Land Mobile Radios (LMR) Maintenance RFQ W912SR‐19‐Q‐0018

No. Ref: Question Answer

SF-1449 Please confirm that the proposal due date is 02:00 PM (Local CET) on 04 April 2019, as listed on the SF-1449. FBO states the due date is 11:59 pm EDT on 04 April.

The date and time specified on the SF 1449 are the required date/time for submittal.

Subfactor II – Key Personnel/Technical

Personnel Experience;

Technical Exhibit 2, Deliverables Schedule;

and PWS Section 1.6.18, Key Personnel

Technical Exhibit 2 requires that Contractors submit CV/resumes for all Contractor personnel performing work (PWS Para. 1.6.15) “NLT ten working days before personnel are to start work,” whereas Subfactor II requires that Offerors “submit detailed resumes and commitment letters for all Key Personnel and U.S. Technicians.”

Please clarify whether resumes for Contractor personnel are due NLT ten working days before the personnel are due to begin work on the contract, as stated in Technical Exhibit 2, or if they should be submitted with the proposal.

For evaluation purposes the resumes and commitment letters need to be submitted to contracting with the quotes. Once a contract is awarded the awardee will have to submit the CV/Resumes to the COR as a deliverable for the contract. Evaluation of proposals is separate from the actual performance of a deliverable required by the contract.

Please also clarify if resumes are required only for Key Personnel. Resumes and commitment letters are required only for key personnel AND US Technicians as stated on page 14 under Subfactor II.

4 Section IV – Factor III – Past Performance

In reference to the five-year limit for past performance, is the proposal due date the date used to calculate the five-year limit?

Yes.

SOW Section 1.6.12.2.7, IA and/or IT Certification

: Please clarify whether all employees listed in PWS Section

1.6.15.1 – 1.6.15.3, or just the Key Personnel defined by PWS Section 1.6.18, must be certified in accordance with DoD 8570.01- M, DFARS 252.239.7001 and AR 25-2 and complete the baseline certification as stipulated in DoD 8570.01-M within 45 days after contract award.

All contractor employees working at any of the U.S. military facilities shall comply with 1.6.12.2.7

Technical Exhibit 1, PRS;

Technical Exhibit 2, Deliverables Schedule;

PWS Section 1.6.2, Contractor Management;

and PWS Section 1.6.15, Special Qualifications

Technical Exhibit 1 (row #5) states that “The Contractor … shall provide a Project Manager (PM) physically present on-site during normal duty hours.” Likewise, Technical Exhibit 2 (row #4) states that the Contractor shall provide an “Alternate designated for [the] Project Manager’s absence (PWS paragraph 1.6.2).” Please clarify whether “Project Manager” should say “Contract Manager” instead.

All references to "Project" Manager should read "Contract" Manager. The RFQ will be amended to reflect this correction.

PWS Section 1.6.15, Special Qualifications, and

Subsections 1.6.15.1 – 1.6.15.3

May the Contractor propose its own staffing structure, inclusive of staffing responsibilities, so long as the positions listed in PWS Sections 1.6.15.1 – 1.6.15.3 are staffed and meet the requirements specified in those sections?

Yes.

PWS Section 1.6.15.2, Technician Education and

Experience

Please clarify whether only one (1) Technician is required, as stated in PWS Section 1.6.15.2.

The Government will not dictate the number of technicians required to perform under this contract. Offerors must make their own determination on the number of technicians needed to perform based on their own analysis of the information provided under this RFQ.

PWS Section 1.6.15.3, Contract Manager and

Assistant Contract Manager

PWS Section 1.6.15.3 refers to an “Assistant Contract Manager.”

Please confirm this is the same position as the “Alternate Contract Manager” referred to in the Technical Exhibits, and not a separate position.

Confirmed, they are the same position. The reference to 'Assistant Contract Manager' should read 'Alternate Contract Manager.' The RFQ will be amended to reflect this correction.

