PERFORMANCE WORK STATEMENT (PWS)
Agricultural Cleaning Support – 182nd Medical Company Area Support (MCAS), Joint Base Cape
Cod (JBCC) Part 1
General Information
1. GENERAL: This is a non-personnel services contract to complete disinfection and cleaning of military equipment at Joint Base Cape Cod (JBCC), Buzzards Bay, MA from NLT 6:00 PM on 21 MARCH 2025. The AG Cleaning will be conducted at JBCC. This scope of work includes all labor, travel incurred costs, lodging expenses while on-site, supplies required to perform the prewashing, disinfection and consolidation/disposal of runoff Virkon solution. The contractor will document the Virkon dilution process to ensure a 1% solution is applied and will issue a certificate of application upon completion of the project at the location stated above.
The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.
1.1 Description of Services/Introduction: The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform the prewashing, disinfection and consolidation/disposal of runoff Virkon solution of 50 pieces of military equipment as defined in this Performance Work Statement, except for those items specified as government furnished property and services. The contractor shall perform to the standards in this contract. At time of award and throughout the duration of this contract, the Contractor shall assure that Contractor personnel completely understand the requirements of this PWS. Service technicians should have a sound mechanical aptitude, ability, and an extensive working knowledge of OHSA standards, environmental hazards, and application standards of Virkon 1% dilution solution requirements included in this PWS.
1.2 Objectives: Execute AG Cleaning operations on all designated equipment set to deploy to the European Theater to ensure all equipment can meet European Customs requirements as required and approved by the Contracting Officer (KO).
1.3 Scope: This scope of work quote includes all labor, travel incurred costs, lodging expenses while on-site, supplies required to perform the prewashing, disinfection of 50 pieces of equipment and consolidation/disposal of runoff Virkon solution. The contractor will document the Virkon dilution process to ensure a proper 1% solution is applied and will issue a certificate of application upon completion of the project located at Joint Base Cape Cod, Buzzards Bay, MA 02542.
1.4 Period of Performance: The Period of Performance reads as follows:
17 March 2025 – 21 March 2025. All equipment shall be cleaned no later than (NLT) 6:00pm on 21 March 2025.
1.5 General Information
1.5.1 Quality Control: The contractor shall develop and maintain an effective quality control program to ensure services are performed in accordance with this PWS (see FAR 52.246- 1, Contractor Inspection Requirements).
The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The contractor’s quality control program is the means by which they assure that the completed work complies with the requirement of the contract. Contractor’s Quality Control Program (QCP) is required with contractor’s proposal. Two copies of a comprehensive written QCP are required to the KO and COR within 10 working days when changed thereafter. After acceptance of the quality control plan, the contractor shall receive the contracting officer’s acceptance in writing of any proposed change to his QC system.
1.5.2 Quality Assurance: The COR will monitor replacement/repair work and evaluate Contractor performance per the PWS. The COR will notify the contractor of all errors, deficiencies, or deviations from performance standard. The COR will report all deficiencies to the KO.
1.5.3 Recognized Holidays: Contractor is not required to perform services on the following holidays:

1.5.4 Hours of Operation: The contractor is responsible for conducting business, between the hours of 0600 and 1800 from 17 MARCH to 21 MARCH 2025 except when the Government facility closes due to local or national emergencies, administrative closings, or similar Government directed facility closings. For other than firm fixed price contracts, the contractor is not reimbursed when the government facility is closed for the above reasons. The Contractor must maintain an adequate workforce for the uninterrupted performance of all tasks defined within this PWS when the Government facility closes for the above reasons. When hiring personnel, the Contractor shall keep in mind that the stability and continuity of the workforce are essential. Teleworking is not authorized.
1.5.5 Place of Performance: The work performed under this contract is on-site at Joint Base Cape Cod (JBCC), Buzzards Bay, MA 02542. Physical location of equipment will be sent upon award by the unit POC.
