RESPONSES TO QUESTIONS FOR W912R1-18-Q-2001
1. To confirm - As submission the Government just requires 1) Detailed breakout of price 2) Past Performance Questionnaire 3) DD254?
Yes. Breakout of price should be captured in the attached cost proposal template. Ensure a brief, yet concise, narrative of how price was derived is included.
2. Does this effort require a facility clearance? DD254 does not state that a facility clearance is required
No.
3. The provided price breakdown excel file has hours listed for "Resource Advisor" and "Accountant II", however, no hours are listed for "Res Adv Spt", "Acct Tech Spt", and "CMRA" (Rows 26 - 29). Can you please verify that these are Full time roles with 1920 hours?
Cost proposal position roles are updated to reflect Resource Advisor Support and Accountant Tech Support (2 FTE’s). CMRA is a mandated Government requirement to assist in tracking contractor annual manpower hours. The contractor is required to submit these hours annually. As such, CMRA is not priced at an hourly rate; it is a Contractor business decision/judgment that is determined by the level of effort needed to complete the annual CMRA report (see CMRA description in solicitation).
There are two full time roles; Accountant Tech Support and Resource Advisor Support. Although the overall period of performance is anticipated to begin 16 May 18 – 15 May 19, the Accountant Tech Support role will have a slightly shorter base period of performance (9 Jun 18 – 15 May 19). Shortening the base period of performance will align the two roles with the same period of performance for the out years.

The due date of the responses will stand; 10 May 18.
10. PWS Section 1.4.8 Refers to “Task Order”, is this an Indefinite Delivery Indefinite

14. Can the Government confirm if this solicitation is subject to the Service Contract Act (SCA)?

Government will award a Firm Fixed Price Contract.

Overtime is not allowed or expected on this contract.

22. PWS Section 5.2.1 and 5.2.2 are duplicate. Is the PWS missing a task?
No tasks missing, 5.2.2 in PWS updated to “N/A.”
23. Cost Proposal Template: Are the offerors to use the hours provided for each position or can we enter 1920 hours for each, which takes into account holidays and vacation hours?
The Cost Proposal template is updated to 1920 hours for the Resource Advisor position, for base year and option years, and the Accountant Tech position to 1800 hours for the base year and 1920 hours for the option years.
24. Cost Proposal Template: If the offerors are to use the Government-provided hours, can it explain why each position is required to work different hours? I.e.
Resource Advisor working 2080 hours for the year means no vacation or holiday hours. Accountant II A is only working 1906 hours which allows for nearly 4.5 weeks of time off.
Cost Proposal template updated to 1920 for Resource Advisor position for base year and option years and the Accountant Tech to 1800 for the base year and 1920 for the optional periods.
25. Cost Proposal Template: Can the offeror correct the formulas to calculate correctly? Or will the Government provide an updated template? For example, LABOR (CLIN 1) Res Adv Spt (Cell D26) is adding all labor categories while LABOR (CLIN 2) Acct Tech Spt does not have a formula. Option Year amounts are not calculating when the Rate is entered. Additionally, the grand total on cell O32 is double-counting the subtotal of LABOR (CLIN 1) and again each labor category total.
Cost proposal formulas updated.
