The cut-off for questions is 08 December 2016 at 12:00 PM EDT. All questions will be answered electronically so that all the offerors will see both the https://www.acquisition.gov/ mailto:lydia.c.jensen.mil@mail.mil question and the answer. However, the identity of the person/company asking the question will not be disclosed. All offerors are cautioned to not directly or indirectly disclose their intended proposal strategy.

1.1 Offerors are notified that the Government will not reimburse costs incurred for RFP preparation, which includes pre-award site visits.

1.2 The proposal evaluation and discussion procedures FAR 15.3 Source Selection apply to this acquisition. The Government will conduct evaluations using the best value trade-off approach.

1.3 The Government intends to evaluate proposals and award a contract without discussions with offerors (except clarifications as described in FAR 15.306(a)). Therefore, the offeror's initial proposal should contain the offeror's best terms from a cost or price and technical standpoint. The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary. If the Contracting Officer determines that the number of proposals that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the Contracting Officer may limit the number of proposals in the competitive range to the greatest number that will permit an efficient competition among the most highly rated proposals.

1.4 The offeror shall submit an unclassified proposal which demonstrates its ability to perform and meet the requirements in the PWS.

1.5 Proposals shall conform to all the requirements of this RFP. Failure to conform may result in the proposal being rejected and no longer considered for award.

The offeror shall ensure the firm is on the Department of Labor EEO National Pre-Award Registry or that you can provide verification of EEO compliance if requested by the government. The contractor’s wage rate shall comply with the Department of Labor (DOL) wage rate minimum requirements for the area in which the work is to be done. The contractor shall specify the city, state, and country in which the work will take place. This is necessary so that the appropriate DOL rates can be provided. All offerors shall use this estimated travel cost for the development of their proposal.

Fee on travel is not authorized.

1.9 Offerors are not authorized to include in RFPs citations for, or linkages to, websites.

1.10 The length of the offeror’s response to this RFP is limited, as identified below. Take extreme care and attention to ensure that all required documents are included in the proposal. 5.1 GENERAL INFORMATION. The Government intends to evaluate proposals and award a contract without discussions with offerors (except clarifications as described in FAR 15.306(a)). Should discussions take place, all offerors in the competitive range will be allowed a minimum of 14 calendar days to submit Final Proposal Revisions.

5.2 DISCUSSION SCHEDULING. If discussions are conducted, the Contracting Officer will schedule the discussion sessions, and each offeror will be notified of the time and place at least three (3) business days prior to their discussion session. Appropriate security clearances should be provided by the offerors in sufficient time to process the requests. The Contracting Officer will provide additional instructions with the notification. The discussion sessions will take place via teleconference or at a facility of the Government’s choosing in the Arlington, VA area.
