SUMMARY OF WORK
PART 1 GENERAL
1.1 WORK COVERED BY CONTRACT DOCUMENTS
The general description below is given to indicate the approximate scope of this project only. It does not limit the work required under the project drawings and specifications.
The base bid work of this project involves the replacement of the existing 20 year old elevator and elevator related architectural, structural steel, electrical and mechanical components of the Vertical Lift Railroad Bridge at the Cape Cod Canal Facility in Buzzards Bay, Massacusetts, which has not been changed other than routine maintenance.
The Railroad Bridge shall remain fully operational for the duration of this contract. The lift span shall be in the raised position for the work of this contract. Continuous Contractor coordination with the Cape Cod Canal Marine Traffic Controller and the Massachusetts Coastal Railroad (freight operations) and the Cape Cod Central Railroad (passenger operations) is a contract requirement to accomplish this work.
During the performance of the work of theis project, at least one elevator shall be functional at all times, either an existing elevator or a new elevator.
The work of this project requires work at heights and significant fall hazards exist. The Contractor shall implement fall protection measures as specified in this document.
The Contractor is strongly encouraged to visit the project site to ascertain current conditions. Failure to complete a site visit and failure to identify obvious site conditions does not constitute a valid claim for a differing site condition once the work is executed.
1.1.1 Work in Railroad Right-of-Way
It is anticipated that the work will not require the use of rail lines and the Contractor storage and setup will be placed well clear of the railroad track. The work is not anticipated to constrain rail operations.
Therefore, the only anticipated requirement is for all the Contractors on-site employees to attend a two hour Rail Worker Safety training session at the Cape Cod Canal Field Office as part of the mobilization.
If the Contractors operation constrains rail operations beyond what is anticipated, the Contractor is responsible for providing insurance, flaggers, worker safety training, and all other requirements established by the railroad when working within the railroad right-of-way.
Attached at the end of the specification document is a "Memorandum for the Record" documenting a discussion of the Railroad Bridge elevator replacement project with officials from Cape Rail by representatives from the U.S. Army Corps of Engineers.
SECTION 01 11 00 Page 3
1.1.2 Photographs
Attached at the end of this section are photographs of the Railroad Bridge taken during a recent inspection. The photographs are intended to show the conditions of the existing elevator at that time and the general configuration of the bridge. Items shown are not generally shown in their entirety. The Government does not guarantee that the conditions shown in the photographs will exist at the time of the performance of the work, and the Contractor is advised to make his own investigation of existing conditions.

1.9 CONSTRUCTION OPERATIONAL RESTRICTIONS
a. The lift span is normally in the up position. The span is lowered for all Railroad traffic and maintenance work.
b. The Contractor shall accommodate railroad traffic across the Bridge at all times. Railroad traffic across the Bridge will not be suspended during the work of this contract. Railroad traffic will generally occur close to the times shown on the "Train Schedule" listing below. However, deviations from the schedule as listed are expected. Therefore, daily coordination with the Bridge Operators is required to ensure that the Bridge is operational for the passage of trains. Typically the Contractor should expect not more than a continuous 8 hour period during the workday in which to perform work without railroad traffic. However, the Contractor can also expect some days to have more frequent Railroad traffic, which will reduce the amount of continuous work time on the Bridge. All work that limits the operation of the Bridge or the passage of trains shall be completed or removed a minimum of 30 minutes prior to train passage. Equipment, materials, and all work shall be setup to allow the Bridge to move up and down freely and to allow the passage of rail traffic without interference.
SECTION 01 11 00 Page 9
All Contractor personnel shall be off of the Bridge during the passage of rail traffic.
c. All work shall be scheduled and performed in a manner to ensure that no restriction will be placed on the normal flow of marine navigation. The only exception is rigging and scaffolding needed below the span that reduces the vertical clearance under the Bridge. The minimum clearance at mean high water shall be 130 feet to the bottom of all temporary equipment. All reductions in the clearance under the Bridge requires coordination with the U.S. Coast Guard for a "Notice to Mariners".
d. The Contractor shall ensure that the bridge is properly balanced at all times. All use of tools or equipment that may affect the balance of the span will require the Contractor to furnish and install balance blocks on the Bridge counterweights.
e. Provide key personnel hand-held VHF radios. The radios shall be capable of communicating with the bridge operating personnel when bridge movements are being made. Appoint one person to be sure workers are in a safe position during bridge moves and to communicate, as necessary, with the bridge operators before, during, and after a bridge move. A minimum 30 minute time period is required to clear all personnel to safety before the bridge moves.
f. During the performance of the work of this project, at least one elevator shall be functional at all times, either an existing elevator or a new elevator.
Train Schedule and Required Bridge Movements
Use of the Railroad Bridge and operation of the lift span for the passage of trains will be required during the construction period of this contract. Required time frames for anticipated bridge movements are listed below. These times, and the number of required movements, are subject to change.
Note: A "bridge movement" is defined as the lift span moving from the raised position to the lowered position and then back to the raised position again after the passage of a train. The entire movement process typically requires between 15 and 30 minutes to complete.
A. Monday through Friday, all year:
1 to 2 bridge movements between 0700 and 1100 1 bridge movement between 1630 and 1900
