About this file
This is Amendment 0001 to Solicitation W912WJ26QA172, issued by the U.S. Army Corps of Engineers on 22 September 2026, extending the closing date to 6 October 2026 at 2:00 PM Eastern. The amendment provides responses to 13 industry questions and revises the Performance Work Statement to clarify requirements for snow removal and salting services at Westville Lake in Southbridge, Massachusetts.
The contract requires provision of all equipment, materials, labor, and transportation for snow plowing, snow removal, and salting services at Westville Dam and related facilities through 30 April 2027. Key services include snow plowing triggered at 2+ inches of snow accumulation with mandatory 7:00 AM daily accessibility; snow shoveling at building entrances, garage doors, and gate areas; salting on request; and snow removal when accumulated totals exceed 24 inches. Payment is based on snowfall accumulation thresholds (less than 6 inches, 6-12 inches, 12-24 inches, and 24+ inches), with estimated quantities of 8, 5, 3, and 1 events respectively. Salting is limited to Westville Dam, Storage Building, and Marjorie Lane (61,000 square feet), with 15 on-call occurrences estimated; the Grand Trunk Trail Parking Lot is intentionally excluded from salting pricing. Snowfall measurements will be based on daily recordings at the East Brimfield Lake project office rather than National Weather Service data. Compensation for multi-pass plowing during extended storms is restricted to a single event unit price based on final cumulative snowfall totals. All pre-work submittals including Accident Prevention Plans, Activity Hazard Analysis, Site Safety Officer designations, First Aid/CPR certifications, and product safety data sheets must be submitted within 14 days of award and accepted before field work commences. The contract requires a pre-work conference with the prime contractor's Project Manager and Quality Control Personnel physically present in Massachusetts; subcontractor personnel may substitute if properly designated with full operational authority.

Solicitation/Contract Form
The following changes have been made:
Miscellaneous text in this section has been added to:
REQUEST FOR INFORMATION:
Question 1: For Item 6 - Snow Removal, could the requirement include loading, hauling, and off-site disposal of snow, or is it limited to on-site pushback/relocation, including pushing or lifting snow beyond guardrails? Also, please confirm what constitutes one billable "Each" occurrence under this item.
Response 1: Snow Removal is limited to on-site pushing or lifting of snow beyond guardrails or in order to create more space. No off-site disposal is required. "Each" for this item includes snow removal at all locations as indicated in the Performance Work Statement, to include Westville Dam, Storage Building, Marjorie Lane, and the Grand Trunk Trail Parking Lot. This task is only completed upon the request of the TPOC.
Question 2: The salting requirement references the Storage Building as a 3-bay garage, while the shoveling/service-location requirement calls for clearing in front of four garage bays. Could you please confirm the correct number of bays requiring service?
Response 2: Please refer to the revised Performance Work Statement. The reference to a 3-bay garage has been removed. The existing garage is a 4-bay garage.
Question 3: The general technical requirement references "sanding services," while the Bid Schedule, materials requirement, and detailed service description specify salting/road salt. Please confirm whether sand is required at any time, or whether Item 5 should be priced using road salt only.
Response 3: Please refer to the revised Performance Work Statement. References to sand have been removed. Salt is required.
W912WJ26QA1720001
Question 4: The PWS states that the NWS Boston/Taunton Weather Forecast Office will determine snowfall totals. Could you please identify the specific station, report, or measurement source that will be used to establish the applicable snowfall band for payment?
Response 4: Please refer to the revised Performance Work Statement. Daily measurements will be based on measurements from the East Brimfield Lake project office.
Question 5: The solicitation states that the Prime Contractor's Project Manager and Quality Control personnel are to be physically present at the pre-work conference. If the prime uses a local snow-removal subcontractor, may a qualified local subcontractor employee be formally designated by the prime to serve as the Project Manager and/or Quality Control representative for purposes of the pre-work conference and ongoing contract administration?
Response 5: Reference the Performance Work Statement, 6. Pre-Work Conference. The Project Manager and Quality Control Personnel shall have the authority to act of behalf of the Contractor. A subcontractor would need to meet the requirements of these positions and accept the designation. The subcontractor would also have to have the authority to act on behalf of the prime Contractor. The prime Contractor is responsible for overseeing all work and coordination with the Government.
