SUMMARY OF CHANGES

SECTION SF 30 - BLOCK 14 CONTINUATION PAGE

The following have been modified:

REQUEST FOR INFORMATION

QUESTIONS AND ANSWERS:

1. Please confirm the grade of the new HMA pavement will match the grade of the existing pavement. With the 4” new pavement section, there will be several hundred cubic yards of material removed and stockpiled on-site. Does the Government have room to store this quantity of material on-site as stated in 3.B on page 13 of 38?

Answer: The grade of the new HMA pavement will match the grade of the existing pavement. Yes, the Government has room to store this quantity of material on-site as stated in section 3.B.

2. Is any survey required to verify the pre- and post-construction locations of the settlement monuments?

Answer: No, a settlement survey will not be necessary as the monuments are on the other side of the guardrail and outside of the paving area.

3. Are wattles or other erosion conrol measures required?

Answer: No erosion control measures are required unless conditions exist or would be created that meet the language as included in II. Technical Requirements, Part 1: General, Section 5. Environmental Protection.

4. SOW indicates depth of reclamation to be 12 inches. Could you please confirm the existing subsurface utilities are deep enough to achieve this depth of reclamation?

Answer: The depth of reclamation will be changed to 9 inches as indicated by the revised Statement of Work.

5. Could you please provide a specific product for the crush gravel shoulders?

Answer: The product for the crushed gravel shoulders shall be ¾” processed gravel.

6. Can you confirm that only the asphalt pavement mix for the base and wearing (top) courses as specified in the Statement of Work will accepted? Is this mix available?

Answer: The mix as specified in the Statement of Work has been confirmed as available, therefore, only mixes that meet these requirements will be accepted. The mixes shall not contain any recycled asphalt products, only new material. The awarded vendor will be required to submit products that meet these specifications for acceptance by the Government. Products that do not meet these specifications will not be accepted for use and shall be replaced by those that do at no additional expense to the Government.

7. A 2.5” lift thickness of PMA S-1 does not meet the 3” minimum thickness shown on Figure 5 of the HMA Pavement Type and Selection Guide by the US DOT/FHA Information Series 128 for a 1’ mix. Will the Contractor be able to use a ¾” Polymer Modified Superpave mix to pave the 2.5” lift?

Answer: The spefications will be changed to require a 3” minimum lift for the binder base coat, along with S-

0.75 mix rather than S-1. In addition, PG64-22 will be changed to PG64-28.

8. Please provide a list of HMA Plants that produce PMA S-1.

Answer: The following link is provided from the Mass DOT website: https://www.mass.gov/info-details/hot-mix-asphalt-production-facility-m3117

9. What is the traffic level of the proposed Superpave mixes?

Answer: Traffic level is low to moderate, but on occasion can be very heavy with crane work, drill rigs, cement mixers, etc.

3. Reclamation, Pre-asphalt placement Work:

a. The Contractor shall provide a stabilized pavement sub-base course through the recycling of the existing pavement structure to a specified, uniform depth of sub-base material. This combination of existing pavement and sub-base material is to be uniformly crushed, pulverized, and blended, then spread, graded, and compacted. Depth of reclamation will be

12 nine (9) inches. All material will be crushed and blended into sub base. Lifts to be graded in 6 4.5-inch levels and be at acceptable level of moisture. Elevations may need to be reduced throughout to ensure water drains away from parking lots and buildings.

b. Any reclaimed base course material excess to the completion of the project or that not found to be suitable for use in the work shall remain the property of the government and will be placed on-site. Site location will be determined by Technical Point of Contact.

c. Gravel Base Material. If there is insufficient reclaimed material available for grading to the appropriate elevations, new gravel base material shall be used. Gravel base material shall be added and blended with the reclaimed base course prior to compaction. This will be discussed with the Technical Point of Contact before implementation. Elevations will match the original installation elevations when road was initially built as closely as possible. Utility covers (electric, phone, water, piezometers, etc.) throughout can be reused unless damaged.

d. Existing concrete curbing around flagpole will be removed and replaced.

e. Existing concrete aprons in parking lot will be removed and replaced with pavement.

4. Bituminous Concrete (Asphalt) Pavement Placement:

f. Place the binder course in one 2.5-3 inch compacted thick layer. The wearing (top) course shall be placed in one 1.5-inch compacted thick layer. Tack coat in between the two courses. Thicknesses shall not be less than indicated after compaction. Road will be crowned. All asphalt shall be pitched to drain away from buildings. Finished elevations shall match the original installation elevations when road was initially built as closely as possible. Utility covers (electric, phone, water, piezometers, etc.) throughout can be reused unless damaged.

a. At the Interpretive Kiosk at Westville Dam, asphalt shall be tied in with concrete slab of the kiosk and proceed 5 feet beyond the downhill edge of the concrete kiosk, the full width of the road, ending with a swale draining to the south-western edge of the dam.

b. Asphalt to the west and south (behind) of the Westville Office shall extend 150 feet beyond the gate and swale off to lake edge. Care will be taken to allow for level placement of motor homes (Refer to Photo 9).

c. At the Westville Office, asphalt at the front side will be pitched to drain to edge of pavement.

d. New pavement width shall match the current width of road pavement throughout, unless otherwise specified above.

5. Crushed Gravel Shoulders

a. Prior to placement of crushed aggregate, prepare and compact the shoulder subgrade along the edges of the newly paved areas.

b. Place, grade, and compact crushed aggregate along the shoulders of the newly paved areas to the finished elevation of the asphalt pavement, except in the area of mowed lawn which will receive topsoil. The crushed aggregate shall be spread, feathered, and compacted to match the outer edge of the shoulders.

6. Topsoil Shoulders, flagpole:

Topsoil will be placed down and seeded for grass.

7. Curbing Placement:

Curbing will be placed to retain existing height of topsoil surrounding the flagpole in the same footprint of existing curbing. Curbing pieces will have a radius that matches current curbing of the flagpole.
