6.302-1 -- Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.

The Daikin Condenser Unit that cools Building 162 Warehouse Room 116 and Rooms 115, 115A/B/C/D has had a multiple compressor failure. This HVAC outdoor unit has an impact as Building 162 does not have any operable heat source at this time to maintain a minimum building temperature or comfortable work environment for those employees. A Daikin outdoor unit must be replaced in-kind to function with the existing installed Daikin indoor unit. Outdoor units manufactured by other vendors will not work due to compatibility issues with Daikin indoor units controls system. Daikin VRV systems have the highest partial load efficiencies which will reduce the 102IW electrical consumption and help meet EPACT 2005. Daikin VRV systems have the lowest rated heating performance permitting conditioning in low ambient conditions.

Outdoor units manufactured by other vendors will increase the overall cost to the government of $8K-$10K as the indoor unit, the existing piping, electrical wiring, and controls associated will need to be replaced. The unit installation and startup of system must be completed by a certified authorized installer. 102IW/CES technicians have been trained as factory authorized to install, maintain, and repair Daikin VRV systems. Selecting a Base standard eliminates stocking costly replacement parts for multiple manufacturers. Daikin VRV systems are presently in place in multiple 102IW facilities and the 102IW/CES stocks replacement parts appropriately. Costly and timely training of other manufacturers would be required to install other types of VRV systems.

YES

Contacted authorized Daikin distributors in the local area to obtain unit pricing to procure the brand name unit at the lowest price.

Vendors contacted DXS New England, Johnstone Supply, Plumbers Supply, Metropolitan Pipe & Supply to replace and install the brand name unit.

Due to the currently installed indoor cooling units, the brand name is the only feasible option to ensure compatibility and functionality. Pricing with installation will be obtained from multiple authorized distributors for the brand name unit.

Based on the all the information stated above by the technical representative, it is in the best interest of the government to procure the brand name in order to maintain continuity of the existing equipment and infrastructure within the building and it would not be cost effective to to fulfill the requirement with other than the Brand Name specified. To obtain maximum practicable competition of two or more quotes and in order to determination a fair and reasonable price, an quotes to include delivery lead times will be obtained for the Brand Name Specified.
