Statement of Work (SOW)

FOR

Larson Hall A/V System Install

1.0 General:

1.1 Scope: The contractor shall provide all personnel, equipment, tools, materials, supervision, and quality control necessary, except as specified in Paragraph 3.0 as Government Furnished, to perform a full turnkey installation and integration of the described audiovisual services at 179th Airlift Wing in Mansfield Ohio Services, as defined in this SOW.

1.2 Background: This contract is for the design and installations of a Digital Media Presentation System that incorporates a video streaming / recording functionality as well as a Digital Signal Processor (DSP) audio mixing system that will allow for local and enterprise teleconferencing. The contractor shall be responsible for the removal of all existing audio equipment that is to be replaced and will turn over to the government.

1.3 Period of Performance (PoP): The Period of Performance shall be 60 days for initial install.

1.4 General Information:

1.4.1 Place and Performance of Services: The contractor shall provide services between the hours of 0800-1600 on Tuesday through Friday, except on recognized US holidays or when the Government facility/installation is closed due to local or national emergencies, administrative closings, or similar Government-directed facility/installation closings. Performance shall be at building 422.

1.4.2 The contractor’s employees shall become familiar with and obey the regulations of the installation; including fire, traffic, safety and security regulations while on the installation. Contractor employees should only enter restricted areas when required to do so and only upon prior approval. All contractor employees shall carry proper identification with them at all times, and shall be subject to such checks as may be deemed necessary. The contractor shall ensure compliance with all regulations and orders of the installation which may affect performance. The Government reserves the right to direct the removal of an employee for misconduct, security reasons, or any overt evidence of communicable disease. Removal of contractor employees for reasons stated above does not relieve the Contractor from responsibility for total performance of this contract.

1.4.3 Security Requirements. The contractor shall comply with all applicable installation/facility access and local security policies and procedures, which may be obtained from the QAE. The contractor and all associated subcontractor employees shall provide all information required for background checks to meet installation access requirements to be accomplished by installation Provost Marshal Office, Director of Emergency Services or Security Office. The contractor shall ensure compliance with all personal identity verification requirements as directed by Department of Defense (DoD), Headquarters Department of Army (HQDA) and/or local policy. Should the Force Protection Condition (FPCON) change, the Government may require changes in contractor security matters or processes.

1.4.4. Combating Trafficking in Persons: The United States Government has adopted a zero tolerance policy regarding trafficking in persons. Contractors and contractor employees shall not engage in severe forms of trafficking in persons during the period of performance of the contract; procure commercial sex acts during the period of performance of the contract; or use forced labor in the performance of the contract. The Contractor shall notify its employees of the United States Government’s zero tolerance policy, the actions that will be taken against employees for violations of this policy. The contractor shall take appropriate action, up to and including termination, against employees or subcontractors that violate the US Government policy as described at

FAR 22.17.

1.4.5 Data Rights: The Government has unlimited rights to all documents/materials produced under this contract. All documents and materials, to include the source codes of any software, produced under this contract shall be Government owned and are the property of the Government with all rights and privileges of ownership/copyright belonging exclusively to the Government. These documents and materials may not be used or sold by the contractor without written permission from the KO. All materials supplied to the Government shall be the sole property of the Government and may not be used for any other purpose. This right does not abrogate any other Government rights.

1.4.6 Contractor Access to 179th Airlift Wing.

The contractor shall fill out required paperwork and supply any required documentation to allow personnel clearance to the facility for installation. This paperwork will be provided by the contracting officer and shall be submitted no later than one week prior to scheduled installation date.

1.4.7 ANTI-TERRORISM/OPERATIONS SECURITY (AT/OPSEC) REQUIREMENTS

1.4.7.1 Access and General Protection/Security Policy and Procedures. The contractor shall comply with all applicable installation/facility access and local security policies and procedures, which may be obtained from the Quality Assurance Evaluator (QAE). The contractor shall also provide all information required for background checks to meet installation access requirements to be accomplished by the local installation’s Security Forces, Director of Emergency Services or local Security Office. The contractor shall ensure compliance with all personal identity verification requirements as directed by DoD, HAF and/or local policy. Should the Force Protection Condition (FPCON) change, the Government may require changes in contractor security matters or processes.

1.4.7.2 For Contractors that do not require CAC, but require access to a DoD Facility and/or Installation. Contractor and all associated sub-contractors employees shall comply with adjudication standards and procedures using the National Crime Information Center Interstate Identification Index (NCIC-III) and Terrorist Screening Database (TSDB) (AFI 31-101 and AFI 10-245), applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative), or, at OCONUS locations, in accordance with status of forces agreements and other theater regulations.

