Questions on RFP No. W9133L-13-R-0015

ANG Mass Notification System (MN) Net-centric Alerting System (NCAS)

February 28, 2013

1. Reference: RFP Section C, Paragraph(s) .3E.(a), Page(s) 8

a) Please confirm the Government Furnished Equipment (GFE) that is part of ANGEN includes VMWare, Microsoft SQL Server and Microsoft Windows Server software.

This is correct.

b) Also please provide locations for the two ANG locations requiring install on physical servers.

Guam and Minot, ND.

2. Reference: RFP Section C, Paragraph(s) 3.A.(e), Page(s) 8

a) Please confirm that existing indoor / outdoor PA / Giant Voice systems support standard CAP interfaces and are certified to connect to ANGEN.

We cannot confirm this. It is unknown and may require site questionnaires.

3. Reference: RFP Section M, Paragraph(s) M.5.3 (g) Page(s) 27

a) States “The minimum subcontracting goals for this procurement are a percentage of the total contract value listed”. The evaluation factor is evaluating “small business participation” rather than “small business subcontracting”. It appears this paragraph should be changed to state the minimum small business participation goals. If left as “subcontracting goal”, a small business prime would be required to subcontract in order to attain the goal and be competitive, please clarify?

Please see the new Section M that is attached to Amendment 3.

4. Reference: RFP Section F, Paragraph(s) Servicing Units, Page(s) 30-39

a) The aggregate ANG populace number is 108,436. Public sources indicate approximately 25% of the Air National Guard personnel provide full time support for ANG units (e.g., dual-status military technician and guardsmen on active duty, civil service employees or contractors). Is this approximation correct for full-time personnel?

This is roughly accurate.

5. Reference: RFP Section L, Paragraph(s) L.3.(ii), Page(s) 13-14

a) The past performance requirement includes 3 contracts of similar value, scope and complexity. Is it correct to assume that this would mean 3 contracts for organizations of at least 100,000 people in dispersed at dozens of locations nationwide, similar to ANG?

Equivalent to the Solicitation attachment featuring government estimated quantities and Ship To locations.