Question 6: If not, is an employee of the prime contractor required to travel to Massachusetts and attend the pre-work conference in person?
Response 6: If the subcontractor does not meet the requirements of 5. above, then the prime Contractor shall attend the pre-work conference in person.
Question 7: May the subcontractor's experience, certifications, safety personnel, and past performance be used to support the Solicitation Survey and technical evaluation when accompanied by a signed teaming/subcontracting commitment?
Response 7: Reference the Solicitation Survey and section M of the solicitation.
Question 8: Is a site visit mandatory for offerors, or may a local subcontractor representative inspect the site on behalf of the prime contractor?
Response 8: A site visit is not mandatory; however, interested vendors are encouraged to review the Performance Work Statement, 3. Site Visit.
Question 9: Multi-Pass Plowing during Extended Storm Events (PWS Section B.7.a & B.7.e.v):
Section B.7.e.v notes that during a large storm event, the Contractor may need to plow several times to keep service areas accessible, but states that payment will be based on total snowfall accumulation tiers. If an extended storm requires multiple plowing passes over a 24- to 48-hour period (e.g., plowing 4 inches three separate times to maintain the mandatory 07:00 AM accessibility standard), is compensation restricted strictly to a single event unit price based on the final cumulative snowfall total, or are intermediate passes during multi-day events billable per dispatch?
Response 9: Compensation is restricted to a single event unit price base on the final cumulative snowfall total.
Question 10: Official Snowfall Measurement Source vs. On-Site Conditions (PWS Section B.7.e.v):
The PWS specifies that National Weather Service (NWS) totals from the Boston/Taunton office will be used to determine storm snowfall totals. Given microclimate variations between Taunton and Southbridge/Sturbridge, will payment tiers be determined solely by official NWS Taunton reported figures, or will documented on-site measurements / TPOC verification at Westville Dam govern in the event of local discrepancies?
Response 10: P ase refer to the revised Performance Work Statement. Daily measurements will le be based on measurements from the East Brimfield Lake project office.
Question 11: Task 5 Salting Scope - Grand Trunk Trail Parking Lot Inclusion (PWS Section B.8 & B.9): In PWS Section B.8.ii and the Estimated Quantities Table (Section B.9), Task 5 (Salting - On- Call Qty 15) explicitly lists "Westville Dam, Storage Building, and Marjorie Lane" (~61,000 sq ft) but omits the Grand Trunk Trail Parking Lot (~10,315 sq ft), which is included under Plowing (Tasks 1-
4) and Snow Removal (Task 6). Could the Government clarify whether salting for the Grand Trunk Trail Parking Lot is intentionally excluded from Task 5, or should salting for this location be factored into Task 5 pricing?
Response 11: The Grand Trunk Trail is intentionally excluded from Task 5. This location shall not be included for pricing of task 5.
Question 12: Pre-Work Conference Representation for Teaming Arrangements (PWS Section A.
6): Section A.6 states that the Contractor's Project Manager and Quality Control Personnel must be physically present at the Pre-Work Conference in Massachusetts. For prime contractors utilizing an approved subcontractor under a formal Teaming Arrangement, does the physical attendance of the designated Subcontractor Project Superintendent / QC Lead satisfy this requirement, provided they hold full operational authority on site?
Response 12: See responses 5 and 6 above.
Question 13: Pre-Work Safety Submittal Review Timeline & Weather Readiness (PWS Section A.
4 & B.2): The PWS mandates that pre-work safety submittals (APP, AHA, SSHO designation, First Aid certs, SDS) be submitted within 14 days of award, with up to 7 days allocated for Government review, and prohibits field work prior to written acceptance. In the event of an early winter storm occurring immediately post-award during the submittal review window, what is the protocol for expedited submittal review or emergency service authorization?
Response 13: No work shall be performed by the Contractor prior to the acceptance and approval of all submittals and no "emergency" authorization will be provided for the Contractor to perform work without acceptance and approval of all submittals. The Government has other means of accomplishing work if the Contractor has not been approved to commence field work.
