STATEMENT OF WORK
PRIDE Administrative Support Services
Statement of Work
1. PURPOSE
1.1 The Army National Guard (ARNG) Installations Division (ARNG-ILI or ILI), located at Building #1, Arlington Hall Station, 111 S. George Mason Drive, Arlington, VA 22204, is responsible for the formulation, management and evaluation of engineering, construction, real property, and topographic matters for the National Guard Bureau (NGB). Our area of responsibility covers all fifty States, three Territories and the District of Columbia. To assist in meeting its staff responsibility, ILI uses the Planning Resource Infrastructure Decision and Evaluation (PRIDE) system as its database of record to support the ARNG’s real property inventory and to account for all ARNG real property assets. PRIDE tracks all real property actions including construction, acquisition, improvement, repair, and disposal of ARNG facilities, each of which may involve complicated sets of approval steps and execution elements. PRIDE is the information system of record used to track all these actions and provide reporting down to users in the states/territories and to other Department of the Army headquarters.
1.2 PRIDE Administration. PRIDE is based on the TRIRIGA 9 commercial-off-the-shelf (COTS) software package. The Contractor must have extensive working knowledge of and actual experience with this COTS package and of the ARNG-specific variant of this software. The Contractor will be required to evaluate potential changes to the PRIDE system, document functional needs, and provide technical design assistance. For the purposes of this Statement of Work, the term “PRIDE” will refer to the current version of PRIDE based on the FacilityCenter 7.x COTS software and the new PRIDE Contractor-based implementation based on TRIRIGA 9 COTS software. The Contractor must have experience in and be able to support PRIDE on both platforms.
1.3 PRIDE Information Technology Management. ARNG-ILI requires information technology assistance in maintenance and support of the PRIDE system. The system requires periodic updates to the TRIRIGA 9 COTS software, documentation on its use, configuration to ARNG business practices, and development of reports and/or interfaces for data transfer. To assist in meeting its reporting responsibilities, ILI has a requirement for information technology management of the tasks described in the Type of Work Needed Section of this document. To ensure continuity with the existing procedures, the existing PRIDE system will be expanded to cover any remaining sites which do not have PRIDE.
1.4 Personnel. The ILI staff estimates that the contractor personnel staff will include a Project Manager and technical service support personnel with expertise in both Army Real Property management and administration, and in data management. The specific composition of a successful offeror’s team will be in accordance with the offer which was selected for award.
1.4.1 Project Manager (PM)/Computer Systems Analyst
1.4.1.1 General. This individual will be expected to demonstrate a thorough understanding of the Department of the Army (DA) and Department of Defense (DoD) regulatory guidance, and provide contractor team leadership. The position is on-site, so that the PM is available to both provide direction and guidance to the Contractor team, and in his/her role as a Computer Systems Analyst assist in computer systems analyses, short-notice taskings and problem resolution. A minimum of two years of directly relevant military real property and facilities management work experience (Department of Defense real property/facilities management experience is most relevant, and Army experience is preferred), with both Information Technology and Facility Management background knowledge of Army organizations and missions, and an understanding of Army Construction and Facility Management Office (CFMO) and/or installation Directorate/Department of Public Works (DPW) procedures is essential. The PM will be expected to provide overall management of the contractor personnel, and also advise ARNG-ILI personnel on COTS TRIRIGA software matters of interest with both on- and off-site NGB, ARNG and State/Territory Governmental personnel. The Government estimates approximately one and one-half (1.5) Fulltime Equivalent (FTE) workers will be required for this position, to work on-site at the Army National Guard Readiness Center (ARNGRC) and provide early morning into late evening coverage, to provide ARNGRC responsiveness to all the States/Territories, across multiple time zones, from Atlantic Standard Time (U.S. Virgin Islands) to Chamorro Standard Time (Guam).
