About this file
This is Amendment 0002 to Solicitation W912WJ26QA069, issued by the U.S. Army Corps of Engineers (USACE), New England District on April 13, 2026. The amendment extends the response due date from April 13, 2026 to April 16, 2026 at 5:00 PM Eastern Time. All other terms and conditions of the original solicitation remain unchanged.
The amendment provides responses to four industry questions regarding construction work involving river channel installation and slope protection. Key clarifications include: (1) the contractor is responsible for dewatering means and methods if necessary, but may work in the water as the Government holds the required State permit; (2) no asphalt paving or repaving work is required; existing pavement must be protected from damage; (3) a three-foot, seven-inch aggregate shoulder must be maintained from existing pavement to grubbing material, with slopes established at the shoulder terminus; and (4) both slope protection details provided in the solicitation must be used in combination to meet the stated requirements. Contractors must acknowledge receipt of this amendment prior to the extended closing deadline through completion and return of the amendment, acknowledgment on offer copies, or separate written communication referencing the solicitation and amendment numbers.

REQUEST FOR INFORMATION
Question 1: Is the Contractor expected to dewater in regard to installing the bottom boulders 4' below the channel bottom? Can the Contractor work in the water?
Response 1: If dewatering is necessary, the Contractor is responsible for the means and methods to do so. The Government does hold a permit through the State for the work required in this section of river, therefore, the Contractor may work in the water.
Question 2: Is repaving existing asphalt expected once work is complete?
Response 2: No paving/repaving work is required by this scope of work. Existing pavement should be protected to prevent further damage.
Question 3: Is the Contractor expected to re-establish the existing road edge and run the slope out from there? It appears that would run the slope out beyond the existing toe. Can the road shift over to allow for toe of slope to go where it is currently?
Response 3: Per informational photos 3 and 5, from existing pavement to grubbing material, there must be a three (3) foot, seven (7) inch aggregate shoulder. The slope shall be established starting at the terminus of the aggregate shoulder.

Question 4: There appear to be two details for project "slope" that appear to differ in small aspects. Which detail should be used, or is a combination of the two to be used?
Response 4: Both details must be used to achieve the appropriate slope protection meeting the requirements of the solicitation.