1.5.6 Type of Contract: The Government will award a Firm Fixed Price Contract for this action.
1.5.7 Security Requirements: Contractor representative(s) will require base access to Joint Base Cape Cod (JBCC). Vendor shall notify the Contracting Officer Representative (COR), para 1.610, ten (10) days prior to arriving at site of requested agricultural cleaning support.
1.5.7.1 PHYSICAL Security: The contractor shall be responsible for safeguarding all government equipment, information and property provided for contractor use. At the close of each work period, equipment and materials shall be secured.
1.5.7.2 Installation Physical Security: Contractor must provide an access roster no later than (NLT) five (5) days prior to commencement of work to Camp Edwards Welcome Center (508) 968-4600 of all employees monthly or when any personnel change occurs for access to Joint Base Cape Cod. Access roster format will be provided by the Camp Edwards Force Protection Office upon request.
1.5.7.2.1 A check of records through the National Crime Information Center (NCIC) Interstate Identification Index (III) is the Army minimum baseline background check for entrance onto Army installations for non-CAC holders to include entrance of visitors. The contractor shall provide employees with company identification (ID) cards prior to their commencement of work. The ID format is subject to approval by the government. IDs shall be laminated and include the company's name, ID number, issue and expiration dates, employee name, job title and color photograph. Employees shall wear the ID on front exterior clothing, above the waist, when performing under the Performance of Work Statement (PWS).
1.5.7.3 Physical Security Plan: The contractor shall address the physical security aspects associated with contract performance in government furnished facilities. The plan shall describe how the security plan shall prevent unauthorized access, vandalism, pilferage, larceny, sabotage, and arson directed toward contractor-controlled facilities. A list of installation buildings for which the contractor shall be responsible shall be included in the plan. The contractor shall maintain an active security checklist for each facility under the contractor's control. The plan shall comply with the provisions of AR 190-11, AR 190-13, AR 190-51, DoD 5100.76(D), 5220.22(D) and the Joint Base Cape Cod Installation Physical Security Plan. This security plan will be reviewed annually by the DES to ensure regulatory requirements.
1.5.7.4 Key and Manual Control: The Contractor shall establish and implement methods of making sure no keys and maintenance manuals issued to the Contractor by the Government are not lost or misplaced and not used by unauthorized persons. The plan shall comply with AR 190-13 and AR 190-51.
1.5.7.4.1. In the event keys or maintenance manuals are lost or damaged, the Contractor shall, upon direction of the COR, replace the key or manual at Contractor’s expense; however, the Government, at its option, may replace the key or manual. When the replacement of key or manual is performed by the Government, the total cost replacement shall be deducted from the monthly payment due the Contractor.
1.5.7.4.2. The Contractor shall prohibit the use of Government issued keys and manuals by any persons other than the Contractor’s employees.
1.5.8 Special Qualifications: Contractor will supply a manufacturer technical representative or certified mechanics to perform agricultural cleaning work using Virkon 1% diluted solution on Government owned equipment.
1.5.9 Post Award Conference/Periodic Progress Meetings: The Contractor agrees to attend any post award conference convened by the contracting activity or contract administration office. The Contracting Officer (KO), Contracting Officers Representative (COR), and other Government personnel, as appropriate, may meet periodically with the contractor to review the contractor's performance. At the meeting, the contracting officer will apprise the contractor of how the government views the contractor's performance and the contractor will apprise the Government of problems, if any, being experienced. Appropriate actions are made to resolve outstanding issues. These meetings shall be at no additional cost to the government.
1.5.10 Contracting Officer Representative (COR): The COR will be identified by separate letter. The COR monitors all technical aspects of the contract and assists in contract administration. The COR is authorized to perform the following functions: Assure that the Contractor performs the technical requirements of the contract.
Perform inspections necessary in connection with contract performance. Maintain written and oral communications with the Contractor concerning technical aspects of the contract. Monitor Contractor's performance and notifies both the Contracting Officer and Contractor of any deficiencies; coordinate availability of government furnished property and provide site entry of Contractor personnel. A letter of designation issued to the COR, a copy of which is sent to the Contractor, states the responsibilities and limitations of the COR, especially regarding changes in cost or price, estimates or changes in delivery dates.
