ANG MASS NOTIFICATION SYSTEM (MNS) NET-CENTRIC ALERTING SYSTEM (NCAS)

QUESTIONS FROM INTERESTED BIDDERS.

1. How many projected users will be receiving the desktop alerts? Text messages? Phone Calls? Although we may present in a manner that allows the user to choose from a list of tiered options the number of users for any one of these options could severely offset the price. 3,A,a-d

Email - 106,000 Users

Text messages – mostly VIP’s (users with blackberries) currently 5500.

Desktop alerts – 90,000 active workstations on ANG network

2. Which of the communication methods would you like to be able to track responses in real time from individuals. Phone, Text, Email, Pop-ups. 3, D

All

3. What type of existing outdoor sirens are currently installed?

See 9 E.

4. What information can you provide about the existing physical servers at the 2 ANG locations? Model, OS, specs, etc.

Dell 2950 2 quad core Intel processors, 32g RAM, Windows Server 2003/2008

5. Description of existing infrastructure that is to be utilized in the final design.

This is a vague question, however as it relates to server services we are operating in a virtual environment utilizing VMWare vSphere Server/Client 4.1.

6. Will new servers be required for each location?

No new physical servers. Offeror will be required to provide a virtual server at each location and provide a template of that server. If at all possible any CAP server should be virtualized.

7. Reference: (A3, A6, A7, Contracting Office)

a. Who will represent the evaluation committee? Is it one person or is it a group of people?

The SSEB will be comprised of a group ---- size to be determined.

8. Page 2 Section B – ITEM No 0002

Are the professional services for implementing and deploying the solution on site or for consultation as needed?

On site, however this can be performed remotely from the 299 NOSC with proper unit coordination incumbent upon the offeror’s proposed solution.

F: Network alerts to XMPP-based Chat rooms or any other IP-connected devices via standard XML and CAP protocols

Are you currently defining CAP as version 1.0, or the updated CAP 1.1 specification?

We are not defining version, however the most current would be preferred as long as we are capable of receiving alerts from the major emergency agencies NOAA, FEMA etc.(not limited to) as well as Army National Guard, Active Duty Air Force, DoD.

9. Program Objectives E: Audio alerts to existing indoor/outdoor PA/giant voice systems

Can you provide information on the PA/Giant voice system? Hardware, Software and version would be helpful to assess integration strategy.

Based on a previous data call – Our giant voice vendors include but may not be limited to Whelen, Cooper, Federal Signal, Bogen, and ATI.

10. Considerations

A. All aspects of the proposed solution (hardware/software) must:

a. Comply with applicable DISA STIGS

b. Have approval to connect to DOD networks

c. Must meet DOD/AF certification and accreditation criteria

Do we need to meet all of these prior to bid submission – concerned about this on page 10 L1.1:

I would say yes, but at minimum prior to required period of performance start.

11. Volume III – Small Business: Is small business Participation Plan required if we are a small business?

No

12. Is subcontracting Plan required if we are a small business

Not required if you will not have subcontractors performing on the contract.

13. Please describe the current hardware setup (if any) at the ANG that can be used to support the Net-Centric Alerting System. Or is vendor expected to provide all the necessary server hardware?

No new physical servers. Offeror will be required to provide a virtual server at each location and provide a template of that server. If at all possible any CAP server should be virtualized.

14. Are staffs required to have clearance at the start of the contract? If yes, at what level

Yes. Secret

15. Does Prime need to have cleared facilities?

Yes – By contract award.
