QUESTIONS FROM, AND ANSWERS TO, VENDORS

Note: Questions have not been edited, and are answered to the best of the Government’s understanding of the question as stated.

1. The posting says “DRAFT” – is this a live solicitation or a release of draft documents?

Answer: This is a live solicitation, the “DRAFT” was from a title of an earlier version which carried over into a posting; it has been removed.

2. On page 8 of the Instructions, the pricing table reads “MOBIS Max rate” and “MOBIS Sell rate”. Will MOBIS be used as the contract vehicle?

Answer: If your company has a MOBIS contract in place, then we would expect that your proposal would be based on it, but the rates are not MOBIS restricted.

3. Does the Combined Synopsis/Solicitation under solicitation number W9133L14R0003 contain requirements similar to a current contract? If possible, please provide the current contract number.

Or, is this a new requirement for the government?

Answer: Yes, these are similar to an existing contract, and this is not a completely new requirement. The current, expiring, contract is W9133L-09-F-0029 with C.G. Celio and Son.

4. How many current and anticipated PRIDE end users and user role groups?

Answer: The current number is approximately 3000, and the anticipated growth per year is about a 5% increase.

5. What is the total square footage of the IWMS real property being managed and is it anticipated that this will change during the performance of the contract?

Answer: The total square footage is 170 million. Change is anticipated as the ARNG’s inventory is continually in flux, with new construction, old facilities demolition, additional facilities found, and facilities receiving add-ons.

6. What are the total number of GIS sites and combined acreage of campuses?

Answer: This is not a simple enumeration of the number of sites and acreage total. The entire ARNG, including the 54 States, Territories and District of Columbia, has 48 training installations and 54 “virtual installations” (defined as all facilities within the boundaries of a State/Territory/District, minus anything on the 48 training installations); therefore, as we analyze details we find many sub-elements within these larger numbers. The combined acreage is two (2) million acres.

7. How many individual datasets are anticipated and what security requirements will be necessary when migrated over to the Enterprise Processing Center. (i.e. FISMA, NIST low, moderate and high baseline system requirements.)?

Answer: All hardware is maintained by other NGB/ARNG staff organizations. It is a requirement that the contractor’s personnel work alongside this staff (military, civilian and other contractors) for optimal functionality of the system. We have all the information security and authorizations for any Department of Defense IT system in place, but this is not a Classified contract. Annual updates and certifications need to be maintained, and the contractor will play a key role in that; therefore, previous directly-related, verifiable experience is an important discriminator for evaluation.

8. In addition to the test system noted in the solicitation, "Is this a critical system that must be online, functional and accessible at all times?", does the government expect a response requirement and/or for a redundant automatic fail-over system consistent with most federal critical system disaster recovery plans?

Answer: We have a fall-back database off-site for continuity of operations; we do not have a fail-over system.

9. What is the daily requirement for support coverage?

Answer: Daily support coverage varies, but oversight is usually about 12 hours to cover the multiple time zones of the United States and its territories.

10. Is the Government concerned that TRIRIGA Version 9 and earlier versions are no longer supported by IBM?

Answer: We are currently using TRIRIGA Application 10.1, Platform 3.3.1.

11. What are the requirements around web-hosting in the “.com”?

Answer: Always having an off-site web-hosting of our system available allows for training and testing at any time in an environment that will not put at risk our actual real property data on the production site. System requirements are similar to that of the productions site.

12. Are the education and experience requirements for the Real Property Technician firm? The requirements listed for the PM appear to be more in line with the Real Property Technician.

Answer: The educational and experience requirements as stated are firm, as the minimum acceptable to provide the level of technical expertise sought. The specific job titles may differ from one offeror to another, but the requirements are clearly stated.

13. Section L states: “key personnel are a commitment on the part of the offeror that the proposed individuals shall be available and that the offeror shall assign the individual to the project. “ Are letters of commitment required for all key personnel?

Answer: The Government’s expectation is that the offeror has a core group of career, experienced employees readily available to fulfill the role of program manager and team leads, and that these will be the cadre around which the contractor’s team will be built, and upon whom the Government customer can rely. Those are the personnel which the Government would anticipate the offeror submitting statements of commitment. The other positions may have to be recruited, and this is considered routine for many similar contracts.

14. Will subcontractors Past Performance be considered as part of the minimum 3 required? Is there a maximum number of Past Performance references allowed?

Answer: Past Performance as a subcontractor to another firm will be considered if the lead/prime contractor provides a Past Performance evaluation; normally, the Government would not provide a Past Performance evaluation for a subcontractor since the contractual arrangement is between the lead contractor and the subcontractor, and the Government has no participation in that arrangement. Past performance as a lead/prime contractor, provided by a subcontractor, would not be considered. No limit has been stated for a maximum number of Past Performance evaluations, but offerors are reminded that it is their responsibility to request a Past Performance evaluation from a previous customer, and to ensure that that previous customer provides it to the Government point of contact for this solicitation; the NGB POC will not initiate contact for Past Performance evaluations from references.

15. Are there any clearance requirements for personnel that will perform work on this contract? If so, what level and which personnel will be required to have that clearance?

Answer: At a minimum, a National Agency Check (NAC) is required to obtain a Common Access Card (CAC) to gain access to Government networked computers; please refer to paragraphs 5.2 and 5.3. This is not a Classified contract, however.

16. How many TRIRIGA environments will there be for this project? 3 (test, training, production)?

Answer: There are two ‘environments” present, Test/Training and Production.

17. What TRIRIGA modules /applications will be implemented? Portfolio, PM, RE, O&M, GIS?

Answer: The ARNG is currently using several modules, although many have been modified to specifically meet specialized requirements based on the processes and procedures in the way the ARNG operates as a major element of the Army. Real property accountability, facilities projects, base operations systems services, military construction projects, facilities maintenance tracking and warehousing are several of the modules employed.

18. What GIS applications are currently being used? What GIS applications must be integrated with TRIRIGA?

Answer: As of 2 June 2014, no definitive answer has been provided by the Requiring Activity. Once a definitive answer is available it will be posted to this site.

19. Would the government please extend the proposal due date to allow for Q&A to be published as well as for the (up to) 50 page technical response?

Answer: The due dates as posted are firm. The limitation on responses is also firm.

20. Is telework allowed for any personnel that will perform work on this contract?

Answer: This will be subject to review by the Contracting Officer’s Representative based on the requirements of the Government in relation to any proposal for telework. However, in general the requirement is for support at the location specified.

21. Section IV of Section L states "The Government will not accept, consider, or evaluate any data provided in Adobe Portable Document Format (PDF) or similar format type." What type of file can we submit for our soft copy?

Answer: The meaning of the non-acceptance of PDFs or similar format types is that the Government will not accept emailings of electronic, soft copies. The required soft copies must be on CDs.

File details come from the government source that posted it. Updated .
