About this file
This document is an Amendment 0003 Attachment containing questions and responses related to a Design-Build Construction Indefinite Delivery/Indefinite Quantity (IDIQ) Multiple Award Task Order Contract (MATOC) solicitation by the U.S. Army Corps of Engineers New England District. The document provides clarifications on various proposal submission requirements, including the need for SF 1442 and amendment acknowledgements in both Phase I and Phase II, file submission formats (native and PDF), and project experience evaluation criteria.
Key details include requirements for the Project Manager (PM), who must have a college degree in architecture, engineering, or construction management, professional registration, minimum five years of project management experience (with three years in vertical construction), and knowledge of applicable laws and regulations. The primary intent of the MATOC is to support vertical construction, with horizontal construction considered a secondary execution type. Offerors are instructed to include CPARS evaluations for Factor 1 projects, and the document emphasizes that a single project does not need to include all specified criteria to achieve a Satisfactory Confidence rating.

Amendment 0003 Attachment
QUESTION 1: Please confirm that Phase 1 proposals are not expected to include an SF 1442 or acknowledgement of amendments. Section L indicates that these are not required until Phase 2.
RESPONSE 1: No, we do not confirm. SF 1442 or acknowledgement of amendments are required in Phase I and Phase II.
QUESTION 2: Would USACE please consider using a real, awardable seed project in Phase 2 rather than a sample project that will not be awarded?
RESPONSE 2: USACE does not presently have a seed project suitable for evaluation under this source selection that aligns with the procurement schedule. A sample project will be used to complete this procurement in a timely manner.
QUESTION 3: The MATOC SOW includes horizontal construction, but there is no mention of horizontal construction projects in the requirements for Factor 1. Please confirm that horizontal design and construction projects will be rated as relevant.
RESPONSE 3: While the MATOC SOW includes the potential for horizontal -type construction projects, Factor 1 evaluation of relevant projects will be based on the criteria established in Section M of the solicitation.
QUESTION 4: For an example design project from DOR, would it be acceptable to use a project for which the design work is 100% complete but the construction work is not?
RESPONSE 4: Yes, this would be acceptable, provided it is clearly identified that the design phase work is complete and that only the design phase work is being submitted as relevant experience.
QUESTION 5: Section L instructions on page 8 say that "All of the proposal electronic files shall be submitted in their native formats (e.g., docx, xlsx, ppt) and uploaded electronically to the PIEE website." The same paragraph also says, "In addition, copies of all files in PDF format shall also be provided." If the PDF files are word-searchable, is it necessary to provide native (Word) files in addition to the PDF files?
RESPONSE 5: Yes, all files need to be provided in their native formats and in PDF format.
QUESTION 6: Assuming that the CPARS and/or PPQ ratings are very good, and the projects are otherwise relevant, will it be possible for a team to earn a Satisfactory Confidence rating without including "A single project which includes both the design and construction (aka Design -Build) of a new, multi-story facility"?
RESPONSE 6: Projects that meet more criteria may be considered more relevant, but a single project does not need to include all criteria to reach Satisfactory Confidence.
QUESTION 7: One of the notes on page 8 says "Past Performance Questionnaires and/or CPARS reports WILL NOT count against the page limit." This suggests that CPARS evaluations should be included in Volume I. However, the submission requirements for Factor 1 on page 9 include the following sentence: "For Federal Government projects with a Past Performance Information Retrieval System/CPARS Evaluation: provide the contract number, contract place of performance, and DUNS number. In the case of Indefinite Delivery type contracts, GSA contracts, and Blanket Purchase Agreements, include Task or Delivery Order Numbers." This suggests that the USACE will find the CPARS evaluations themselves if the offerors provide the required information. Are offerors instructed to include copies of CPARS evaluations for their Factor 1 projects in Volume I?
RESPONSE 7: Offerors are required to include copies of CPARS evaluations, which include the contract number, contract place of performance, and DUNS number for Factor 1 in Volume I.
QUESTION 8: SOW paragraph 8.1 says that "The PM shall have, as a minimum, the following qualifications: a.) A college degree from an accredited school in architecture, engineering, or construction management, b.) Professional registration (Professional En gineer (PE) or Registered Architect (RA)), c.) A minimum of five (5) years Project Management experience, with a minimum of three (3) years' experience on vertical construction and renovations, and d.) Working knowledge of applicable federal, state, and local laws, regulations, and guidance as they apply to the region specified in each task order." The MATOC is described as providing both horizontal and vertical D/B services. Would USACE consider amending the referenced requirements in SOW paragraph 8.1 to replace "a minimum of three (3) years' experience on vertical construction and renovations" with "a minimum of three (3) years' experience on horizontal construction and/or vertical construction and renovations"?
RESPONSE 8: The primary intent of the MATOC is to support the District's vertical construction portfolio execution. Horizontal-type construction projects are a secondary execution type that are identified so as to be included in the base contract scope of work. PM exp erience executing horizontal-type construction projects is not considered as beneficial to the Government. The requirement will not be changed in the solicitation.
QUESTION 9: When is the deadline for submitting questions for Phase 1?
RESPONSE 9: Refer to Amendment 2, Question 1. RFIs (questions) are accepted up to the due date but are encouraged earlier, if possible.
