DoDI 8500.01, DoDI 8510.01, UFC 4-010-06, and NIST SP 800-53. Key deliverables include a Work Plan submission within 10 days of award, acceptance testing and documentation within 10 days prior to final acceptance, user training documentation prior to training occurrence, and product warranty information upon final acceptance. Performance requirements mandate 100 percent compliance and zero deviation from standards for all installation tasks, with 100 percent inspection as the surveillance method.
