About this file

This document is a Justification and Approval (J&A) for Other Than Full and Open Competition for a construction contract at the Defense Supply Center Richmond (DSCR). The contract involves constructing a 15,100 SF Area Maintenance Support Activity (AMSA) and Vehicle Maintenance Shop on Defense Logistics Agency (DLA) owned land, with an estimated total cost redacted. The procurement specifically requires a Best Lock keying system, which is the sole approved keying system for DSCR per their Installation Design Guide dated June 2018.

The J&A details that the Best Lock keying system is necessary to maintain uniform security standards across the installation, with a Notice of Intent posted on 10 October 2024 to seek sole source interest. The solicitation will be competed via SAM.gov as a full and open best value procurement, with the brand name components representing a small portion of the overall construction project. The U.S. Army Corps of Engineers, Louisville District is the contracting activity, and the procurement is being conducted under the authority of FAR 6.302-1(a)(2) for "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements."
