About this file

This document package includes specifications for the design-build construction of a collective training enlisted barracks at Fort McCoy, Wisconsin under solicitation number W912QR24R0002. Key requirements include commissioning of building envelope, HVAC, electrical, lighting, and plumbing systems. The specifications require independent commissioning specialists to oversee construction phase commissioning, including developing inspection checklists, functional test procedures, and a monitoring-based commissioning plan. The commissioning specialists must meet certification requirements and have direct communication with the contracting officer's representative. The specifications outline commissioning roles and responsibilities, documentation procedures, and require trend log reviews, systems training, and a commissioning report. Completion of pre-functional checks, air barrier testing, and TAB are prerequisites to functional performance testing.
