About this file
This document is an Amendment 0001 to a federal solicitation for the Bourne Bridge Painting project. The amendment provides responses to Requests for Information (RFIs) and releases the site visit sign-in sheet. The key details are:
The solicitation is for a maintenance painting project on the Bourne Bridge over the Cape Cod Canal in Massachusetts. The bridge is a seven-span structural steel truss bridge carrying four lanes of vehicular traffic. The amendment addresses questions about the bridge's suicide fence, whether pressure washing is required, use of the railroad tracks during performance, and use of parking areas for manlift access. It confirms the railroad tracks will remain active, and Contractors must manage work to avoid impacting rail operations unless they coordinate additional requirements with MassDOT. The ground areas below the bridge can be used for manlift access, with the Contractor responsible for providing traffic control. All other aspects of the solicitation remain unchanged.

1. Will the suicide fence need to be removed?
The project does not require the removal of the bridge suicide fence. However, should a portion of the fence removal be necessary to accommodate the Contractor’s means and methods in carrying out certain tasks of painting the bridge, the Contractor must submit for review his/her means of removing and re-installing the fence to ensure that its functionality and strength are maintained. Please note that no part of the fence can be removed without temporary provisions for protection of traveling public and pedestrians.
2. Is pressure washing of the bridge anticipated?
Pressure washing of the bridge is not anticipated.
3. Will the railroad tracks be in use during the project Period of Performance and will the contractor be required to have any sort of insurance?
The railroad tracks are owned by MassDOT and will remain active during the entire period of performance.
Railroad tracks are only on the south side of the Canal. It is expected that Contractors will manage positioning of equipment and tools to keep clear of the railroad tracks right of way and not constrain rail operations to require any special insurance. However, the Contractors on-site employees shall be required to attend a two hour Rail Worker Safety training session at the Cape Cod Canal Field Office as part of the mobilization.
If Contractors propose to constrain rail operations by working within the railroad right-of-way, Contractors shall be solely responsible for coordinating with MassDOT and the railroad operator to determine additional railroad requirements and shall comply with all railroad requirements as a condition of this contract.
4. If manlifts are chosen to access work locations on the bridge, can the parking areas below the bridge be used?
Yes, the ground surface areas below the bridge can be used for manlift access to the bridge. Contractors are responsible to provide all traffic control devices, barriers, cones, and signs to provide safe work areas for manlifts and provide a marked detour path for personnel and vehicles on the service roads, recreation area and within the campground. Equipment shall not be left on the service roads, in recreation parking areas or campground activity areas when not in use.
