This document is a Solicitation Amendment (Amendment 0005) for a Design Build Multiple Award Task Order Contract (MATOC) issued by the U.S. Army Corps of Engineers New England District. The amendment provides responses to three Requests for Information (RFIs) clarifying key solicitation requirements:
- SAM.gov Registration: Offerors must have an active SAM.gov registration at the time of proposal submission, which is due on April 10, 2025, at 2:00 pm Eastern. 2. Project Manager Qualifications: The government maintains its original standards requiring the Project Manager to meet specific qualifications, including potential licensing as a professional engineer or registered architect. 3. Project Completion Status: For Factor I evaluation, only projects fully complete at the original solicitation date will be considered relevant, with projects that have reached Substantial Completion not being acceptable.

SUMMARY OF CHANGES
Amendment 0005 is necessary to provide Block 14 (Description of Amendment/Modification):
responses to RFIs:
QUESTION 1: The solicitation states: "Offerors MUST have an active registration in SAM.gov at the date/time of the solicitation closing in accordance with FAR 52.204-7(b)(1). This includes Joint Venture and partnership offerors."
Could you clarify which due date this requirement refers to?
Our Joint Venture with our mentor is currently being established, and we are interested in proposing for this opportunity. Are JVs permitted to submit Phase 1 without an active SAM.gov record, with the understanding that if selected for Phase 2, our SAM.gov registration will be completed by then?
RESPONSE 1: The SAM registration must be ACTIVE at the time a proposal is submitted. Proposals for Phase I are due on April 10, 2025, at 2:00 pm Eastern, refer to Amendment 0004.
QUESTION 2: Phase I - Personnel Requirements: Relative to requirement 8.1 Project Manager under Section 00 72 00 - General Requirements in the Solicitation and Government response to Question 5 in Amendment 0001, we have two (2) follow up questions:
Are requirements a, b, and c in 8.1 intended to be interchangeable?
If not, and if all requirements must indeed be met, we respectfully ask, can the Government reconsider its response to Question 5? A construction project manager being a licensed professional engineer or registered architect is very rare in this industry and business size standard.
RESPONSE 2: The Project Manager identified by the Offeror shall meet all requirements of Section 00 72 00 - General Requirement, Sub-Section 8.1, Paragraphs a, b, c, and d. The Government intends to maintain the standards set forth in this section and in the response to Question 5, Amendment 0001.
QUESTION 3: Volume I, Factor I: Will the Government consider projects that have reached Substantial Completion, officially and by the time of the original solicitation date, as "fully complete" (per Amendment 2, response 2) and acceptable?
RESPONSE 3: No, the Government will not consider this acceptable for Factor 1 submission. Only projects fully complete at the time of the original solicitation date will be considered relevant.
