About this file
This is Amendment 0002 to solicitation W912WJ26QA167, issued by the W2SD ENDIST New England KO Contracting Division of the U.S. Army Corps of Engineers on October 1, 2026. The amendment provides responses to six industry questions regarding snow removal and de-icing services at Everett Lake.
The amendment establishes an October 6, 2026 deadline at 2:00 PM Eastern for submission of questions, with the solicitation closing unchanged on October 9, 2026 at 2:00 PM Eastern. Key clarifications address: (1) snow removal authorization following 2-inch accumulation or staff notification during business hours (7:00 AM to 3:00 PM, Monday-Friday), with contractors required to ensure 7:00 AM daily access for after-hours snowfall; (2) sanding/salting services requiring only TPOC approval with pricing based on full-area application across approximately 59,000 square feet of roadways/parking and 200 linear feet of walkways; (3) the Gatehouse Bridge deck physical boundary defined where concrete meets asphalt, with sand-only prohibition on the bridge itself but standard sand/salt mixture (maximum 20% salt content) permitted on approaching dam access roads; (4) in-person attendance required for Project Manager and Quality Control Personnel at the pre-work conference within 14 days of award, with subcontractors permitted if meeting position requirements and possessing authority to act on behalf of the prime contractor; (5) partial service payment calculations based on visual government inspections with notifications via email, Service Contract Inspection Forms, or Contract Discrepancy Reports, and invoices submitted directly to the TPOC rather than through WAWF; and (6) gate keys issued at the pre-work conference granting 24/7 unescorted access to perimeter gates, dam access roads, and parking areas through the May 31, 2027 contract end date.

Miscellaneous text in this section has been added to:
REQUEST FOR INFORMATION:
Question 1. Snowfall Measurement & Multi-Pass Dispatch Protocol: PWS Part 4, Paragraph 2.b establishes storm tier service caps (e.g., 2"-6" up to 1 service; 7"-12" up to 2 services) based on official snowfall measurements taken at the Project Office. Paragraph 3.a requires primary access roads and parking areas to be cleared by 07:00 AM daily, and Paragraph 4.a.vi mandates plowing during weekends, holidays, and after hours during active storms. Could the Government clarify the dispatch protocol for multi-pass storms? Specifically, is the contractor expected to mobilize automatically during active snowfall to maintain the 07:00 AM opening deadline, or is explicit pre-authorization required from the Technical Point of Contact (TPOC) prior to initiating each individual plowing pass?
Response 1: Refer to the Performance Work Statement, Part 4. Service Requirements, 3. Service Schedule and 4. Service Tasks. The Contractor shall perform snow removal after an accumulation of 2 inches, or upon notification by project staff when snowfall occurs during business hours, which are defined as 7:00 AM to 3:00 PM, Monday through Friday. For snowfall outside of business hours, the Contractor is required to ensure access as indicated by 7:00 AM DAILY.

Question 2: Sanding / Salting Approval Mechanism & Application Scope: PWS Part 4, Paragraph 4.c.i states that "Only the TPOC may approve sanding/salting services," while Paragraph 4.c.ii indicates sanding/salting shall be performed when areas become icy. For Bid Schedule Item 3 (Sanding/Salting), is formal TPOC pre-approval required prior to every application, or does the contractor have standing authorization to apply de-icers/abrasives during freezing rain, sleet, or black ice events occurring outside normal government business hours to meet the mandatory 07:
00 AM access requirement? Furthermore, is unit pricing for Task 3 evaluated on a full-area application basis (all ~59,000 sq ft roadways/parking and ~200 lin ft walkways) per call-out event?
Response 2: Refer to the Performance Work Statement, Part 4. Service Requirements, c. Sanding /Salting. Only the TPOC may approve sanding/salting services. The Government will not pay for services completed outside of the direction of the TPOC. The unit pricing is for the application of sand/salt to all locations as indicated in the Performance Work Statement, Part 5. Service Location
(s) and Task Requirements, c. Sanding/Salting.
Question 3: Gatehouse Bridge Deck Salt Prohibition & Material Boundaries: PWS Part 5, Paragraph 1.c.ii explicitly specifies that "No salt shall be added on the gatehouse bridge. Sand only shall be used at this location if requested by the TPOC." Could the Government clarify the exact physical boundaries/markers of the Gatehouse Bridge deck where chemical de-icers/salts are prohibited, and confirm whether the standard road sand/salt mixture (maximum 20% salt content per PWS Part 3, Paragraph 2.a) is permitted on the dam access road approaches leading directly up to the bridge abutments?
Response 3: The physical boundary of the Gatehouse Bridge is defined as where the concrete bridge meets the asphalt access road. The start of the metal guardrail is in line with where the concrete bridge begins. Sand only shall be used on the Gatehouse bridge. Standard road sand /salt mixture (maximum 20% salt content per PWS Part 3, Paragraph 2.a) is permitted on the dam access road approaches leading directly up to the bridge abutments.
Question 4: Pre-Work Conference Attendance & On-Site Personnel Designation: PWS Section I, Paragraph 7 requires the Contractor's Project Manager and Quality Control Personnel to be physically present at the Pre-Work Conference at Everett Lake within 14 days of award. Given that the solicitation explicitly permits subcontractor teaming arrangements, does USACE permit the site Quality Control / Project Superintendent role to be filled by an authorized local subcontractor representative physically present at the site, while the Prime Contractor's administrative Project Manager participates via video teleconference (VTC) or in person?
Response 4: Attendance at the pre-work conference shall be in person only. Reference the Performance Work Statement. The Project Manager and Quality Control Personnel shall have the authority to act of behalf of the Contractor. A subcontractor would need to meet the requirements of these positions and accept the designation. The subcontractor would also have to have the authority to act on behalf of the prime Contractor. The prime Contractor is responsible for overseeing all work and coordination with the Government.
Question 5: Partial Service Payment Adjustments & Verification Metrics: PWS Part 4, Paragraph 2.
f states that partial services will be paid based on the adjusted percentage of area completed.
Could the Government clarify the specific inspection criteria, formula, or verification process USACE will use to calculate "percent of area completed" in the event a partial service is declared, and how contractors will be notified of any proposed deduction prior to monthly WAWF invoice processing?
Response 5: The Government will perform visual inspections of all areas after services have been completed to ensure completion, or document partial services. The Contractor will be informed of any areas that the Government deems to be not completed in their entirety. These may be documented via email, through a Service Contract Inspection Form, or a Contract Discrepancy Report. Submission of invoices shall be directly to the TPOC. The Contractor shall not submit invoices through WAWF.
Question 6: Gate Key Issuance & Unescorted Facility Access: PWS Part 1, Paragraph 8 and Part 3, Paragraph 1.a state that the Government will provide gate keys to access service areas. Will gate keys be issued immediately upon contract award/acceptance of pre-work safety submittals, and does key issuance grant 24/7 unescorted physical access to all perimeter gates, dam access roads, and parking areas throughout the Period of Performance through May 31, 2027?
Response 6: Gate keys will be issued at the Pre-Work Conference, which will be held at the time and location agreeable to the Government and Contractor within 14 days of Contract Award. Key issuance grants unescorted physical access to all necessary perimeter gates, dam access roads, and parking areas as specified in the contract scope of work.
