About this file
This document is a virtual pre-proposal conference slide presentation for a Department of the Army Corps of Engineers multiple-award task order contract (MATOC) solicitation for the Energy Resilience and Conservation Investment Program (ERCIP). The MATOC will be for design-build and design-bid-build construction projects related to mechanical, electrical, and civil infrastructure, microgrids, water conservation, and resilience efforts within the Contiguous United States and Puerto Rico. The solicitation, W912QR23R0048, plans to award up to twelve contracts with a 10-year ordering period, including a 3-year base and seven 1-year options. The procurement will use a two-phase best value tradeoff selection process, with Phase I focusing on past performance and technical approach, and Phase II considering design/technical, management, small business participation, and price. Up to 18 offerors may be selected for Phase II. The total contract capacity is $2 billion, with individual project values between $10-25 million. This procurement has a small business reserve target of 4 awards.
