About this file

This is a Solicitation Amendment (Standard Form 30) for a Design-Bid-Build Construction project for an Army Reserve Center (ARC) and Vehicle Maintenance Shop (VMS) at Dobbins Air Reserve Base in Georgia. The amendment (No. 0006) extends the proposal due date from 11:00 AM to 4:00 PM ET on 18 August 2025 and modifies several key sections of the solicitation, primarily changing references from "Operations and Maintenance Army Reserve (OMAR) Funded" to "Military Construction - Army Reserve (MCAR) Funded" for equipment items.

The solicitation includes a comprehensive Price Breakout Schedule with base proposal and optional bid items, covering construction of the ARC, VMS, site work, electrical infrastructure, and various optional elements like an unheated storage building, loading ramp, wash racks, and electric vehicle charging. Optional equipment items are categorized into MCAR-funded items (permanently attached) and "Bona Fide Need" OMAR-funded items (not permanently attached), with specific equipment lists for each category. The government will evaluate offers using a Trade-Off process, adding the total price of all options to the base requirement for award determination.
