TP-3.1 GENERAL SPECIFICATIONS:
a. Work to be performed. The work to be performed is as follows:
CLIN 0001: Complete up to 90 Miles of Boundary Line Inspection and Maintenance
1. Boundary Line Maintenance in all areas will consist of marking trees with paint (provided by the government) according to Exhibit A and replacing orange plastic sleeves (provided by the government) where they are missing on the government fee boundary corners.
2. The Contractor shall place the orange plastic sleeve over the existing metal post on each boundary corner where they are missing. The sleeve shall be flush with the top of the post. The government will provide stickers that are to be neatly placed on each individual plastic sleeve by the Contractor. Position of sticker on the plastic sleeve shall be installed as directed by the Technical Representative.
3. Trees must be painted according to Exhibit A. When possible, trees should be painted a minimum of every 25 feet along the boundary line, including “in-line” trees.
4. The Contractor shall keep a daily work record on segment maps and aerial photos (provided by the government) showing the starting and ending points for that day.
Anything unusual will be noted, such as encroachments, tree cutting, or fence lines on government land. In these instances, the contractor shall take photos of the area and mark the location on the maps provided. The location of missing posts and survey pins will be noted as well. Upon the completion of each day of boundary line work, the Contractor shall supply the Government with a fresh, clean segment map indicating all missing posts and survey pins, as well as any encroachments and trespasses noted and the areas that have been completed. In any week where work is completed, the daily work orders shall be turned in to the technical point of contact by close of business on Friday.
5. It will be the Contractor’s responsibility to obtain any permission required to cross private property to access Government Property. The Contractor’s vehicle(s) will be identified with the company logo clearly displayed on the vehicle door, or a letter left on the dash that indicates the work that the contractor is performing and a telephone # that can be called to verify the Contractor’s employment. Additionally, employees will wear a shirt and hat identifying themselves as employees of the Contractor.
b. Government Furnished Items. – Unless otherwise specified, the Government shall furnish:
1. Red tree marking “gun type” boundary paint that will be used to mark the trees specified in the scope of work.
2. Orange plastic sleeves and stickers that will be placed on the existing posts at each boundary corner.
3. All maps which will describe the locations of boundary corners. Clean duplicate maps will be furnished, which will be submitted with any field notes after each 5-mile interval.
TP-3.2 GOVERNMENT INSPECTION: The method of government surveillance used will be 100% inspection. Surveillance by 100% inspection requires that every occurrence of a performed service be monitored. Contract requirements using these evaluations are generally those that occur infrequently, or are essential, or are costly to perform, or at the Government's discretion. These results are then compared to the specific performance standards. When a section of boundary line is finished (5 miles), the contractor will ensure that all logs and work records for that section have been completed and submitted to the Technical Representative to perform the Quality Assurance (QA) Inspections. The contractor will not move into another section of line to perform contract services until the Technical Representative has instructed them to do so. Typically, this will require completion of the QA inspection of the area and acceptance of the work. However, in some circumstances, the contractor may be allowed to begin work in subsequent areas with the understanding that he may be required to return to an area if work is not accepted by the government.