The COR is not authorized to change any of the terms and conditions of the resulting order.
1.5.11 Key Personnel: The following personnel are considered key personnel by the government: contract manager/Alternate contract manager. The contractor shall provide a contract manager who shall be responsible for the performance of the work. The name of this person and an alternate who shall act for the contractor when the manager is absent shall be designated in writing to the contracting officer. The contract manager or alternate shall have full authority to act for the contractor on all contract matters relating to daily operation of this contract. The contract manager or alternate shall be available between the hours 6:00a.m. to 6:00p.m., 17 March through 21 March 2025 except when the government facility is closed for administrative reasons.
1.5.12 Access and General Protection/Security Policy and Procedures: Contractor and all associated subcontractor employees shall comply with applicable installation, facility, and area commander installation/facility access and local security policies and procedures (provided by government representative).
The contractor shall also provide all information required for background checks to meet installation access requirements to be accomplished by the Installation Provost Marshal Office, Director of Emergency Services or Security Office. Contractor workforce must comply with all personal identity verification requirements as directed by DOD, HQDA and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any individual facility or installation change, the Government may require changes in contractor security matters or processes.
1.5.12.1 For contractors that do not require a Common Access Card (CAC) but require access to a DoD facility or installation: Contractor and all associated sub-contractor’s employees shall comply with adjudication standards and procedures using the National Crime Information Center Interstate Identification Index (NCIC- III) and Terrorist Screening Database (TSDB) (Army Directive 2014-05/AR 190-13), applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative), or, at OCONUS locations, in accordance with status of forces agreements and other theater regulations.
1.5.13 Safety: Prior to commencement of work, the contractor shall abide by all OHSA and Environmental regulations. The contractor shall provide a Site-Specific Safety Plan that includes a completed Activity Hazard Analysis (AHA) of significant hazards and plan to control identified hazards. In this Safety Plan the contractor's Safety and Occupational Health Program shall be documented. The contractor shall report accidents/mishaps to the COR. The Safety Officer and other Safety Personnel on post reserve the right to perform visual inspections of the contractor's and subcontractor's job site. Any non-compliance or violations will be reported to the COR.
1.5.14 Emergency Medical Treatment: Emergency medical treatment will be available at Falmouth Hospital.
1.5.15 Removal of Contractor Personnel: The Government reserves the right to require removal of any Contractor personnel from the job site who endanger persons or property, or whose continued employment is inconsistent with the interest of military security. The Government also reserves the right to require the Contractor to remove from the job site, any employee found to be under the influence of alcohol, drugs or any other incapacitating agent or any employee involved in the theft of Government property. The removal from the job site of such personnel shall not relieve the Contractor of the requirement to provide personnel to perform services.
PART 2
DEFINITIONS & ACRONYMS
2. DEFINITIONS AND ACRONYMS:
2.1. DEFINITIONS:
2.1.1. CONTRACTOR. A supplier or vendor awarded a contract to provide specific supplies or service to the government. The term used in this contract refers to the prime.
2.1.2. CONTRACTING OFFICER. A person with authority to enter into, administer, and or terminate contracts, and make related determinations and findings on behalf of the government. Note: The only individual who can legally bind the government.
2.1.3. CONTRACTING OFFICER'S REPRESENTATIVE (COR). An employee of the U.S. Government appointed by the contracting officer to administer the contract. Such appointment shall be in writing and shall state the scope of authority and limitations. This individual has authority to provide technical direction to the Contractor as long as that direction is within the scope of the contract, does not constitute a change, and has no funding implications. This individual does NOT have authority to change the terms and conditions of the contract.
2.1.4. DEFECTIVE SERVICE. A service output that does not meet the standard of performance associated with the Performance Work Statement.
2.1.5. DELIVERABLE. Anything that can be physically delivered but may include non-manufactured things such as meeting minutes or reports.
