SUMMARY OF WORK
PART 1 GENERAL
1.1 WORK COVERED BY CONTRACT DOCUMENTS
1.1.1 Project Location and Background
a. Long Beach in Plymouth Massachusetts is a continuous barrier beach approximately 2.8 miles long with a stone dike structure that extends the full length of the beach. Long Beach separates historic Plymouth Harbor from the open waters of Cape Cod Bay, thereby providing sheltered water for the many recreational and commercial boats that utilize the harbor.
b. The stone dike protection project for Plymouth Long Beach was authorized by the Rivers and Harbors Act of 1899. The plan called for the construction of a riprap dike along Long Beach to repair damages caused by the storm of 1898. The project was completed in 1901.
Portions of this project have been repaired over the years. In 1971 approximately 4,800 feet of the dike was repaired and reconstructed with stone aprons placed on both sides for added stability. Refer to photo attached at the end of this section titled "Typical View of Stone Dike".
c. Long Beach Dike was damaged during Blizzard "Juno" in 2015. Stones were dislodged at several locations and relocated to both the landward (westerly) and seaward (easterly) sides of the structure, leaving the structure vulnerable to unraveling during future storm events.
1.1.2 Project Description
The project description is general in nature and are only given to indicate the scope of work under this contract. It does not limit the work required under the project contract drawings and specifications.
1.1.2.1 General Scope of Work
a. The Contractor shall provide all supervision, plant, labor, materials, tools and equipment, safety, quality control, and mobilization and demobilization necessary to repair and rebuild portions of Long Beach Dike to its existing profile and cross-section as per the contract drawings and contract specifications. The scope of work under this contract shall be as follows:
(1) Major Repair Areas:
(a) In accordance with the contract documents, perform major repair area work to rebuild and repair the existing stone dike at locations A1 through A5. Stones shall be placed and interlocked in accordance with the contract documents.
(b) Refer to the "General Repair Notes" and "Major Repair Area Notes" on contract drawing sheet C-303 for additional requirements.
SECTION 01 11 00 Page 2
(2) Minor Repair Areas:
(a) In accordance with the contract documents, perform up to 15 minor repairs along the existing stone dike. Stones shall be placed and interlocked in accordance with the contract documents.
1. Five minor repair areas will be part of the base bid.
2. The remaining 10 minor repair areas will be under optional bid items .
(b) For location of minor repair areas refer to "Minor Repair Area Notes" on contract drawing sheet C-303.
(c) Each minor repair area selected during the pre-construction site visit shall be located using a real time kinematic (RTK) capable global positioning system (GPS). Refer to paragraph titled "Real Time Monitoring" under Section 01 71 23, FIELD
ENGINEERING.
(d) Utilizing the RTK GPS data, the Contractor shall plot the location of each minor repair area in a CADD drawing. Refer to paragraph titled "CADD Drawing for Location of Minor Repair Areas" under Section 01 71 23, FIELD ENGINEERING.
(e) Refer to the "General Repair Notes" and "Minor Repair Area Notes" on contract drawing sheet C-303 for additional requirements.
(3) Each major and/or minor repair area may require new armor stones to fill voids where existing stones are missing or have been deemed not usable by the Contracting Officer. The Contractor shall deliver, furnish, and place 100 tons of new armor stone to complete all major and minor repairs. New armor stones shall be stockpiled and stored separately from existing stones, i.e. new stones shall not be mixed with existing stones.
(4) All work and construction methods necessary to complete all major and minor repairs to the existing stone dike shall be completed from the landward (westerly) side of the stone dike only. Working on the seaward (easterly) side or along the top of the stone dike will not be permitted. Mobilization of equipment and the rehabilitation of the dike will require land-based construction methods, resources, equipment, or a combination thereof.
(5) For all major and minor repairs, the Contractor shall use ALL of the existing armor stones within the repair area as well as ALL of the existing armor stones that were displaced and are adjacent to the repair areas. New armor stones shall only be used to the extent necessary to fill voids as noted above under part a(3) of subparagraph titled "General Scope of Work".
b. The Contractor shall provide temporary control measures to deter the public from climbing on the existing stone dike or entering the work site. Refer to Section 01 50 00 TEMPORARY CONSTRUCTION FACILITIES AND
CONTROLS.
c. The project description is further defined in the contract drawings and contract specifications.

Changes authorized by the Contracting Officer will be in the form of a written, official, signed modification to the contract action received by the Contractor before the Contractor will act upon those changes. These forms are included in the QCS software that the Contractor is required to use for this contract. Properly complete this form by filling out all the heading blank spaces and identifying each item submitted. Exercise special care to ensure proper listing of the specification paragraph and sheet number of the contract drawings pertinent to the data submitted for each item.
1.5.2 Source Drawings for Shop Drawings
The entire set of Source Drawing files (DWG) will not be provided to the Contractor. Only those requested by the Contractor to prepare shop drawings may be provided. Request the specific Drawing Number only for the preparation of Shop Drawings. These drawings may only be provided after award.

a. Discussion with Contracting Officer prior to submission, after consulting with the DOR, will help ensure functional and quality requirements are met and minimize rejections and re-submittals. When contemplating a variation which results in lower cost, consider submission of the variation as a Value Engineering Change Proposal

b. Specifically point out variations from contract requirements in transmittal letters. Failure to point out deviations may result in the Government requiring rejection and removal of such work at no additional cost to the Government.
1.8.2 Proposing Variations
a. When proposing variation, deliver written request to the Contracting Officer, with documentation of the nature and features of the variation and why the variation is desirable and beneficial to Government, including the DOR's written analysis and approval. If lower cost is a benefit, also include an estimate of the cost savings. In addition to documentation required for variation, include the submittals required for the item. Clearly mark the proposed variation in all documentation.
b. Check the column "variation" of ENG Form 4025-R for submittals which include proposed deviations requested by the Contractor. Set forth in writing the reason for any deviations and annotate such deviations on the submittal.
