About this file
This is a Questions and Answers document for solicitation W912SV-25-Q-A002 regarding agricultural wash services at Joint Base Cape Cod. The Q&A clarifies that the contractor will be responsible for pre-washing and disinfecting 50 military vehicles and containers, including various trucks, trailers, ambulances, and 20ft MILVAN containers. The contractor must provide their own detergent, power washers, and cleaning supplies, though water will be provided via fire hydrant. All units will be available in a parking lot adjacent to the disinfection site, with no specific scheduling constraints or batch size requirements.
The document confirms this is a price-only evaluation approach, though quotes must be technically acceptable and award may go to other than the lowest price. Important clarifications include that the Army cannot guarantee equipment cleanliness prior to arrival since items will be convoyed to the base, and the contractor is fully responsible for both pre-washing and applying Virkon disinfectant to the equipment. The Q&A provides specific vehicle types including M1101, M1165A1, M149A2, M1078A1P2, M1085A1P2, M1152A1, M1097, M1082, M997A3 and other military equipment that requires cleaning services.

W912SV-25-Q-A002 182 Med AgWash Question & Answer
Q: How many units will be made available and relocated to the decontamination station each day?
A: All the vehicles and containers will be in the parking lot adjacent to the disinfectant site. Therefore all 50 Units will be available. How many go through disinfection each day is dependent on contractor speed and efficiency.
Q: Are there any specific constraints or scheduling preferences we should account for, such as staggered releases or designated batch sizes?
A: There are no preferences. The containers will all be pre washed and disinfected at the same time due to the constraint of having the equipment on hand to move the containers into the disinfectant area. I don’t understand the designated batch size aspect of this question.
Q: Are there photos of the units?
A: I do not have any photos of the “units” however, here is a list of the vehicles and containers. They are easy to find pictures of via google

Q: Would the contractor assume responsibility for removing dirt and debris (prewashing), or will the Army provide equipment that is already thoroughly cleaned and ready for sanitization?
A: As stated in the PWS, the contractor will be responsible for removing dirt and debris (pre washing) the vehicles and containers.
Q: If the Army is ensuring equipment is clean, is the contractor still expected to perform any residual rinsing or prep before applying Virkon?
A: The Army cannot ensure that the equipment will be clean as it will be convoyed down to JBCC prior to prewashing and AGWASH. Yes, the contractor is expected to prewash the equipment as stated in the PWS.
Q: Should the contractor anticipate providing water, detergent, or other resources for washing even if the Army considers the equipment already clean?
A: The contractor should anticipate providing detergent and other resources (i.e. power washers, brushes, etc). The Army cannot ensure that the equipment will be clean as it will be convoyed down to JBCC prior to prewashing and AGWASH. The Army will provide water via a standard fire hydrant.
Q: Is the evaluation based on a price only approach?
A: Yes. The successful quote must also be technically acceptable. As such, the Government may award to other than the lowest price.
