About this file
This document is a Standard Form 30 Amendment of Solicitation/Modification of Contract for a construction project issued by the U.S. Army Corps of Engineers (USACE) New England District. The solicitation (W912WJ26QA007) involves a roof replacement and renovation project, with key requirements including replacing roof top exhaust fans, fresh air intakes, lightning protection system, soffit, facia, and crown molding. The amendment includes responses to 14 industry questions clarifying technical specifications such as insulation (polyisocyanurate foam board is acceptable), concrete sealer, vapor barrier, and gutter details.
The solicitation closing date remains October 31, 2025, at 5:00 PM Eastern. The project requires a manufacturer's 30-year warranty for the EPDM roof system with 120 MPH wind resistance. A site visit was previously conducted with 12 companies in attendance, including Premier Mechanical, Titan Roofing, LePage and Sons, and others. The amendment emphasizes that this is a new requirement with no incumbent contractor, and confirmed that funds are available for the contract.

Question 5: Do you have the pricing template in an Excel, pdf, or another form to submit back in a clean format?

It states, "remove and replace" and also "reinstall existing" ("replacing (3) existing roof top exhaust fans, replacing (2) existing fresh air intakes, remove and reinstall existing"). Please provide confirmation on which action applies. Please provide specifications on what type of exhaust fan. At the site visit we were only allowed to see one fan.
Response 6: The scope states "replacing (3) existing roof top exhaust fans, replacing (2) existing fresh air intakes, remove and reinstall existing lightning protection system", therefore the Contractor is required to replace the exhaust fans and air intakes. For specifications for exhaust fans, refer to Part 2 Materials, Item 15 and photo 8.
Question 7: Specification #23 states that insulation shall be extruded polystyrene foam board. Would polyisocyanurate insulation be an acceptable alternative?
Response 7: Revised response is No, Contractor shall provide and install the material specified.

Is the existing crown molding to be replaced with a PVC Crown molding while replacing the facia and soffit?
Also, are we to install Crown Molding where it does not currently exist?
Response 9: Contractor shall remove and replace all existing soffit, facia, and crown molding except where existing aluminum gutters are to remain (includes lower entrance roof, gable end rakes, and dormers). The existing crown molding shall be replaced with a PVC Crown molding.
Question 10. In the scope of work line item # 20 calls for a concrete sealer and vapor barrier. Is the flat roof deck concrete? Also, please confirm/provide a BOD of these 2-part liquid applied urethan coating, or should this be a self-adhered vapor barrier provide by the roof manufacture such as V-FORCE or Carlise 725 TR?
Response 10: Yes, the flat roof deck is concrete. Provide a one or two-component, liquid-applied urethane coating, minimum dry film thickness of 20-30 mils, to form a tough elastomeric water-resistant coating able to bridge cracks followed by application of a membrane vapor barrier, minimum dry film thickness of 40-60 mils. Specific manufacturer products will not be reviewed during the solicitation phase.
Question 11. In the scope of work line item #23 insulation calls for extruded polystyrene foam board.
This is a typical to use on a flat roof system, typical it is a polyisocyanurate foam board. Please advise if polyisocyanurate foam board will be acceptable.
Response 11: Polyisocyanurate foam board is acceptable. Shall have a minimum of R-30 insulating value, ensure insulation system and facer material is compatible with membrane application specified and as approved by the roof membrane manufacturer.
Question 12. Scope of work line item #9, states to provide box-style commercia aluminum gutters. What style of box gutter is the USACE looking for. There are many different styles of box gutters.

Question 13. Please confirm a manufacturer's standard 30 year warranty (wind resistance 120 MPH) for the EPDM roof system is required. Is that correct?
Response 13: Yes, a manufacturer's standard 30 year warranty (wind resistance 120 MPH) for the EPDM roof system is required.
Question 14: We have been informed by the roofing manufacturer that, with the current specification, the maximum wind speed warranty available for the EPDM roof section is 80 mph due to the lightweight concrete deck. Is this acceptable?
Response 14: The Contractor shall install the EPDM in accordance with specifications and any additional manufacturer requirements in order to achieve the 120 mph wind resistance as required.
