About this file

This document is an amendment to a solicitation for wire rope replacement services at the Woonsocket Falls Dam in Woonsocket, Rhode Island. The U.S. Army Corps of Engineers Engineering District New England is seeking to replace approximately 50 feet of wire rope on Tainter Gate 2. The amendment provides responses to six questions from industry. Magnetic flux leakage testing is no longer required but pre-stretching and tension testing of the new wire rope must be performed. The public boat ramp 1 mile upstream may be used for small boat access but is not suitable for large boats. Any remaining trees can be removed under the tree removal option. Manhole covers on the service bridge can provide overhead access to the catwalk platform when reseated with approved sealant. Existing materials used in a temporary repair on the gate must remain on site and be returned to the contracting officer once removed. The closing date for proposals remains October 31, 2023 at 5:00 PM Eastern time.

SECTION SF 30 BLOCK 14 CONTINUATION PAGE

SUMMARY OF CHANGES

SECTION SF 30 - BLOCK 14 CONTINUATION PAGE

The following have been modified:

REQUEST FOR INFORMATION

QUESTION 1: Can the wire rope testing requirements in Specification 35 01 70.13 sections

2.1.3 Pre-Stretching, 2.1.6 Magnetic Flux Leakage Testing, and 2.1.13 Tension Testing be removed from the requirements?

RESPONSE 1: The Magnetic Flux Leakage Testing requirement has been removed from the specifications. The requirements for Pre-Stretching and Tension Testing of the wire rope remain.

Please see revised specifications for further details.

QUESTION 2: Is there a public boat ramp for boat access?

RESPONSE 2: Yes, there is public boat launch 1 mile upstream at Cold Springs Park. The Government has launched small boats from this launch (see photos included in this amendment), however, Contractors should consider that this launch may not be suitable for the launch of larger boats.

QUESTION 3: Is the tree that is currently lodged in Gate 1 included in the work for the Gate 1 Option or with the Option for the Tree Removal also be exercised to cover tree removal costs?

RESPONSE 3: If any trees remain once on-site work is in progress, then the Government would consider the exercise of the included option for tree removal.

QUESTION 4: Can the 4 manhole covers/hatches that are above each gate operator, on top of the service bridge, be used as overhead access to the catwalk platform?

RESPONSE 4: Yes, the manhole covers/hatches can be used as overhead access from the service bridge to the catwalk platform (see photos included in this amendment and drawing BE-1-1138 of the Plans, Drawings, and Photos attachment), but must be re-seated and requires replacement with a sealant approved for use by the COR (contracting office representative). Sealant shall be ASTM C920, Type M, Grade NS, use T, NT.

QUESTION 5: What length of wire rope is required?

RESPONSE 5: Approximate length of existing wire rope is 50 feet. Contractor shall field verify required lengths of rope prior to fabrication and installation. See revised specifications for further details.

W912WJ24Q0001

QUESTION 6: Are the new materials (wire rope with eye splices, shackles, etc.) on tainter Gate #2 to be removed off site and disposed of by the Contractor after installation of new wire rope that meets the requirements of this solicitation?

RESPONSE 6: No, all new materials that have been used by the Government in a temporary repair on tainer gate #2 shall remain on site and remain property of the Government during and after the installation of the new wire rope. These materials are to be returned to the COR or Project Manger once removed. All materials other than those used in the temporary repair are to be removed off-site and disposed of in accordance with federal, state, and local regulations by the Contractor.
