Section A - Solicitation/Contract Form
The following changes have been made:
INFORMATION FROM TO
Response Due Date
26 Aug 2026 02 Sep 2026
Miscellaneous text in this section has been added to:
REQUEST FOR INFORMATION:
QUESTION 1: The Solicitation references an epoxy polyaspartic system then goes on to mention a poly base and topcoat. Is this a typo?
RESPONSE 1: No, this is not a typo. The base is what provides the desired final 1/8" thickness.
The polyaspartic can function as the topcoat. The goal is to provide an epoxy polyaspartic system for 1/8" finish thickness.
QUESTION 2: The 6" integral cove base does not reference type of material. Will the Government allow for a prefab system or a mortar resin system?
RESPONSE 2: No, a prefab or mortar resin system is not allowed. The cove base is a seamless integral epoxy cove base to match the epoxy flooring.
QUESTION 3: Because the floor is currently covered by tile, we cannot evaluate the bare concrete. Can the Government confirm that bids should be priced for standard mechanical prep, and any major structural cracking or spalling discovered after the Government removes the tile will be treated as an unforeseen differing site condition?
RESPONSE 3: Please refer to Part 3, Section 2, of the solicitation for included Preparation mechanical preparation tasks that should be accounted for in pricing. Please also refer to the additional information photos provided in the attachments for a visual of the bare concrete surface.
Interested vendors are highly encouraged to attend a site visit to confirm understanding of the scope, inspect field conditions, access, and existing utilities prior to bidding. No extra payment will be allowed for perceived additional work caused by unfamiliarity with site conditions and requirements.
W912WJ26QA1540001
QUESTION 4: Due to the nature of the Cold Clean Lab, are we permitted to route generator cables from the exterior into the lab, or must we rely strictly on facility-provided 220v/110v power?
RESPONSE 4: Routing cables is acceptable. Any "tripping hazards" must be marked with a traffic cone.
QUESTION 5: Are we permitted to securely store our heavy equipment and materials inside the designated work area overnight, or must all tools be entirely removed from the facility at the end of each daily shift?
RESPONSE 5: Yes, storing tools overnight is permitted.
QUESTION 6: Will there be a designated area on site where we can park and stage our equipment trailer for the duration of the project?
RESPONSE 6: Yes, there will be a designated area on site where equipment and trailer can be parked for the duration of the project.
QUESTION 7: Given the secure nature of the CRREL facility, what is the required protocol and anticipated processing time for personnel background checks or base access passes once the contract is awarded?
RESPONSE 7: The designated location of entry shall be through the security gate at 72 Lyme Rd.
or the South main entrance gate which are manned by armed security personnel. It is a violation of Federal statute to enter the facility at any point other than the designated location without authorization. The authority to issue search, seizure and apprehension authorizations for persons, places, and vehicles on the facility has been delegated to the Department of Defense (DoD) police.
Failure to obtain entry approval will not affect the contract price or time of completion. Acceptable forms of ID to get on a military installation include a U.S. passport, a Real ID-compliant driver's license, or a Military ID card. CRREL does not have the necessary personnel availability to provide escorted access for the duration of the contract performance, if the Contractor does not meet the requirements for unescorted access as indicated in the Security Requirements section of the solicitation. Therefore, if the Contractor does not meet the requirements for unescorted access, it is their responsibility to provide personnel that meets the requirements which includes a DoD employee with Secret clearance to escort them on site while work is being performed. This person or persons shall remain with Contractor personnel at all times while on site.
QUESTION 8: Can the Government provide the required forms/documentation, and expected processing time for foreign-national Contractor site access in advance of contract award?
RESPONSE 8: The Government will provide any required forms for access to the site for foreign-national Contractors, after contract award, not prior to. Requests for site access for foreign-national Contractors must be submitted to the Technical Point of Contact a minimum of 30 days in advance of the requested access date.
QUESTION 9: Please confirm whether the nominal 1/8-inch overall system thickness is a mandatory minimum requirement. Also, did the Government use a specific manufacturer/product system as the basis of design when developing the specification? If so, please identify the manufacturer and system. If there is no basis-of-design product, may a manufacturer-engineered resinous flooring system with a different nominal thickness be submitted if it meets or exceeds all specified performance requirements, or must the completed system be nominally 1/8 inch regardless of manufacturer recommendations?
RESPONSE 9: 1/8-inch thickness is a mandatory requirement to match the finish flooring of adjacent flooring material as the epoxy flooring will be replacing the existing VCT flooring. There is no basis-of-design product. The flooring system shall meet or exceed the specified requirements as long as the product can achieve a 1/8" finished thickness under the typical manufacturer installation requirements.
