About this file
This is Amendment 0002 to a federal solicitation for stone and aggregate materials, issued by the U.S. Army Corps of Engineers (W2SD ENDIST New England) on March 24, 2026. The amendment addresses questions from industry regarding a Blanket Purchase Agreement (BPA) for trap rock/crushed stone, pea stone, and stone dust/screenings delivery to multiple project locations. The solicitation closing date remains March 27, 2026 at 2:00 PM Eastern, and all other terms and conditions remain unchanged.
The amendment provides clarifications on twelve industry questions covering operational and specification details. Key responses confirm that conference calls or video conferences are acceptable for the mandatory pre-work conference; delivery must be coordinated within 14 calendar days of BPA Call notification; award will be based on lowest price providing supplies within the required timeframe; offerors may provide separate bid schedules by project location or county to accommodate pricing variations; pea stone must be 1/2" dimension with 100% angular rock, light or dark gray, or light brown in color; trap rock/crushed stone must meet Connecticut DOT specifications for gradation and hardness; and stone dust/screenings must have 3/8" minus particle size with general quarry screenings acceptable if they meet cleanliness and compaction requirements. The Government will not provide historical usage data or estimated annual quantities, and access limitations or delivery restrictions will be noted in individual BPA calls as applicable.

REQUEST FOR INFORMATION:
QUESTION 1: Please advise if either a conference call or video conference call will be acceptable for the pre-work conference instead of being physically present at the meeting?
RESPONSE 1: Yes, a conference call or video call is acceptable and Section II.4. of the Supply Requirement has been revised.
QUESTION 2: Can the Government provide any historical usage data or estimated annual quantities for the listed materials by project location under similar prior BPAs?
RESPONSE 2: The Government will not be providing estimated quantities or historical usage for the listed materials.
QUESTION 3: What is the typical required delivery timeframe following award of a BPA Call (e.g., same-day, 24-48 hours, or longer)?
RESPONSE 3: Please refer to Section I.6.c, "Upon notification of an executed BPA Call from the Government, the Contractor shall Coordinate with the Technical Point of Contact within 14 calendar days to schedule the delivery."
QUESTION 4: What are the common order quantities per BPA Call (e.g., single truckloads vs.
larger bulk orders)?
RESPONSE 4: Order quantities vary for each BPA call, and there are no commonly ordered quantities.
QUESTION 5: Are there any known access limitations, staging requirements, or delivery restrictions at the listed project locations that may impact delivery operations?
RESPONSE 5: Any anticipated access limitations, staging requirements, or delivery restrictions will be noted in a BPA call, but generally these are not concerns at these projects.
QUESTION 6: For BPA Call competitions among awarded vendors, will award be based strictly on lowest price, or will delivery time, past performance, or other factors also be considered?
W912WJ26QA0650002
RESPONSE 6: Please refer to Section I.6.a. , "Award will be made on the BPA Call Procedures lowest price that will provide the supplies in the required time frame."
QUESTION 7: Will the Government consider regional or location-based pricing variations, or must pricing remain uniform across all delivery locations?
RESPONSE 7: Please refer to Note 1 below the Bid Schedule for the option to provide separate bid schedules based on Project Location or County to accommodate potential differences in pricing.
QUESTION 8: Regarding the bid schedule, should offerors provide a single unit price per material that applies to all delivery locations, or does the Government anticipate certain materials being predominantly delivered to specific locations? Additionally, is there any allowance for location-based pricing or separate schedules by project area or county?
RESPONSE 8: Please refer to the response provided in Question 7. Quoters should provide a single unit price per material that applies to all delivery locations. The Government does not anticipate certain materials being predominately delivered to specific locations. The quantities and material types vary per BPA Call.
QUESTION 9: For line items listed as "Trap rock / crushed stone," can the Government confirm whether standard crushed granite (or other crushed stone types) is acceptable provided the material meets all applicable Connecticut DOT specifications for gradation, hardness, and sieve size?
RESPONSE 9: Yes, the above stated crushed material is acceptable.
QUESTION 10: For the pea stone line item, does the Government require natural rounded river rock, or would crushed/angular pea stone be acceptable if it meets size and cleanliness requirements?
RESPONSE 10: Please refer to Section IV.2.a, "Stone will be clean, consist of 100% angular rock free of any object greater than 1/2" in any dimension. Rock will be light or dark gray or light brown as specified in color."
QUESTION 11: Can the Government clarify the intended functional or specification differences between 3/8" Pea Stone and 3/8" Trap Rock / Crushed Stone? Specifically, is the distinction based on shape (rounded vs. angular), intended application, or other material properties?
RESPONSE 11: Color is primary differentiator, but Pea Stone dimension noted in Supply Requirement is 1/2" not 3/8".
QUESTION 12: For the stone dust line item, can the Government clarify if a specific gradation or maximum particle size is required (e.g., fines passing #200 sieve, 1/4" minus, or other standard)?
Additionally, are general quarry screenings acceptable provided they meet cleanliness and compaction requirements?
RESPONSE 12: 3/8" minus particle size for stone dust/screenings is required. Yes, general quarry screenings are acceptable, provided they meet cleanliness and compaction requirements.
