SUMMARY OF CHANGES

Section A - Solicitation/Contract Form

The following changes have been made:

Miscellaneous text in this section has been modified to:

REQUEST FOR INFORMATION:

Question1: Building Department Jurisdiction: Under which municipal building department or authority having jurisdiction (AHJ) does this federal installation fall for any required building permits (e.g., Town of Bourne or Sandwich)?

Response 1: Federal buildings/property are not under the jurisdiction of any municipal building department. As such, there is no authority having jurisdiction other than the Federal Government itself. No building permits are required.

Question 2: Temporary Access: During active deck demolition and reconstruction, will temporary egress/access (e.g., temporary steps or ramps) be required for building occupants to enter and exit the trailers?

Response 2: The trailers will remain occupied during normal business hours. The Contractor shall provide safe, EM 385-1-1 compliant temporary access (e.g., temporary steps) if primary access points are disabled. Alternatively, the Contractor may phase the work to ensure at least one usable, safe exit is maintained for each trailer at all times. The UXO trailer has a second set of stairs that will not be impacted by this project therefore allowing for entrance and egress by its occupants.

Question 3: Joist Tape: Is installing self-adhering joist butyl/flashing tape over the top of framing joists required or included in the scope to extend frame life?

W912WJ26QA1520003

Response 3: Yes. To maximize the lifespan of the pressure-treated substructure, the Contractor shall install self-adhering butyl joist/flashing tape over the top of all framing joists and stair stringers prior to installing the composite decking. Tape shall be wide enough to cover all joints, or overlapped to prevent water intrusion into joints.

Question 4: Asphalt Repair Scope: Is repairing or patching the damaged asphalt hole located at the base landing of the existing handicap ramp included in the scope of work?

Response 4: No. Asphalt repair is outside the scope.

Question 5: What is the operating voltage of the existing 4-inch conduit running between the IAGWSP office trailers? Does the contract require furnishing and installing new support hangers for this conduit during deck reconstruction?

Response 5: The 4-inch conduit running between the IAGWSP office trailers houses a 240V utility power feed linking the structures. The Contractor shall coordinate with the TPOC to de-energize the power lines fed through the conduit. To minimize electrical downtime and operational impact on the occupied trailers, the Contractor shall utilize a phased approach. The Contractor shall replace the deck framing in the immediate vicinity of the conduit in the shortest time possible, install the new hangers, and coordinate with the TPOC for rapid re-energization. The Contractor shall furnish and install new, heavy-duty, corrosion-resistant conduit hangers (specifically hot-dipped galvanized steel or heavy-duty UV-resistant polymer matching the 4-inch conduit exterior diameter). Hangers shall be securely anchored to the new structural framing members and installed at intervals not to exceed 5 to 7 feet in accordance with NEC Article 352.30 support standards.

Question 6: Site Safety and Health Officer (SSHO) Dual-Role Eligibility (SOW Section 1.5 / EM 385-1-1): SOW Section 1.5 states that the Contractor shall employ a minimum of one qualified individual to function as a Level 3 SSHO, who must be present at the project site at all times during active operations. For a project of this magnitude ($100,000 to $250,000), please clarify if the SSHO may also perform the duties of the Project Superintendent and/or Quality Control (QC) Manager on-site, provided they meet all safety and experience requirements, or if the Government strictly requires a dedicated, stand-alone SSHO with no other duties.

Response 6: The SSHO is permitted to fill other roles, such as the Project Superintendent and/or Quality Control Manager provided that the SSHO meets the qualifications, certifications, experience requirements for each position in accordance with the solicitation and EM 385-1-1.

Question 7: Rope Access Certification Applicability (Solicitation Survey, Section 7): Section 7 of the mandatory Solicitation Survey lists "Rope Access" as an applicable certification. Since this requirement involves standard, ground-level administrative trailer deck and access road gate replacements, please clarify if rope access training or certifications are actively required for this scope of work, or if this item is non-applicable ("N/A") to this procurement.

Response 7: Rope Access is not indicated as applicable to this solicitation on the solicitation survey. Only those certifications/licenses with an "X" are applicable.

