About this file

This document is an Amendment 0002 to a Design-Build Multiple Award Task Order Contract (MATOC) for the U.S. Army Reserves National Roofing Program (NRP) at the SC013 location in Columbia, SC. The amendment covers roof replacement for a U.S. Army Reserve Center with seven building sections totaling approximately 63,330 square feet, primarily featuring 16" single lock standing seam metal roofing and one section with a TPO single-ply membrane. The project requires a comprehensive design and construction approach, including complete roof system replacement, deck inspection and potential replacement up to 15%, and installation of a new PVC roofing system with a minimum R-30 insulation value.

Key technical requirements include fully adhered single-ply roofing, replacement of all skylights with curb-mounted units meeting specific performance standards, modification of all penetrations to achieve 8-inch flashing height, and replacement of metal wall panels with a 20-year water-tightness warranty. The proposal is due on 22 August 2025 at 2:00 PM Eastern Time, to be submitted via email to Christopher.M.Jackson@usace.army.mil. The project is part of a broader Indefinite Delivery Indefinite Quantity (IDIQ) contract (Numbers W912QR24D0054 - W912QR24D0063) managed by the Louisville District, U.S. Army Corps of Engineers, specifically targeting roof repair and replacement for Army and Air Force Reserve facilities.

Recommendations

The observations and recommendations submitted for the subject roofs are based upon visual observations and graded based on the condition of the installed roof system and roof sheet metal flashings as they exist today.

The building was constructed in approximately 1996. The roof is original to construction and is a 16" single lock standing seam metal panel. The roof has had multiple repairs and due to these repairs and its history of water intrusion the roof is in poor condition. The deck observed from below is a cementitious wood fiber plank decking (Tectum) this is seen throughout the building except for Sector 4 which is a metal deck. Per area accessed on Bldg #13100 it appears that existing roof system is SSMR over 2 Layers of 15# felt,½" Plywood Decking, and Poly-ISO Insulation. This should be confirmed on all sectors.

Associated sheet metal details were observed to be made from painted steel. No lightning protection was observed.

Access to the roof area is provided by a portable ladder from the ground and adjacent roof sectors ..

The roof is at the end of its life cycle and should be scheduled for replacement or recovery project using infill insulation and a Decor style PVC roof system.

Exterior sealants are in poor condition and should be budgeted for replacement in the next year.

Penetration - Deteriorated Pipe Penetration Flashing (Remedial) Quantity: 1 EA Deficiency:

Pipe penetration flashing is deteriorated and at the end of its serviceable life. In some cases repairs have been made, these repairs should be considered as temporary at best.

Corrective Action:

Roof is at the end of its life cycle and should be scheduled for replacement. The site may also be a candidate for infill insulation and recovery using a Decor system to match the appearance of standing seam metal roof ribs.

Per area accessed on Bldg# 13100 it appears that existing roof system is SSMR over 2 Layers of 15# felt,½" Plywood Decking, and Poly-ISO Insulation. This should be confirmed on all sectors.

Associated sheet metal details were observed to be made from painted steel. No lightning protection was observed.

Access to the roof area is provided by a portable ladder from the ground and adjacent roof sectors.

The roof is at the end of its life cycle and should be scheduled for replacement orrecovery project using infill insulation and a Decor style PVC roof system.

Roofing - Previous Repair-Valley (Remedial) Quantity: 72 LF Deficiency:

Area of repair to existing roof was noted. Valleys have been encapsulated with coating. This repair is not recommended since it restricts drainage of residual moisture at ribs of panels.

Corrective Action:

Roof is at the end of its life cycle and should be scheduled for replacement. The site may also be a candidate for infill insulation and recovery using a Decor system to match the appearance of standing seam metal roof ribs.

Drainage - Gutter Holding Water (Remedial) Quantity: 15 LF Deficiency:

Gutter holding water can be caused by improper installation of gutter or debris stopping water from flowing to nearest downspout.

Corrective Action:

Roof is at the end of its life cycle and should be scheduled for replacement. The site may also be a candidate for infill insulation and recovery using a Decor system to match the appearance of standing seam metal roof ribs.
