1. INTRODUCTION: Ft. Leonard Wood, MO desires a mountain biking trail on post to help soldiers maintain optimal fitness, resilience and readiness. This recreational asset would be a critical resource for the post’s Morale, Wellness, and Recreation (MWR) mission. A trail of this type also supports the MWR “Warrior Adventure Quest” (WAQ) program, which is designed around high-adventure, outdoor activity-like mountain biking to help Soldiers realize their own new level of normal following a deployment and to “move on” with their lives.
2. OBJECTIVE: The objective of this contract is to provide Fort Leonard Wood with a site assessment/report of a multi-phase mountain bike trail plan for 8 to 10 miles of trail. Included in final report shall be two (2) cost estimates for construction of phase 1 of trail based on plan described in final report, one (1) estimate using a professional trail builder association (PTBA) registered Contractor and an alternate estimate using volunteer labor with professional guidance from a PTBA member.
3. MAJOR REQUIREMENTS: In order to complete the work the Contractor shall complete the following tasks consistent with the level of quality indicated in the Performance Requirements Summary (PRS) below:

c. Task 3: The contractor shall deliver a completed “approved” concept plan document inclusive of plan drawing/graphic noting the location of the phases and two (2) cost estimates, one (1) cost estimate for building the trail with volunteer labor and professional guidance, and one (1) cost estimate using a professional trail builder.
4. GOVERNMENT FURNISHED INFORMATION/MATERIALS: The Government will provide the following:

Specifically, no requirement in these specifications may be altered through verbal clarification. Only a warranted Contracting Officer (either a Procuring Contracting Officer (PCO), or an Administrative Contracting Officer (ACO)), acting within their delegated limits, has the authority to issue modifications or otherwise change the terms and conditions of this contract. If an individual other than the Contracting Officer attempts to make changes to the terms and conditions of this contract you shall not proceed with the change and shall immediately notify the Contracting Officer.
6. NONPERSONAL SERVICES: The Government and the Contractor hereby understand and agree that the services to be delivered under this contract by the Contractor to the Government are nonpersonal services, and the parties recognize and agree that no employeremployee or masterservant relationships exist or will exist under this contract between the Government and the Contractor's employees.