Question 8: 240V Electrical Utility Disconnect and Reconnect Responsibilities (Amendment 0001, Response 5): SOW Section 2.3 (per Amendment 0001) states that the Contractor must coordinate with the TPOC to de-energize the 240V utility line running in a 4-inch conduit between the IAGWSP office trailers, replace framing in the immediate vicinity, and install new hangers. Please clarify if the physical electrical disconnection, pull-back of wires (if required), and subsequent reconnection/re-energization must be executed by a licensed electrician provided by the Contractor, or if the base utility staff will perform the physical electrical work, leaving the Contractor responsible only for structural coordination and hanger installation.

Response 8: Base (Government) personnel shall de-energize and re-energize the power. There is no requirement in this solicitation for physical electrical disconnection, pull back of wires, and reconnection. The existing conduit shall not be moved, relocated, or altered in any way. The Government will de-energize power for safety, not so the Contractor can perform work involving the conduit or wires inside the conduit.

Question 9: Existing Post Footing Demolition and Placement (SOW Section 1.8 / SOW Section 2.3, Task 2): SOW Section 1.8 and SOW Section 2.3, Task 2 require the removal of existing wooden gates and "old wood posts cut at grade". Please clarify if the sub-grade concrete or wood footings for these demolished posts must be completely excavated and removed, or if cutting the posts cleanly flush with the grade is sufficient. Additionally, are the new steel gate posts required to be set in the exact same footprint as the old posts, or can they be slightly offset to avoid subsurface structural conflicts?

Response 9: For demolished gates, cutting the wooden posts cleanly flush at grade is sufficient;

complete excavation of sub-grade footings is not required unless they directly obstruct the new installation. To avoid subsurface structural conflicts with old concrete footings, the new steel gate posts may be slightly offset from the original footprint, provided the final gate installation remains fully functional, aligns properly with the access road, and is approved by the TPOC prior to setting the new posts.

Question 10: Optional CLIN Quantities and Scope (CLIN 0002 & CLIN 0003): SOW Section 2.3 and Section B detail Option Task 1a (Substrate Repair up to 60 SF) and Option Task 1b (Ledger and Flashing Repair up to 60 LF) as contingent items. If the subsurface wood rot or structural damage exposed during demolition exceeds these 60 SF or 60 LF limits, how will the additional quantities be evaluated, authorized, and compensated under the Firm-Fixed-Price structure?

Response 10: The Contractor shall only complete work as included in awarded Purchase Order, or via a subsequent modification. The Government retains the right to issue a Request for Proposal for additional work within the scope of the Purchase Order if necessary.

Question 11: "Suitable Teaming Arrangement" Standards (Solicitation Survey, Section 7 & 10):

The Solicitation Survey states that subcontractor certifications and past performance will only be evaluated if a "suitable teaming arrangement" is provided at the time of quote submission. Please confirm if a signed teaming agreement letter or a completed, signed copy of the Subcontractor Technical Capability Assessment (using the template provided in the solicitation attachments) satisfies the Government's requirement for a "suitable teaming arrangement."

Response 11: A suitable teaming arrangement is considered signed documentation from the subcontractor that they are willing to complete the work required by this solicitation in conjunction with the prime contractor. A signed copy of a "Subcontractor Technical Capability Assessment" is not sufficient if it does not provide documentation that the subcontractor is willing to perform work in conjunction with your company. The solicitation survey is to be completed by the Prime Contractor unless sections permit subcontractor information to be included with the appropriate documentation. A solicitation survey completed by the subcontractor will not be considered, and may result in a quote being deemed non-responsive.

Question 12: Can a more detailed spec sheet for gates be provided? The drawing becomes blurry when attempts are made to zoom in.

Response 12: The informational drawing for the gate design will be included in word format as Attachment 3. All relevant information is readable when the zoom function is used on the pdf to over 300%. No other drawings or details will be provided.

Question 13: Can you confirm that all gates will be exactly the same as far as design?

Response 13: Yes, all gates will utilize the same design, however, the double leaf gates will utilize two of the same design gates, which meet in the center of the access road. The Statement of Work will be revised to remove the reference to "central locking drop-rods" for the double-leaf gate. The center connection between the two gate leaves of the double-leaf gate shall utilize a heavy-duty, weld-on or bolt-on latch assembly fabricated from hot-dipped galvanized steel. The latch must be specifically designed to fit and secure gate frames constructed from 3-inch square tube steel. The assembly shall consist of a robust slide-bolt, drop-latch, or plunger-style latch that bridges both gate leaves. The mechanism must feature an integrated, tamper-resistant hasp or shroud designed to accept a standard government-furnished padlock and secure the gates in the closed position.