QUESTION 10: Please clarify the intended meaning of "topping" in the specified system. Is the topping expected to be an epoxy mortar, slurry, self-leveling epoxy, or another specific type of material? Please also clarify whether the specified "grout" coat may constitute one of the two required polyaspartic coats, or whether the grout coat is required in addition to two separate polyaspartic finish coats.
RESPONSE 10: The topping can be whatever the manufacturer calls for in the epoxy system so long as it meets the minimum product requirements as specified in the Statement of Work. If the Contractor uses an epoxy system that uses a grout coat as the "topcoat", the grout coat may constitute as one of the required polyaspartic coats. The second coat shall be used to achieve an orange peel texture per the manufacturer's recommendation.
QUESTION 11: Is a specific traction aggregate or nonslip additive required by the Government, including a specified material, particle size, broadcast/addition rate, or installation coat?
Alternatively, may the flooring-system manufacturer determine the appropriate method and additive, if any, provided the completed system meets the specified traction requirements and the mockup is approved?
RESPONSE 11: All materials must meet the requirements specified in the Statement of Work and meet manufacturer's recommendations. Yes, if the epoxy system meets the requirements of the Statement of Work, the manufacturer may determine the appropriate method and additive for traction requirements.
QUESTION 12: The Statement of Work identifies approximately 694 linear feet of perimeter walls and requires the 6-inch integral cove base at every wall and column. Please confirm whether the stated 694 LF includes the column perimeters. If column perimeters are not included, please provide the approximate additional linear footage or the number and dimensions of the columns requiring cove base. Please also advise whether there is a required cove radius, cove thickness, or construction detail beyond the manufacturer's recommended system.
RESPONSE 12: Contractors should assume a minimum additional 13 linear feet for column cove base. Provide 1/8" thick cove base with 3/4" radius. Reference floor plan on SK-1 in attachments.
QUESTION 13: Please provide the required profile, dimensions, finish, and fastening/installation method for the continuous aluminum termination strip at the top of the integral cove base. Please also confirm the approximate total linear footage to be included, including both wall and column locations.
RESPONSE 13: L shaped or L-strip/cove cap aluminum termination strip, 1/8" to match the 1/8" thickness of the epoxy cove base, shall be mechanically fastened to vertical substrate. There are 694 linear feet of room perimeters plus 13 linear feet for columns for a total of 707 LF. Reference floor plan on SK-1 in attachments.
QUESTION 14: The Statement of Work requires a 1/4-inch-wide stainless-steel transition where the new epoxy flooring meets differing floor types. Please provide the number and locations of these transitions, approximate total linear footage, and any required profile or installation detail.
RESPONSE 14: There are 9 locations which require stainless-steel transitions for approximately 48 linear feet. Profile and installation details are to be consistent with product manufacturer.
Reference floor plan on SK-1 in attachments.
QUESTION 15: We understand that the Government will remove existing floor coverings and that the Contractor is not required to remove flooring residue. Please confirm that the floor surfaces will be provided to the Contractor free of adhesive, mastic, leveling materials, or other floor-covering residue requiring removal. Please also advise whether the Government is aware of any asbestos-containing or otherwise hazardous floor-covering adhesive/material within the designated flooring work areas.
RESPONSE 15: This is confirmed for all floor surfaces. The bottom 6" of the walls has glue residue that must be removed prior to new system. There are no asbestos containing or otherwise hazardous materials within the designated work areas.
QUESTION 16: The Statement of Work identifies approximately 30 divots approximately 1/2 inch deep x 3 inches wide and approximately five cracks approximately 1/8 inch wide. Please confirm whether these quantities represent the Government's estimated repair quantities to be included in the base quotation. Are the identified cracks considered static/non-moving cracks? If any are active /moving joints or cracks, please identify them and provide the required treatment detail.
RESPONSE 16: The estimation of 30 divots is confirmed. All cracks are considered static/non-moving cracks.
QUESTION 17: We understand that the existing floor joint in Room 154 must remain exposed and functional and must not be cut, filled, or coated. Please provide the approximate length and width of this joint and advise whether a specific edge termination/detail is required where the new resinous flooring terminates at the joint.
RESPONSE 17: The existing floor joint is approximately 71 feet long by 8 inches wide. The new flooring shall be applied and terminated just before the joint on both sides. Reference floor plan on SK-1 in attachments.
QUESTION 18: Please confirm whether any additional requirements apply for HEPA filtration, minimum air changes per hour, negative-pressure monitoring/documentation, or containment inspection beyond the requirements expressly stated in the Statement of Work. Please also confirm whether the existing ductwork identified in the Statement of Work is an approved exhaust route for purposes of preparing our base quotation.
RESPONSE 18: No additional requirements are needed. Confirmed that the existing ductwork is an approved exhaust route.
QUESTION 19: The Statement of Work indicates that 120V outlets are available and that CRREL can accommodate 240V electrical connections with coordination.
