Q. If this procurement is, in fact, an SBA 8(a) Competitive

Specifically:
a. Page 27 of 117: FAR Clause 52.212-5 is for a Commercial
Acquisition, but the solicitation does not indicate whether this is applicable for this particular solicitation/award.
b. FAR 52.219-14, "Limitation on Subcontracting", is applicable for all Small Business Set-Asides, including SBA 8(a) awards, but this section is not appropriately marked as such.
c. Page 33 of 117: FAR Clause 52.217-9: Option to extend the terms of the contract has not been completed.
d. FAR Clause 52.219-1, "Small Business Programs: The procuring Agency is required to complete (a)(1) and (2), to include the appropriate NAICS code and industry size standard.
See Amendment 3
The Period of Performance for the Base Contract Year (CLIN 0001) begins on February 1, 2013 --- just nine days after proposals are due. We believe it is unrealistic to expect any new contractor to be able to safely, effectively and successfully transition into this contract in less than ten days. TO BE DETERMINED.
