The procurement requires delivery to Camp Curtis Guild, 25 Haverhill Street, Building L003, Reading, MA 01867, with a 60-day delivery period commencing upon digital product sample approval by the requiring activity. Q & A Document

RFQ – W912SV26QA023

Updated: 19AUG26

1. Delivery Location: The Scope of Work and CLIN descriptions reference delivery to

Camp Curtis Guild, 25 Haverhill Street, Bldg. L003, Reading, MA 01867. However, Section F references 2 Randolph Road, Hanscom AFB, MA 01731. Could you please confirm the correct delivery location for pricing and freight purposes?

The Section F address is element of our contract writing system that we cannot change. When sending out award, we make this clear that the actual delivery address is the one noted in SOW and CLIN descriptions.

2. Delivery Period: The solicitation references delivery within 60 calendar days of award, while the Scope of Work states delivery within 60 days of digital product sample approval. Could you please confirm when the 60-day delivery period officially begins?

The 60 day period begins once the sample is approved by the requiring activity.

3. CLIN 0036 – Roland Cleaning Swabs: The pricing schedule lists a quantity of four

(4) each, while the Scope of Work appears to require four (4) packs containing 50 swabs each. Could you please confirm the required quantity and packaging?

The genuine Roland cleaning swabs come in a pack of 50 swabs. I am looking to receive 4 packs total, each containing 50 swabs for a total of 200 swabs.

4. CLIN 0004 – Sawgrass Sublimation Ink: The Scope of Work references compatibility with a “Ricoh SG1000” printer. Could you please confirm whether the intended printer is the Sawgrass SG1000 and, if possible, confirm the required ink series or part numbers?

The printer we have and need genuine ink for is the Sawgrass SG1000. The ink is Sawgrass Sublijet UHD Sublimation Ink for use with SG1000.

5. Brand Name Requirement for CLIN 0004: CLIN 0004 is identified as “Brand Name Only,” but the Brand Name Justification appears to address Roland, Ricoh, and Quatro Air products. Could you please confirm whether Sawgrass ink is also required on a brand-name-only basis?

Sawgrass ink is also required on a brand-name-only basis.

6. Digital Product Samples: Could you please clarify what constitutes an acceptable “digital product sample” for the various CLINs? For commercially available items such as toner, ink, scissors, buckets, and similar products, would manufacturer specification sheets, product photographs, or manufacturer product-page documentation satisfy this requirement?

Manufacturer specification details and product photographs are satisfactory.

7. Nonmanufacturer Rule / Country of Origin: The solicitation incorporates FAR 52.219-33 and applicable Buy American/Balance of Payments provisions. For this procurement, could you please confirm whether an SBA Nonmanufacturer Rule waiver applies, or whether offered products must be manufactured by a U.S. small business? We would also appreciate clarification regarding whether products manufactured in nonqualifying countries may be offered under this solicitation.

In accordance with RFO FAR 25.101(a)(2)(i) and 41 U.S.C. 1907 , the domestic content test of the Buy American statute has been waived for acquisitions of COTS items. Imported items are acceptable.

8. CLIN 0004 — brand restriction. The solicitation schedule labels this item 'BRAND NAME ONLY,' while the Scope of Work states that a third-party cartridge may be used if it does not void the manufacturer's warranty. Should offerors quote genuine Sawgrass SubliJet UHD cartridges only?

Genuine Sawgrass Sublijet UHD cartridges only.

9. CLINs 0008 and 0009 — hardboard versus MDF. The Scope of Work requires hardboard. Current commonly referenced Unisub products in these dimensions are marketed as MDF after a material change. Will the Government accept MDF as an equivalent, or must the substrate be true hardboard?

Yes, MDF is acceptable.

10. CLIN 0017 — sheetstock dimensions. May offerors quote a smaller standard blank within the 'no larger than 7 x 9 inches' requirement, or should all 150 sheets be exactly 7 x 9 inches? Please also confirm that thickness must be 0.030 inch or less.

Smaller standard blank is acceptable as long as it's no smaller than 7.5" x 5.5".

Thickness must be 0.030.

11. CLIN 0036 — unit of issue. The solicitation schedule lists quantity 4 EA, while the Scope of Work describes four packs of 50 cleaning swabs. Should the quote price four 50-count packs?

Yes, four packs, 50 in each pack for 200 total swabs.

12. Approval Conditions. Section L requires written acknowledgment and acceptance of 'Approval Conditions,' including a digital product sample. We did not identify a separate titled Approval Conditions attachment. Please identify the controlling terms and the required digital-sample format, submission method, review timeframe, and CLINs subject to approval.

All CLINs are subject to approval. Manufacturer specification details and product photographs are satisfactory for digital sample.

13. Product literature. May one manufacturer catalog/specification document support multiple CLINs when it clearly identifies each proposed part number, or does the Government require a separate file for each CLIN?

One manufacturer catalog/spec document can support multiple CLINs provided each proposed part number is clearly identified.

File details come from the government source that posted it. Updated .
