About this file

This document is a "Answers to Questions Received" file for a boundary line painting contract for the US Army Corps of Engineers at Rough River Lake. The contract involves painting 90 miles of boundary line on the North Fork of Rough River Lake, starting near Axtel Campground and traveling north. The project is to be completed prior to April 30, 2026, with the government (RRLK Project Office) supplying the paint. The incumbent contractor was Hoosier Brush and Debris Removal LLC, who previously completed a similar scope of work with base and option year contract values of $22,500 each.

Key details include no vegetative management requirements, varying terrain conditions with dense and sparse vegetation, and potential challenges such as weather, hunting seasons, and accessing private property. The technical point of contact is Jon Fillingham from the US Army Corps of Engineers. Contractors must be prepared to navigate uneven terrain while carrying paint and potentially crossing private property to complete the boundary line painting work. The entire boundary line has been previously painted within the last six years, and the project requires careful consideration of physical abilities and access permissions.

Answers to Questions Received

Will any vegetative management be required? If so, please clarify the SOW does not mention anything: No. This scope of work does not require any vegetative management.

When was the last time that the boundary was serviced?: The entire boundary line has been painted within the last six years.

Who is the incumbent & what is their contract value? The incumbent was Hoosier Brush and Debris Removal LLC. The award amount for the base year (painting 90 miles) was $22,500. Option year 1 was awarded at $22,500 and option year two was also awarded at a value of $22,500. The SOW for this contract is almost the same as this SOW.

Please provide a few photos of the boundary line. The Boundary Line varies greatly in which some vegetation is dense and some very sparse. There are areas where the boundary line is adjacent to private property. A few photos would not be beneficial in describing the terrain or environment.

SAM says that paint is provided by contractor, the SOW states it is provided by the govt.

Please clarify. The government (RRLK Project Office) will supply the paint. This is specified in ‘government furnished items”.

Who is the "technical representative" mentioned in the SOW? Is that the contractor or govt personnel? The TPOC is government personnel. Jon Fillingham is the project manager for the US Army Corps of Engineers at Rough River Lake

How long does USACE anticipate it will take to complete this job? (all 90 miles?). The job is to be completed prior to 30-APRIL-2026. Weather and hunting seasons are primary factors that can cause delays in painting. The ability to complete this job can also depend on the contractors physical abilities considering a need to carry paint and traverse across some uneven terrains. A contractor also needs to be prepared to find suitable access to the government line which may require crossing private property. Gaining those permissions can certainly assist or deter an ability to complete this work. This question is very subjective in nature.

If the maps are not available, can we request if you can add something on the amendment for our reference on the boundary lines so we can better scope the segments required? This year’s boundary line inspection will focus on the North Fork of Rough River Lake, starting near Axtel Campground and following the fee line for 90 miles, travelling north.
