DESIGN OBJECTIVES, AND FUNCTIONAL AND AREA REQUIREMENTS

1.1 SCOPE OF WORK.

The objective of this solicitation is to renovate an existing facility in which the Using Units are able to effectively implement their Army Reserve support and training missions.

These activities require sufficient space with up-to-date furnishings and equipment to support the Units’ full-time and Army Reserve personnel. The project includes the renovation of an existing 2-story 38,987 sf US Army Reserve Center Training Building 92001 and associated site improvements located in Newtown Square, Pennsylvania, along with various site improvement bid options. The building has exterior entrances at the first and second floors.

1.1.1 Requirements stated in this Request for Proposal (RFP) are minimums; design and construction shall meet or exceed the requirements. The design and technical criteria contained and cited in this RFP establish minimum standards for design and construction quality.

1.1.2 This project consists of the renovation of an existing US Army Reserve Center Training Building 92001 as described in this RFP on Government-owned land at Newtown Square, Pennsylvania. The training building currently sits on approximately 45 acres of land and is located within Philadelphia-Reading-Camden, PA-NJ-DE-MD Combined Statistical Area.

1.1.3 Bid Options. The Government has identified Option Items which may be included in the project, if available funds allow and government authorization is given.

The Option Items are listed individually on the Price Breakout Schedule.

1.2 DESIGN OBJECTIVES.

1.2.1 Applicable Criteria. Applicable design and construction criteria references are listed in this Statement of Work and in the Outline Technical Specifications. Criteria shall be taken from the most current references as of the date of issue of the RFP, unless noted otherwise. Referenced codes and standards are minimum acceptable requirements.

1.2.1.1 This RFP and its referenced documents define the necessary criteria to plan and design the US Army Reserve Center Training Building 92001. Where UFC 3-600-01 or any other Federal Government standard refers to other Federal Government standards not listed in this RFP; the standards not listed in this RFP do not apply.

2.1.3 Some State and local code and regulatory agencies may not have jurisdiction over Federal Government construction on Federal property. However, the Army Reserve wishes to comply with State and local codes and regulations, and the Contractor remains responsible for such compliance. Therefore, design and construction of Army Reserve real property improvements shall also comply with all current and applicable State and local codes, and with all other applicable laws and regulations governing development, design and construction at the site. If certain of such requirements appear particularly onerous, or hamper required functionality of the project, the Contractor may recommend the Government waive the requirement or implement a lesser requirement.

The Government’s acceptance of such recommendations is not assured.

AMENDMENT 0003

2.1.4 Where any of the applicable requirement’s conflict, the most stringent shall govern. In no case shall building code, fire protection and life safety requirements be reduced below those required in UFC 3-600-01 and this RFP.

2.1.5 The requirements of the International Mechanical Code (IMC) and International Plumbing Code (IPC) shall apply except as follows. Where conflicts exist between the IMC and IPC, and the requirements of this document, this document shall govern. Where the IMC or IPC references the ICC Electrical Code, the NEC National Electrical Code shall be the applicable code. Where the IMC references the International Fuel Gas Code, the NFPA 54 National Fuel Gas Code shall be the applicable code.

Where the IMC or IPC references the International Fire Code, the National Fire Codes published by the National Fire Protection Association (NFPA) shall be the applicable code. Where the IMC or IPC references the International Energy Conservation Code, the ASHRAE Standard 90.1 “Energy Standard for Buildings – Except Low Rise Residential Buildings” shall be the applicable reference. The requirements of ASHRAE Standard 62.1 Ventilation for Acceptable Indoor Air Quality shall be used in lieu of the ventilation requirement contained in the IMC.

2.1.6 The primary criteria and guidance for detailed design of Army Reserve Training Centers is United States Army Reserve (USAR) Design Guide USAR Facilities (Design Guide or DG). The Contractor shall follow the guidance of the DG in developing the project design, unless this RFP directs otherwise. For the purposes of this RFP, when the word “should” is used in the DG, it indicates a mandatory requirement for this project. When the DG references Government criteria documents not referenced in this RFP, those criteria do not apply to this project.

2.1.6.1 The DG and Unified Facilities Criteria (UFC's) provide criteria for the project.

Where the UFC’s and DG have similar conflicting criteria, the more restrictive of the conflicting criteria must be followed. The UFC’s must take first precedence when there is an incomparable conflict between the UFC’s and DG.

2.1.6.2 The requirements of the Army Reserve Design Process and Submittal Requirements (DPSR), shall take precedence over any conflicting UFC requirements regarding Predesign, Design, Post Design Services, and Submission Requirements.

2.1.7 Best Practices (Chapters or Appendices) listed in any UFCs shall be considered recommendations and are not contract requirements, unless otherwise noted in this RFP.

2.1.8 Accessibility – Design and construction must comply with ADA-ABA Accessibility Standard for Department of Defense Facilities and UFAS, whichever is most stringent. Buildings shall be considered to be “commercial facilities” under ADA-

ABA.

2.1.9 Design and construction shall comply with applicable Federal laws and regulations, such as EPA Clean Water and Clean Air Act and OSHA requirements.