1.4.8 AT Level I Training. All contractor employees, to include subcontractor employees, requiring access Government Installations, Facilities and Controlled Access areas shall complete AT Level I awareness training within 14 calendar days after contract start date or effective date of incorporation of this requirement into the contract, whichever is applicable. Certificates of completion for each affected contractor employee and subcontractor employee will be maintained by the QAE or Antiterrorism Representative. 2.0 Reserved

3.0 Government Furnished Property, Material, Equipment and Services (GFP/M/E/S):

The Government will provide the property, material, equipment, and/or services listed below solely for the purpose of performance under this contract:

3.1 Property: The Government will furnish the necessary workspace for the contractor to perform services outlined in this SOW to include desk space, telephones, computers and other items necessary to maintain an office environment.

3.2 Materials: N/A

3.3 Equipment:

3.3.1 GFE 22” lectern monitor

3.3.2 GFE resident Computer (at lectern)

3.4 Services: N/A

3.5 Utilities: All utilities in the facility will be available for the contactor’s use in the performance of this contract. The contractor shall instruct employees in utilities conservation practices. The contractor shall operate under conditions that preclude the waste of utilities, which include turning off the water faucets or valves after using the required amount.

4.0 Contractor Furnished Property, Materials, and Equipment (CFP/M/E):

4.1 General: Except for those items specifically stated to be Government-Furnished in Paragraph 3.0, the contractor shall furnish everything required to perform these services as indicated in Paragraph 1.1.

5.0 Requirements: The contractor shall:

5.1 Projector: The contractor shall provide and install one ceiling mounted Christie Digital DWU630-GS projector or product with equivalent performance and quality.

5.1.1 Performance requirements must meet or exceed the following:

5.1.1.1 Capable of being fully integrated and controlled by the Digital Media Presentation System.

5.1.1.2 Capable of at least WUXGA 1920 x 1080 resolution

5.1.1.3 Capable of at least 6600 ISO lumens

5.1.1.4 Capable of at least 4000000:1 contrast ratio

5.1.1.5 Compatible with 110VAC input

5.2 Projector Screen: The contractor shall provide and install a new projection screen, the size of the screen will be at minimum 123” (65” x 114”) and be of a design to present high resolution computer content.

5.3 Digital Media Presentation System: The contractor shall provide and install a system capable of the following:

5.3.1 Integrating one (1) GFE 22” lectern monitor used to display the same content, as projected on the projector screen.

5.3.1.1 Integrating one (1) GFE lectern PC

5.3.1.2 Provide One (1) laptop connection with one (1) VGA with PC audio connection and one (1) HDMI connection, at lectern.

5.3.1.3 Provide One (1) connection to allow us to use CAT6 to carry video, audio to the Conference Room table.

5.3.1.4 Provide One (1) 8x4 (eight inputs by four output) switch to handle the routing of RGBHV / VGA, HDMI, DVI-D and audio signals within the system. To ensure proper connection of both analog and digital devices within an audio-visual system including support for EDID and HDCP requirements of digital video and audio. This switch will also allow different sources to display on both screens.

5.3.1.5 Provide two (2) PTZ HD cameras to support the GFE GVS web conferencing solution (software) and the recording solution. One (1) camera will be mounted to capture the audience and one (1) will be mounted to capture the presenter at the lectern.

5.4 Video streaming / recording solution: This solution shall allow the events held in the Conference Room to be recorded. This solution will record camera, computer and audio content. This solution can also support streaming as a future feature add-on.

Specific features of this solution are listed below:

5.4.1 Process two high-resolution AV signals with up to five available inputs.

5.4.2 Stream and record simultaneously.

5.4.3 Provide high quality scaling with two-window management, to present picture-in-picture and picture-by-picture arrangements.

5.4.4 Provide MP4 media or M4A audio files output.

5.4.5 Provide a means to save recordings to an internal solid-state drive, external USB storage, or a defined network storage directory. The solid-state drive shall be large enough to process up to 12 hours of material using video recording bit rate at 10 Mbps.

With the capability to expand solid-state storage for future expansion.

5.4.6 Provide streaming concurrently at two resolutions and bit rates.

5.4.7 Provide chapter and event marking with thumbnails that promote efficient searching and scanning.

5.4.8 Provide selectable thumbnail image size.

5.4.9 Shall provide the ability to record at 480p, 720p, 1080p, 1024x768, or 1280x1024 resolution.

5.4.10 Shall be capable to stream at resolutions from 512x288 to 1080p/30.

5.4.11 Shall use standards-based H.264 / MPEG-4 AVC video compression.

5.4.12 Shall be compatible with pull streaming transport protocols, RTP/RTSP, RTSP interleaved, and HTTP tunneled streaming transport protocol.

5.4.13 Shall be compatible with push streaming transport protocols, RTP and MPEG-2 Transport Streams.

5.4.14 Shall utilize Session Announcement Protocol (SAP) and Session Description Protocol (SDP) protocols for simplify identification of AV source streams.