1.4.1.2. Qualifications. Qualifying experience should be based on directly-related Department of Defense real property and facilities management work experience (Army real property/facilities management experience is most relevant), and experience must include extensive knowledge of and working with computer, network hardware and software applications directly related to PRIDE and Army real property/facilities management policies and procedures. This position also requires knowledge of the principles, methods, and techniques used in Web Design. To properly manage the project, the Government assesses the position as necessitating that a successful offeror’s Project Manager have an Associate’s Degree with nine (9) years of direct experience in computer science, engineering, geography, Geographic Information System (GIS), planning, natural resources or other related field; or a Bachelor’s Degree (4 year) in a field of study in the aforementioned fields or closely-related subjects, to include Business Administration, and with five (5) years of directly-related experience; or a Master’s Degree in a field of study in the aforementioned fields or closely-related subjects, to include Business Administration, and with four (4) years of directly-related experience.
1.4.2 Technology Consultants (Titles used for description only, for a common understanding of the positions.)
1.4.2.1 Immediately upon beginning work, the technology consultants will be expected to demonstrate technical expertise in the use of COTS TRIRIGA software, ESRI-ArcGIS software, XML, Unix, Oracle database, PL/SQL programming, CAD Integrator, reporting tools (i.e., PowerSoft, Infomaker, Crystal Reports etc.), Microsoft Office Suite and the ARNG’s Planning Resource Infrastructure Decision and Evaluation System (PRIDE). The proposed individuals will be expected to demonstrate in-depth knowledge of business requirements, data interface design and development, data analysis and migration, application performance monitoring, and unit and system testing. They also need to have demonstrable knowledge of the Facility Management data elements required to support the requirements of the DA and the DoD Information Technology Art Requirements, and perform help desk functions with On/Off site support.
1.4.2.1.1 To properly support the project, the Government assesses the requirements as necessitating that a successful offeror’s Data Technician personnel have as a minimum seven years of directly-related experience, or an Associate’s degree (two year) ) in computer science, engineering, geography, GIS, planning, natural resources, business administration or other related field of study, with four years of directly-related experience; or a Bachelor’s Degree (four year) in the aforementioned fields of study. Personnel must be able to demonstrate knowledge of and expertise in GPS equipment and GIS data collection equipment, be capable of directing field crews, and evaluating data quality and generating progress reports. An extensive knowledge of computers, network hardware, and software applications directly related to the position is essential. This position requires knowledge of the principles, methods, and techniques used in Web Design. The Government estimates that this will require at least one FTE worker on-site, so that subject matter expert personnel are available to assist in short-notice computer systems analyses, taskings and problem resolution. An additional consideration for staffing is to provide from early morning into late evening coverage for ARNG-ILI responsiveness to all the States/Territories, across multiple time zones, from Atlantic Standard Time (U.S. Virgin Islands) to Chamorro Standard Time (Guam).
1.4.2.1.2 To properly support the project, the Government assesses the requirements as necessitating that a successful offeror’s Real Property Management Systems Subject Matter Expert have a Bachelor’s degree (four year) in computer science, engineering, business, geography, GIS, planning, natural resources, environmental science, operations research, or other related field, with ten to twelve (10-12) years of directly-related experience; or a Master’s Degree with eight (8) or more years of directly-related experience, or a PhD with four (4) or more years of directly-related experience; and the offeror’s personnel should also have demonstrated specialized experience providing state-of-the-art solutions in information systems technology (if the particular area of expertise is new state-of-the-art technology, the specialized experience may be less than six years and more consistent with the age of the technology, based on supporting documentation submitted in evidence). The Government would expect that the individual contractor personnel are recognized as experts in the technology being addressed. The Government estimates that this will require at least a half-time FTE (960 hours per year) worker on-site, so that subject matter expert personnel are available to assist in short-notice taskings and preparation of documents, such as responses to general officer, senior Department of Defense or Executive Branch officials, or to members of the Congress.
2. SERVICES
Task 2.1 Document Functional Requirements for the PRIDE System
Assist the ARNG-ILI staff in developing and refining the PRIDE system requirements documents describing the functions to be performed by the PRIDE system. These documents must be kept current as part of the larger PRIDE Change Management Plan implemented to meet DIACAP requirements. These documents also provide the justification for system design and configuration. As more users tax the capabilities and capacities of various modules in the system, additional changes and bugs fixes are identified, requiring documentation of these user requirements.
2.1.2 Functional changes would include:
