About this file
This is Amendment 0004 to Solicitation W912WJ26QA172, issued by the U.S. Army Corps of Engineers (W2SD ENDIST New England KO Contracting Division) on September 30, 2026. The amendment corrects the response to Question 20 from Amendment 0003 regarding payment band classifications for snow removal services. The solicitation closing date remains October 6, 2026 at 2:00 PM Eastern, and all other terms and conditions remain unchanged.
The amendment clarifies the task classification structure for snow removal services based on storm totals: Task 1 applies to storms 3 inches to less than and including 6 inches; Task 2 applies to storms over 6 inches to 12 inches; and Task 3 applies to storms over 12 inches. When a storm measures exactly 12 inches, it falls under Task 2. The document also includes a complete set of Questions and Answers addressing subcontractor qualifications and experience eligibility, minimum self-performance requirements (none required, though the prime remains responsible for contract management and oversight), payment for estimated versus actual storm quantities, invoice submission procedures (to the Technical Point of Contact, not WAWF), and operational details regarding snow removal techniques near gatehouse and guardrail areas. Offerors must acknowledge receipt of this amendment prior to the submission deadline through completion of items 8 and 15, acknowledgment on each offer copy, or separate written communication referencing the solicitation and amendment numbers.

REQUEST FOR INFORMATION:
Question 14: The Solicitation Survey requests information regarding the prime contractor's employees and experience. If the prime contractor does not have direct snow-removal experience or snow removal employees, but submits a signed teaming/subcontracting commitment with an experienced snow removal subcontractor, can the prime remain eligible for award provided the subcontractor's qualifying experience, personnel, certifications, and past performance are included as permitted by the Solicitation Survey?
Response 14: Refer to the information included in the Solicitation Survey as well as Section M of the solicitation. These sections provide information on when subcontractor qualifications /experience can be submitted for consideration of the prime. If suitable information is provided for a subcontractor, along with an adequate teaming arrangement, then the prime is still eligible for award.
Question 15: Is there a minimum percentage of the snow-removal work that the prime contractor must self-perform under this solicitation, or may the field snow-removal and salting services be performed by the identified subcontractor while the prime retains responsibility for contract management, oversight, invoicing, and coordination with the Government?
Response 15: The solicitation does not include clause 52.219-14, Limitations on Subcontracting. As such, there is not a minimum percentage of work that the prime must self-perform. However, the prime remains responsible for contract management, oversight, performance, etc.

Question 16: Are the listed storm/service quantities estimates only, with no minimum payment or standby compensation? How are additional plowing passes during one continuous storm counted?
Response 16: The listed storm/service quantities are estimates only, and are the maximum number of storms included in the solicitation and resultant Purchase Order. The Contractor shall only be paid for the actual number of services performed. There is no minimum payment guaranteed or standby compensation. Payment is per storm only, regardless of the number of passes completed. Refer to response 9 provided in a previous amendment.
Question 17: May a proposed local small-business subcontractor's relevant experience be used in the technical/past-performance evaluation, and what prime-performance documentation is required?
Response 17: Refer to the solicitation survey and sections L and M of the solicitation.
Question 18: The PWS permits invoices to the project contact, while Section G includes WAWF instructions with unfilled routing fields. What is the required invoice workflow, and is the payment due date 30 days after a proper invoice and acceptance, whichever is later?
Response 18: Invoices are to be submitted to the Technical Point of Contact. WAWF is not required. Payment is net 30 days after receipt and acceptance of a proper invoice.
Question 19: Are site visits still available, and is attendance optional?
Response 19: Follow the instructions provided in the solicitation for site visits. Refer to response 8 provided in a previous amendment.
Question 20: Section B.7.e includes exactly 12 inches in both the 6-12-inch and 12-24-inch payment bands. Which bid-schedule line applies when the official storm total is exactly 12 inches?
Response 20: Task 1 is for storms 3 inches to 6 inches. Task 2 is for storms over 6 inches to 12 inches. Task 3 is for storms over 12 inches. If a storm is exactly 12 inches, it would fall under task 2.
Question 21: Is the Contractor permitted to back blade snow from in front of the gatehouse?
Response 21: Yes, the Contractor can back blade snow from in front of the gatehouse.
Question 22: For the stretch of road between the flagpole (circle) and gatehouse, is the Contractor only to broadcast snow over one side of the guardrails or is snow able to be broadcast over both sides?
Response 22: Snow can be broadcast via plow over both sides of the guardrail.