5.4.15 Shall provide adjustable recording and streaming bit rates.

5.4.16 Shall provide a means for upload PNG background image files.

5.5 HDMI and Audio to USB Bridge solution: This solution shall allow for integrating the Digital Media Presentation System with industry standards software codec conferencing applications such as: (Microsoft ® Skype ®/Skype ® for Business, Adobe ® Connect™, Apple ® FaceTime ®, BlueJeans, Cisco ® WebEx ®, Citrix ® GoToMeeting™, Google Hangouts™, Lifesize ® Clearsea™, and Zoom). Specific features of this solution are listed below:

5.5.1 Shall work seamlessly with a GFE provided computer using generic USB video and audio drivers.

5.5.2 Shall accept resolutions of 1080p/60 and 1920x1200, and provides high performance deinterlacing of interlaced signals up to 1080i.

5.5.3 Shall integrate the two (2) HD PTZ cameras, addressed previously.

5.5.4 Provide integration of microphones to support conferencing solution.

5.5.5 This system shall be connected to the GFE resident PC and utilize the GFE GVS software on the PC for the Web Conference.

5.6 Digital Signal Processor (DSP) audio mixing system: This solution shall mix Automatic Mic/Line inputs to provide for audio processing and routing within the system.

The system shall be capable of supporting the following:

5.6.1 The contractor shall provide and install a ceiling microphone system that allows for uniform audio coverage throughout Larson Hall.

5.6.2 Provide noise cancellation to eliminate the transmission of unwanted ambient noise.

5.6.3 Shall provide a telephone interface to turn this system into an integrated audio conferencing system.

5.6.4 Provide microphones to capture speech from meeting participants for distribution to the far-end of audio-conferencing and web conferencing systems. The microphones should provide the following features:

5.6.4.1 Provide full 360-degree coverage of the meeting space.

5.6.4.2 Provide LED mute status indicator.

5.6.5 Provide one (1) wired gooseneck microphone for use at the lectern.

5.6.6 Provide one (1) wireless microphone system. That supports a lapel microphone, head-worn microphone, and one (1) handheld transmitter ( only one will need to work at any given time).

5.6.7 The contractor shall provide and install a ceiling speaker system that allows for uniform audio coverage throughout Larson Hall.

5.7 Touch Panel control for A/V systems: This system shall replace the use of OEM remote controls and hard buttons. This system will control the following:

5.7.1 System Start-Up / Shut Down (On / Off).

5.7.2 Source Selection (VGA laptop, HDMI Laptop, Resident PC).

5.7.3 Web Conference Controls – PC selection and provides PTZ camera controls.

5.7.4 Recording Controls:

5.7.4.1 Start Recording, Stop Recording and Pause Recording

5.7.4.2 Camera Selection and Camera controls (Pan, Tilt, Zoom, Presets, etc.)

5.7.4.3 Window and Lay-Out Controls - Control of how the content and camera inputs are displayed

5.7.4.4 Camera input size control (large, medium and small)

5.7.4.5 Background Image selection (content or camera)

5.7.4.6 Recording Controls for format and quality control

5.7.5 Audio Volume Control (Up, Down, Mute and basic mic gain)

5.7.6 Audio Conferencing Controls – (Dialing, hang-up, DTMF tones, privacy features, basic mic controls, etc.)

5.8 Additional Task:

5.8.1 Contractor shall commission system, test and train users on all aspects of the provided audio/visual or media switch and all associated components. This shall include the following:

5.8.1.1 Contractor shall consult with QAE to determine layout and functions of the touch panel(s) control during the design phases of this statement of work.

5.8.1.2 Contractor shall test all equipment to verify conformance with manufacturer’s performance specifications and with this statement of work.

5.8.1.3 Contractor shall provide system operation/orientation training to government, up to 32 personnel and training will be held within Bldg 422.

5.8.1.4 Contractor shall provide the final operating and complete (compiled and un-compiled) touch panel source code and any subsequent updates under this contract.

Copies of each update and revision of all touch panel source code made during the period of this contract shall be provided digitally upon

5.8.2 All cables shall be clearly labeled at all terminations and professionally arranged in the racks.

5.8.3 Upon completion of the installation the contractor shall test each function of the system to ensure it is operating properly and shall be accepted by the Government.

5.8.4 All disconnected and excess existing equipment is U.S. Government property and shall be turned in to QAE.

5.8.5 All manuals and technical literature for new equipment shall be provided to QAE in either electronic or hard copy format upon completion.

5.9 Contractor shall provide “as-built” diagrams of entire, integrated system upon completion of the installation that include, new and existing government equipment within 14 days of final inspection provided to QAE. Format of as-built diagrams shall be provided as block diagrams by function, legible when printed in 8.5” by 11” letter-sized paper.
