Section J - Job Descriptions

RDT&E Activities – SMS IDIQ

J.4. JOB DESCRIPTIONS: The following job descriptions are for the labor categories identified in the IDIQ contract and in the IGE. These are provided as a guideline for the experience and qualifications of the personnel expected under this contract.

J.4.a. Principal Engineer: Person will develop and manage strategic direction for projects. Person is at a high level in the contractor’s company and will have extensive experience in the field. Depending on the contract, this person may be a domain expert or, more probably, a multi-discipline expert.

Specifics: Makes decisions and recommendations that are recognized as authoritative and have an important impact on extensive engineering activities. Exercises mature engineering judgment in anticipating and solving unprecedented engineering problems, determining program objectives and requirements, organizing programs and projects, and developing standards and guides for diverse engineering activities. Is a recognized leader and authority in his organization in a broad area of specialization (i.e., multiple disciplines). Person may direct several subordinate supervisors or team leaders.

Position requires a minimum of 4-year college degree, and probably will be filled by a person with an advanced degree, in one of the following areas: architecture, chemistry, physics and other sciences, mathematics, civil engineering, environmental engineering, general engineering, electrical engineering, mechanical engineering, chemical engineering, materials engineering, or industrial engineering.

J.4.b. Project Manager (PM): Person will oversee and coordinate all the tasks involved in achieving the goals for a particular project or set of projects, for the awarded contract.

Specifics: For the awarded contract, sets project execution goals, budgets, establishing tasks and a timeline for task completion, evaluates progress, and makes adjustments as needed to ensure deliverables are met on schedule and within budget.

Position requires a minimum of 4-year college degree in management, business, engineering, or a related science, and will have extensive work experience. Project managers have strong analytical and organizational skills so that they can delegate tasks, motivate personnel and manage stakeholder priorities in a deadline-oriented environment.

J.4.c. Engineer/Research Associate: Person has at least a medium level of experience in the field. Work assignments indicate general research problems, overall project objectives, resources and scheduling constraints and provide guidance on critical research issues. Final work is reviewed for soundness of technical results and compliance with basic project objectives. Detailed findings, calculations and recommendations are accepted as technically accurate.

Specifics: Applies intensive and diversified knowledge of engineering and science principles and practices, in broad areas of assignments and related fields. Makes independent decisions on engineering and science problems and methods, and may represent the company to address questions and to plan and coordinate work. Has the ability to use advanced techniques and the modification and extension of theories, precepts and practices of his field and related sciences and disciplines. Work at this level usually requires progressive experience. May supervise or coordinate the work of technicians and others who assist in specific assignments.

Position requires a minimum of 4-year college degree, and will most likely be filled by a person with an advanced degree, in one of the following areas: architecture, mathematics, chemistry, physics and other sciences, general engineering, civil engineering, environmental engineering, mechanical engineering, chemical engineering, computer engineering, materials engineering, or industrial engineering.

J.4.d. Assistant Engineer: Assignments have clear and specified objectives and require the investigation of a limited number of variables. Work is periodically reviewed for adequacy and technical quality, compliance with basic project objectives and guidance and timeliness. Detailed findings, calculations and recommendations are reviewed for accuracy, adequacy and conformance to accepted scientific and engineering practice.

Specifics: Applies standard engineering techniques, procedures and criteria using judgment in making minor adaptations and modifications.

Position requires a minimum of 4-year college degree in one of the following areas: architecture, general engineering, chemistry, physics and other sciences, civil engineering, environmental engineering, mechanical engineering, chemical engineering, materials engineering or industrial engineering.

J.4.e. Cost Estimator: Person has substantial experience cost estimating for the infrastructure domain(s) and a minimum of 10 years’ cost estimating experience and a Bachelor's Degree.

Specifics: Has prepared cost estimates for construction projects to aid management in project development, bidding process or determining price. Experience estimating for repair and rehabilitation projects is preferred. Cost estimates will be for generic projects so estimators will have to draw on their experience to consider how site conditions vary and result in a range of differing or added costs that need to be considered in a generic average cost estimate.

J.4.f. Technical Document Writer (TW): Person is responsible for developing print and digital technical documentation and other supporting media to effectively and concisely communicate complex and technical information.

Specifics: Develops print and digital technical documentation such as reference manuals, user manuals, and Frequently Asked Questions (FAQs). Organizes and writes supporting content for software applications. Helps select appropriate medium to deliver technical content such as manuals or videos. Revises content as new issues arise.

Position requires a minimum of an associate’s degree in technical communications, journalism, engineering, or a related science or technical degree, with a minimum of 2 years of experience in the field or in a related area. Experience with a technical subject, such as computer science, web design, or engineering, is important.

J.4.g. Subject Matter Expert I: Person is considered an expert for the infrastructure domain. Conducts research and investigations in a particular field of interest and may publish findings in trade journals, technical papers, or textbooks. Typically this individual is a leader in the field and has been published. Familiar with a variety of the field's concepts, practices, and procedures. May have experience and technical expertise related to system design or operational troubleshooting. Relies on extensive experience and judgment to plan and accomplish goals. Performs a variety of tasks. Leads and directs the work of others. A wide degree of creativity and latitude is expected. Provides consultation and is considered to be the top level contributor/specialist.

Position requires a master’s or doctorate degree in area of specialty and 10 years’ experience and/or Bachelor's Degree with at least 12 years of experience in the field or in a related area. Advanced degree is preferred.

J.4.h. Subject Matter Expert II: Person is considered an expert in the infrastructure domain(s). Familiar with a variety of the domain’s concepts, practices, and procedures. Has extensive experience and technical expertise related to the planning and accomplishment of maintenance and repair of the relevant infrastructure system. May have experience and technical expertise related to operation or system design. Performs a variety of tasks. Leads and directs the work of others. A wide degree of creativity and latitude is expected. Provides consultation and is considered to have comprehensive knowledge of the specific infrastructure system.

Position: Requires 20 years on-site experience (construction, operation, or maintenance and repair), and at least 10 years of that being on-site managing of field work /or Bachelor's Degree with at least 15 years of experience in the field or in a related area.

J.4.i. Administrative Assistant: This position has a minimum of a high school diploma and three to five years’ experience in an office environment.

Specifics: Has general office management responsibilities including office automation, budget preparation and analysis, filing, maintaining the library, typing and preparation of letters and technical documentation such as Technical Reports, Working Notes, Briefing Slides, Monthly Progress Reports, and Spreadsheets. Experience must include at least three years in using personal computer software including word processing, spreadsheet, and database management.
