30 August 2018
1. Specification Section 01 11 00 paragraph 1.2.1.1 f. indicates that a switchgear vault with a false bottom is to be installed. Specification Section 03 42 13.00 10 paragraph 2.1 indicates that the precast concrete manufacturer shall have engaged in the production of precast concrete work “similar to that indicated on the drawings”. Neither Specification Section 03 42 13.00 10 Plant-Precast Concrete Products for Below Grade Construction or the Drawings provide detailed information with regard to the dimensions of these products. Please provide additional details for the precast equipment pad/vault.
ANSWER -- 8’x8’x10’ concrete vault with a concrete floor. Floor will have either a sump or “knockout” for drainage of water. Vault shall be set on a base of crushed stone.
2. Specification Section 01 11 00 paragraph 1.2.1.1 h. indicates that there are lockable manhole covers to be installed. Please provide size and ratings for these covers.
ANSWER -- Rating for this cover will be what the cover is rated for, not an issue due to the location on the vault. New vault location is in a wooded area so no vehicle traffic is of a concern. Also would size the over to a min of 36” for easy access in and out.
3. Specification Section 26 05 13.00 40 paragraph 2.1.1 reads “Provide medium voltage power cables including multiple – and single conductor cables rated as follows, phase-to-phase, for grounded and ungrounded neutral systems: 25,000 volts, ungrounded neutral, on 13,200/13,800-volt, three phase, 60-hertz distribution systems.” Please clarify the ratings

4. Specification section 26 05 13.00 40 Medium-Voltage Cables paragraph 2.3.2.3 Termination states “Provide potheads with grounding terminals and cast iron bells that are rated as follows: Indoor – 15kV rating to withstand 45kV ac for 10 seconds, minimum Outdoor – 25kV rating, to withstand 60kV ac for 10 seconds, minimum”. Are potheads the only acceptable terminations? Can heat shrink or molded terminations be used? Are the specified indoor ratings correct?

5. Specification section 26 05 13.00 40 Medium-Voltage Cables paragraph 3.1.7 Single-Conductor Potheads states “Ensure that potheads are suitable for the type of cable, insulation, voltage rating …”. As there are multiple splices that connect the new cables to existing cables, please provide this information for the existing cables to ensure the proper selection of the potheads.

Specification Section 26 05 13.00 40 Medium-Voltage Cables Part 2 Products: 2.2.1 Multiple- Conductor Shielded Cables, 2.2.2 Multiple-Conductor, Non Shielded Cables, 2.2.3 Single-Conductor Shielded Cables, and 2.2.4 Single-Conductor Non Shielded Cables list six, four, four and three different types of cables respectively. Out of the seventeen types of cables listed which is to be installed? In additional, the paragraph 2.2.3.4 indicated that the EPR cable is rated 15kV. Is this correct?

ANSWER -- This project is tax-exempt from Federal, state, and local taxes.
8. Please confirm if any state, local, and/or Federal permits will be required on this project?
ANSWER -- No permits required.
9. Please confirm if there are any known hazardous materials?
ANSWER -- No known hazardous materials.
10. Are there any fees associated with Westfield Gas and Electric for which the Contractor will be responsible?
ANSWER – There are no known fees.
