SUMMARY OF CHANGES

SECTION SF 30 - BLOCK 14 CONTINUATION PAGE

The following have been added by full text:

CALLAHAN Mine - RFI Responses

1. Factor 2 (Key Personnel) is allowed to be 25 pages but the RFP “requires” only five key personnel. Is it your intent that we should provide 5 five-page resumes or include additional resumes that demonstrate our ability to perform all aspects of the project scope?

RESPONSE: All five key personnel positions must have resumes, one and only one resume for each position. However, the length of each resume is at the discretion of the Offeror.

The 25 page limit allowance should not be exceeded. No additional categories of personnel may be proposed.

2. If it’s your intent to only provide five resumes in Factor 2 (Key Personnel), can pages from this section be transferred to the 50-page limit for Factors 1, 3 and 4?

RESPONSE: No. Unused pages from this section (Volume I: Key Personnel Resumes, maximum of 25 pages) cannot be transferred to increase the page limit for Factors 1, 3 and 4.

3. Please consider excluding TOCs from the page limitation as they are required to be included and add little technical or management content and take multiple pages of our very tight page limitation.

RESPONSE: The Table of Contents will be counted toward the page limit. See Solicitation Amendments, revised Table 4, below.

4. Please consider including a 2-page-limited Executive Summary separate from the total 75-page limit that allows us to describe key elements of our approach, enhancing evaluators up-front understanding to get a good overview of the team’s capabilities and approach.

RESPONSE: No Executive Summary is required or desired by the Government, and no separate page limit is provided for an Executive Summary.

5. Please identify the # of past performance projects required for each team member identified in Factor 4 (Organizational Approach).

RESPONSE: As stated in Factor 5, Past Performance – Submission Requirements, pg 91, past performance information (per paragraph 5a and 5b) shall be submitted for each project submitted by the Offeror in Factor 1 (Team Experience) and for each Team Member identified in Factor 4 (Organizational Approach).

6. Please consider increasing the 50-page limit for Factors 1, 3, and 4 to 60 pages.

RESPONSE: Page limit for Factors 1, 3, and 4 (combined) is increased from 50 pages to 65 pages (including Table of Contents and Schedule). See Solicitation Amendments, revised Table 4, below.

7. For Factor 3 (Seed TO Technical Approach), please consider excluding the schedule from the page count, or, for this section only, allow an 11x17 to be counted as one page.

RESPONSE: Schedule will be counted toward the page limit and 11X17 pages will be counted as two pages. See Solicitation Amendments, revised Table 4, below.

8. Please consider, as other USACE Districts often do, allowing us to provide project descriptions, required by Factor 1 (Team Experience) on 11x17 pages, which only count as one page each.

RESPONSE: Per the instructions, 11x17 pages will be counted as two pages.

9. In Section L, Table 4, (page 87 of 118) it appears several “factors” are not included or may be part of other factors. We are trying to clarify total number of pages allowed per “factor”/”volume”. Could you please complete the table below in an effort to clarify requirements or simply state if we are only allowed 50 total pages for Factor 1, Factor 3, and Factor 4?: (Since total number of pages is critical in Offerors approach to the various factors, we request a response as soon as practical from the government)

RESPONSE: See responses to RFI’s above, and Revised Table 4 of the Solicitation, below.

10. Factor 5-Past Performance (page 92 of 118), it appears the letter “C” instructions are missing or the ordering of the letter system in inaccurate. Can you please clarify if there is an item “C”?

RESPONSE: There are no “C” instructions on page 92. The “D).” on page 92 is a continuation of “(Attachment ” from the bottom of page 91.

11. Factor 5 – Past Performance – (Page 91/92 of 118) If an Offeror and Team members have ALL projects from Government entities and ALL projects have Past Performance Information Retrieval System (PPIRS), Is there any requirement necessary to complete Letter “D”?

RESPONSE: No. Attachment D (Past Performance Questionnaire) is required for non- Federal Government projects, commercial projects, and Federal Government project that do not have reports available in the Past Performance Information Retrieval System (PPIRS).

12. Section B – (page 2 of 118), #8, Potential Conflict of Interest. Where within the proposal Volumes are the Offerors to place this information?

RESPONSE: Potential Conflict of Interest information should be included in Volume II:

Cost and Price, Factor 6.

13. Page 87 of 118: Can you confirm the page restrictions should be - Factor 1, 3, and 4 - 50 pages, Factor 2 - 25 pages? Am I interpreting this correctly?

RESPONSE: The page limit for Factors 1, 3 and 4 (combined) has been increased to 65 pages, and will include the Table of Contents and the Schedule. The page limit for Factor 2 is 25 pages. See Solicitation Amendments, revised Table 4, below.

The second paragraph under “Factor 1 – Team Experience - Submission Requirements” on page 88 of 118 is deleted and replaced with the following:

“At least one project shall be provided for the prime Offeror (the entity signing the SF33) and for each Team Member who is proposed to perform the following key work functions:

engineering/design, earthworks construction, slope stability, and geotechnical testing and analysis. The Offeror may utilize experience of another Team Member that will perform major or critical aspects of the requirement to demonstrate experience under this evaluation factor. If an Offeror is utilizing experience of Team Members, then Team Member projects submitted must include recent and relevant work similar to the work to be performed by the Team Member for this requirement.”

Paragraph “f.” under “Factor 4 – Organizational Approach – Submission Requirements” on page 91 of 118 is deleted and replaced with the following:

“f. The Offeror shall describe at a minimum which entity will perform the following roles and responsibilities: engineering/design, earthworks construction, slope stability, geotechnical testing and analysis; and all such entities – including the Offeror – will be considered Team Members.

The Offeror shall describe the roles and responsibility for each Team Member in detail. Also identify entities (whether or not they are Team Members) responsible for quality control, sampling and analysis, and safety.

Offerors should identify any additional and/or unique management advantages their proposal provides to the Government.”

The second sentence under “Factor 5 – Past Performance – Submission Requirements” on page 91 of 118 is edited as follows:

“Offerors shall submit past performance information limited to the following:”
