1.3.2 Refer to FAR 52.211-10 "Commencement, Prosecution, and Completion of Work" in Section 00 70 50 for a notification of significant contract dates.

1.3.3 Additional Requirements/Clarifications of Work Included Within the Contract

The time stated in FAR 52.211-10 "Commencement, Prosecution, and

Completion of Work" in Section 00 70 50 for completion shall include as-built drawings, O&M manuals, operational tests/reports/training/instructions, and equipment lists.

1.4. TIME EXTENSIONS FOR UNUSUALLY SEVERE WEATHER. ER 415-1-15

This provision specifies the procedure for the determination of time extensions for unusually severe weather in accordance with the "Default

(Fixed-Price Construction)" as discussed in Section 00 70 00 of the base contract and Section 00 70 50 of this task order. In order for the

Contracting Officer to award a time extension under this clause, the following conditions must be satisfied:

The weather experienced at the project site during the contract period must be found to be unusually severe, that is, more severe than the adverse weather anticipated for the project location during any given month.

The unusually severe weather must actually cause a delay to the completion of the project. The delay must be beyond the control and without the fault or negligence of the Contractor.

The following schedule of monthly anticipated adverse weather delays is based on National Oceanic and Atmospheric Administration (NOAA) or similar data for the project location and will constitute the base line for monthly weather time evaluations. The Contractor's progress schedule must reflect these anticipated adverse weather delays in weather dependent activities.

MONTHLY ANTICIPATED ADVERSE WEATHER DELAY WORKDAYS BASED ON (5) DAY WORK

Upon acknowledgment of the Notice to Proceed (NTP) and continuing throughout the contract, the Contractor will record on the daily CQC report, the occurrence of adverse weather and resultant impact to normally scheduled work. Actual adverse weather delay days must prevent work on critical activities for 50 percent or more of the

Contractor's scheduled workday. The number of actual adverse weather delay days shall include days impacted by actual adverse weather (even if adverse weather occurred in previous month), be calculated chronologically from the first to the last day of each month and be recorded as full days. If the number of actual adverse weather delay days exceeds the number of days anticipated listed above, the

Contracting Officer will convert any qualifying delays to calendar days, giving full consideration for equivalent fair-weather workdays, and issue a modification in accordance with the "Default (Fixed-Price

Construction)" in section 00 70 00 of the base contract, Volume 1 .

1.5. WAGE RATES

The decision of the Secretary of Labor, covering rates of wages, including fringe benefits to be paid laborers and mechanics performing work under this contract, is attached to this solicitation. The payment for all classes of laborers and mechanics actually employed to perform work under the contract will be specified in the following contract provisions: "Contract Work Hours and Safety Standards --

Overtime Compensation"; "Construction Wage Rate Requirements"; and

"Compliance with Copeland Act Requirements" in Section 00 70 00 of the base contract.

Condition Summary

Estimated Roof Overlay: 2026

Recommendations

The roof is a standing seam metal roof with insulation installed over a purlin system. The panels are a painted steel.

The current roof system is approximately 25 years old, and no manufacturer's warranty is in effect. No active leaks were noted on this section of roof by onsite personnel.

The overall condition of roof system is fair. However, the cost of noted repairs may extend its serviceable life for 5 to 7 years. It is recommended that roof be retrofitted with infill insulation and a PVC single ply roof system within the next 1 to 2 years. This would reset the roofs life to approximately 20 years.

The associated sheet metal details were observed to be made of painted steel. The gutter is original and in fair condition. Access to the roof area is provided by a ladder from the ground. No lightning protection was observed.

The existing snow guards are in poor condition or missing.

Existing Conditions Report and Notes 16 August 2023

Note: This attachment is for documentation of existing conditions. The requirements of the 01 11 50.00 06 and the base MATOC take precedence

Date: 08-16-23

Location: PA 118, Conneaut Lake Pa

ECS: Notes

- PEMB with a Standing Seam Metal (SSM) roof

- Possible leak on Ridge of SSM roof approximately 40’ from the west wall.

- Most of the snow guards have been ripped off. A snow “rail” is suggested to be installed due to the significant snow slides.

- Most of the screws on the SSM roof have been over-torqued and are missing the rubber washer.

- Several of the SSM roof panels appear to have been damaged by snow slide off and expansion and contraction. They have a rippling affect to the panels and the seams are beginning to separate. The gutters and brackets have been damaged as well from the snow and appear to be bulging outward from the sliding.

- Rubber boots around vents have deteriorated/splitting and need to be replaced.

- Previous leak repair attempts involving a liquid applied coating around vents and to joints on SSM panels are flaking off in several spots. Application appears to not have been installed per manufactures specifications. Suspect surface was not prepped properly, primer wasn’t applied, and suspected a pull/strip test wasn’t performed.

- Underside of decking there is loose lay batten insulation cover by metal corrugated panels.

- The gutters and down spouts are rusting out in spots. They do not have any expansion joints and appear to have been damaged by snow slide off and expansion/contraction.

- Heat tape was found in the gutter unknown if in working condition. Suspect that it is no longer operation and suggest that it is repaired/replaced.

- Gutters need to be cleaned out and recommend sealing with a liquid applied spray or PVC inlay.

- Recommend SSM roof long term needs sprayed/silicone or a PVC overlay. With a current estimated life before further leaks is 3-5 years. Should be scheduled for above recommendation at that time.

AMSA Shop Notes:

- Brick appears to be in good condition.

- Fifth bay down from the office overhead door metal damage along door on both sides of building

- Metal damage at second bay

- Replace caulking around door rm 179 (x2)

- AMSA shop has two different roofing systems. The first is an EPDM roofing system and the second is a SSM roofing system.

- EPDM Roof System o Roof membrane is aging, and shrinkage has occurred. Membrane is pulling away from rake edge on east side of AMSA building and appears to be leaking along this exterior wall.

o Several seams/patches are beginning to break down/split.

o Rubber boot for vents are missing metal straps or pulling away, splitting and shorter than the required 8” and are not sealed properly.

o Recommend EPDM Roof long term needs to be replaced in kind or a Mod Bit Roof system installed. If above repairs aren’t made by the end user, the estimated life of the system is 1 - 3 years. If repairs are made than the estimated life would be 3 - 5 years. At that time the recommendation for the long-term solution should be scheduled.

- SSM Roof System o Unable to access SSM roof to inspect during visit but suspect similar conditions as

ECS. SSM is of the same manufacture as ECS SSM. No known leaks at the time of the visit o The gutters and down spouts are rusting out in spots. No expansion joints were observed and appear to have been damaged by snow slide off and expansion/contraction.

o A snow “rail” is suggested to be installed due to the significant snow slides on the

SSM.

o Heat tape was found in the gutter unknown if in working condition. Suspect that it is no longer operation and suggest that it is repaired/replaced.

o Gutters need to be cleaned out and recommend sealing with a liquid applied spray or PVC inlay.

o Recommend SSM roof long term needs sprayed/silicone or a PVC overlay. With a current estimated life of 3-5 years. Should be scheduled for above recommendation at that time.