PWS Section 1.6.15.4, Technical Training

PWS Section 1.6.15.4 states that Contractor field service technicians must possess, or obtain prior to contract execution, specialized training on Motorola LMR equipment. Please clarify which Contractor positions listed in PWS Sections 1.6.15.1 –

1.6.15.3 are considered “field service technicians”?

All Technician positions are categorized under the Field Service Technicians. This also applies to the Technical Lead.

PWS Paragraph 1.6.15.8, Citizenship

The U.S. citizenship requirement listed in the PWS refers only to Contractor technicians. Is there a citizenship requirement for the Contract Manager and/or Alternate Contract Manager?

The PWS does not contain a citizenship requirement for the Contract Manager and/or Alternate Contract Manager. However, the citizenship of the contractor's workforce may be impacted by the security and clearance requirements contained in PWS Para.

1.6.12, Security Program, which requires contractor personnel to possess a minimum of U.S.

SECRET security clearance. Specifically, that PWS paragraph states..."Contractor personnel performing work under this contract must have a minimum U.S. SECRET security clearance at time of the quote submission, and must maintain this security level for the life of the contract.

Contractor shall comply with all U.S. forces regulatory and force protection security requirements in the performance of this contract. Contractor shall ensure employees wear identification badges in a onspicuous location at all times."

PWS Section 1.6.18, Key

Personnel Please confirm that the Technical Lead and the Contract Manager are the only Key Personnel positions required for this contract.

Confirmed, Key personnel are the Contract Manager and Technical Lead.

PWS Sections 1.6.15.1,

1.6.15.2 & 1.6.15.8

Does the Lead Technician/Technical Lead (Key Personnel) referenced in PWS Section 1.6.15.1 have to be a U.S. citizen, or do only the Technicians referenced in PWS Section 1.6.15.2 need to be U.S. citizens?

Technical Lead should be able to hold a US Secret Clearance in order to perform needed maintenance within secured locations without supervision. See PWS Para 1.6.12, Security Program and the answer to question #12.

1. 52.212-1 5.0 Quote format

The resumes are outside page count, but the Government has not explicitly stated that the letters of commitment and the documentation of relevant certifications are outside of the 30-page limit.

Will the Government confirm that both the LOCs and the Documentation of the Relevant Certifications are outside of the 30-page limit?

Letters of commitment and relevant certifications submitted with the resumes will not be counted against the 30 page limit for the Technical Factor.

2. 52.212-1 5.0 Quote format If the LOC and Certification information is allowed outside of page count, may we provide these with the resumes as an attachment?

Yes, but they must be clearly identified as part of the Technical Factor submission.

3. PWS 1.6.20, PWS

Section 3.1.1 and 3.1.2

There appears to be conflict between PWS 1.6.20, which states that all travel required in the performance of this contract shall be at the contractor’s expense, and that “Given current mission requirements, less than 5% of all travel is anticipated to occur outside of Kosovo.”

Additionally, the Government indicates under Part 3, Sections 3.1.1 and 3.1.2 indicate air (helicopter) transportation and Travel in Kosovo in support of the US Army and KFOR will be Government Furnished Items and Services.

Will the Government clarify the types of Travel and expenses that are anticipated to fall under section 1.6.20 (Contractor Expense) and Sections 3.1.1 and 3.1.2 (Government Provided)?

Para 3.1.1, only applies when Air Transportation is the only way of transportation to access repeaters located in remote areas. This situation sometimes arise as result of weather conditions that make ground transportation not accessible to some of the remote areas. Air Travel requests shall be coordinated with the COR.

We revised this requirement and the order log from the last 4 years.

Most of the equipment listed is end of life ( XTS3000’s were end of life for couple years, XTS5000’s are end of life as of December). We also checked with Motorola and there is no longer any type of life cycle support and parts guarantee for XTS3000’s and XTS5000’s.

We can offer replacement APX6000 or SRX2200 radios with trade in credit. Would you be interested to see this option.

The contract is in support of the maintenance of current Government equipment. The exchange would suggest that contractor will replace over $500k worth of equipment. This Government finds this additional cost to be unacceptable.

Additionally, this exchange will cause problems with the administration of Government property.

File details come from the government source that posted it.
