About this file
This is an Amendment to a Blanket Purchase Agreement (BPA) for earthen material supply services issued by the U.S. Army Corps of Engineers, New England District. The amendment, effective March 20, 2026, clarifies that pre-work conferences may be conducted via phone or video call rather than requiring physical presence, and adds instructions regarding vendor compliance with addenda and evaluation criteria. The solicitation closing date remains March 27, 2026 at 2:00 PM Eastern.
The BPA establishes an indefinite-quantity agreement with a three-year duration (or upon reaching the $250,000 master limit) to supply earthen materials to nine project locations throughout Connecticut's Naugatuck River Basin. Individual calls are limited to $25,000 each and are competitively awarded among up to three BPA holders based on lowest price and required delivery timeframe. Contractors must submit quotes within 14 calendar days of initial contact and coordinate delivery schedules within 14 calendar days of call execution. Payment is made per-call basis following Government inspection and acceptance. Material descriptions include 19 categories of stone products (trap rock, processed stone, asphalt millings, rip rap, bluestone) with pricing per ton, yard, or pallet fully burdened to include trucking, delivery, and unloading. All materials must meet Connecticut Department of Transportation standards. Safety requirements are comprehensive, including mandatory Accident Prevention Plans, Site Safety and Health Officer designation, Activity Hazard Analysis documentation, and compliance with EM 385-1-1 standards. Technical Points of Contact are assigned by project location for work coordination and invoice submission.