2.1.6. KEY PERSONNEL. Contractor personnel that are evaluated in a source selection process and that may be required to be used in the performance of a contract by the Key Personnel listed in the PWS. When key personnel are used as an evaluation factor in best value procurement, an offer can be rejected if it does not have a firm commitment from the persons that are listed in the proposal.
2.1.7. PHYSICAL SECURITY. Actions that prevent the loss or damage of Government property.
2.1.8. QUALITY ASSURANCE. The government procedures to verify that services being performed by the Contractor are performed according to acceptable standards.
2.1.9. QUALITY ASSURANCE Surveillance Plan (QASP). An organized written document specifying the surveillance methodology to be used for surveillance of contractor performance.
2.1.10. QUALITY CONTROL. All necessary measures taken by the Contractor to assure that the quality of an end product or service shall meet contract requirements.
2.1.11. SUBCONTRACTOR. One that enters into a contract with a prime contractor. The Government does not have privity of contract with the subcontractor.
2.1.12. WORKDAY. The number of hours per day the Contractor provides services in accordance with the contract.
2.1.12. WORK WEEK. Monday through Friday, unless specified otherwise.

GOVERNMENT FURNISHED PROPERTY, EQUIPMENT, AND SERVICES
3. GOVERNMENT FURNISHED ITEMS AND SERVICES:
3.1. Services: N/A
3.2. Facilities: The Government will provide the necessary workspace for the contractor to provide the support outlined in the PWS.
3.3. Utilities: The Government will provide the necessary utilities required to allow the contractor to execute AG cleaning operations.
3.4. Equipment: The Government will provide the necessary material handling equipment and licensed personnel required to operate MHE required to support the contractor’s execution of prewashing and AG cleaning operations.
3.5. Materials: The Government will provide access to a water source as required by the contractor.

PART 4
CONTRACTOR FURNISHED ITEMS AND SERVICES
4. CONTRACTOR FURNISHED ITEMS AND RESPONSIBILITIES:
4.1 General: The Contractor shall furnish all supplies, equipment, facilities and services required to perform work under this contract that are not listed under Section 3 of this PWS.
PART 5
SPECIFIC TASKS
5. Specific Tasks:
5.1. The Army will ensure that the equipment needing to be disinfected will be clean and free of dirt/debris that could affect the application of Virkon. All Virkon runoff will be captured by a portable containment unit for off-site disposal. A (1%) Virkon solution shall be applied to equipment; the solution will be continuously circulated to ensure an even dilution of product is applied. The contractor will document the Virkon dilution process to ensure a proper 1% application is applied and will issue a certificate of application upon project completion.
5.2. The Army is responsible for the placement of equipment into a containment area. The government will provide access to an open flat area to setup contractor containment equipment near a water source.
5.3. The application of the Virkon 1% dilution solution cannot be applied during rainy conditions. In case of inclement weather, the Contractor shall provide an enclosed space or shelter to allow the application to properly work and ensure completion of the AG Wash.
5.3.1. IAW local environmental standards, no excess runoff of Virkon 1% dilution and wastewater solution may touch the ground, enter the wastewater stream or storm drains, or enter the oil/water separator system.
5.4. The services to disinfect 50 pieces of equipment with 1% Virkon solution on Joint Base Cape Cod for the 182nd MCAS shall be completed NLT 6:00 PM on 21 March 2025.

6. APPLICABLE PUBLICATIONS (CURRENT EDITIONS):
6.1. The Contractor must abide by all OSHA regulations, Original Equipment Manufacturer Service/Maintenance/Repair Manuals, and local policies and procedures.
Performance Requirements Summary Quality Assurance Surveillance Plan

Ensure the U.S. Government receives a certificate of application upon project completion for each piece of equipment listed.
There will be 0% error allowed.
Surveillance will be performed by end user or the COR after equipment is/are returned for inspection. The COR will track all deficient conditions and contact Contractor for resolution. KO will assess performance per the COR’s report.
