These answers are provided here on a non-attribution basis. Questions received after the stated response date in the solicitation may not be accepted, however, the contracting officer reserves the right to address received after that date if deemed in the best interest of the Government.

Q1: We are seeking clarity on if the prime contractor can utilize a subcontractor’s past performance as an official reference for solicitation numberW912SV21R0009 - COMPREHENSIVE SOLDIER HEALTH AND WELLNESS PROGRAM released 13 July. Reading the below it seems as though only the prime contractor can use their own past performance. Can you confirm? If this is the case would the government, consider changing this requirement to allow a subcontractor to submit past performance on behalf of the team as this greatly limits competition under the SDVOSB set aside?

On page 4 of the RFP, it states the following:

3. PAST PERFORMANCE INFORMATION SECTION:

The Offeror shall submit a past performance narrative as a prime contractor limited to three (3) pages, and no more than five (5) individual contracts or orders, describing the provision of staff for services similar in scope, preferably within the last five (5) years.

For each effort listed, offerors must include project title, contract number, customer name, point of contact (POC), POC e-mail address, POC telephone number, period of performance and dollar amount. The Government shall attempt to contact each POC for the efforts listed and shall utilize the questionnaire at Attachment 4 to obtain past performance effort from each of these sources.

Q5: PWS page 2, 1.4.5 – If telework is required, will the government provide computers that can access the government systems? If not, what will be required by the contractor to have access to the government systems on non-government computers?

A5: PWS paragraph 3.1 has been changed. Please see the changes indicated in red text in Amendment 1 to the solicitation.

Q6: PWS page 8 & 9, 1.4.9.3, 1.4.9.4 & 1.4.9.7 – will the government consider allowing any active US state/territory license, instead of a license from the Commonwealth of Massachusetts?
