2.2 BACKFILL

Based upon the analytical data results presented in the Environmental Investigation Report, soils containing per- and polyfluoroalkyl substances (PFAS) are anticipated to be encountered during intrusive construction activities at the hangar site. As PFAS concentrations in soils that were analyzed were below applicable regulatory limits, these disturbed soils can be reused during construction activities if they are returned to the source location at point of generation. However, if there is an excessive amount of soil that cannot be returned to the source location at the point of generation, the soils must be removed from the CRTC and disposed in an appropriately permitted landfill consistent with the Air Force Guidance Memorandum Establishing Aqueous Film Forming Foam (AFFF)-Related Waste Management Implementation Guidance (AFGM 2019-31-01) (Department of the Air Force, 2019). Arrangements must be made by the Construction Contractor with a disposal facility to appropriately characterize and dispose of this material. Therefore, little or no backfill material is anticipated to be necessary. However, if conditions warrant, material shall be obtained from offsite sources approved by the Contracting Officer.

Backfill shall be classified in accordance with Section 31 00 00 EARTHWORK.

PART 3 EXECUTION

3.1 EXISTING STRUCTURES AND UTILITIES

No excavation shall be performed until Site utilities have been field located. Take the necessary precautions to ensure no damage occurs to existing structures and utilities. 3.3 CONTAMINATED MATERIAL REMOVAL

3.3.1 Excavation

Areas of contamination shall be excavated to the depth and extent shown on the Drawings and shall not exceed beyond the depth and extent shown on the Drawings unless directed by the Contracting Officer. Excavation shall be performed in a manner that will limit spills and the potential for contaminated material to be mixed with uncontaminated material. An excavation log describing visible signs of contamination encountered shall be maintained for each area of excavation. Excavation logs shall be prepared in accordance with ASTM D5434.

3.3.2 Shoring

If workers must enter the excavation, it shall be evaluated, shored, sloped or braced as required by EM 385-1-1 and 29 CFR 1926 Section 650.

3.3.3 Dewatering

Surface water shall be diverted to prevent entry into the excavation.

Dewatering shall be limited to that necessary to assure adequate access, a safe excavation, prevent the spread of contamination, and to permit compaction requirements can be met.

3.4 CONFIRMATION SAMPLING AND ANALYSIS

The Contracting Officer shall be present to inspect the removal of contaminated material from each Site. After all material suspected of being contaminated has been removed, the excavation shall be examined for evidence of contamination. If the excavation appears to be free of contamination, field analysis shall be used to determine the presence /absence of contamination using a real time vapor monitoring instrument as well as visual and other olfactory methods (sheen, petroleum product, stained soils, and chemical and petroleum odors). Excavation of additional material shall be as directed by the Contracting Officer.

After all suspected contaminated material is removed, confirmation samples shall be collected and analyzed for the contaminants of concern. Note that no confirmation sampling will be conducted for PFAS. Confirmation sampling for non-PFAS contaminants will only be conducted under the direction of the Contracting Officer.

Samples shall be collected at a frequency of one per 100 square yards from the bottom and each of the side walls or as directed by the Contracting Officer. A minimum of one sample shall be collected from the bottom and each side wall of the excavation. Based on test results, propose any additional excavation which may be required to remove material which is contaminated above action levels. Additional excavation shall be subject to approval by the Contracting Officer. Locations of samples shall be marked in the field and documented on the As-Built Drawings.

3.5 CONTAMINATED MATERIAL STORAGE

Material shall be placed in temporary storage immediately after excavation.

SECTION 02 61 13 Page 4

CERTIFIED FINAL

The following paragraphs describe acceptable methods of material storage.

Storage units shall be in good condition and constructed of materials that are compatible with the material or liquid to be stored. If multiple storage units are required, each unit shall be clearly labeled with an identification number and a written log shall be kept to track the source of contaminated material in each temporary storage unit.

3.5.1 Stockpiles

Stockpiles shall be constructed to isolate stored contaminated material from the environment. The maximum stockpile size shall be 100 cubic yards.

Stockpiles shall be constructed to include:

a. A chemically resistant geomembrane liner free of holes and other damage. Non-reinforced geomembrane liners shall have a minimum thickness of 20 mils. Scrim reinforced geomembrane liners shall have a minimum weight of 40 pounds/1000 square feet. The ground surface on which the geomembrane is to be placed shall be free of rocks greater than 0.5 inches in diameter and any other object which could damage the membrane. Pavement may be used as the liner system.

b. Geomembrane cover free of holes or other damage to prevent precipitation from entering the stockpile. Non-reinforced geomembrane covers shall have a minimum thickness of 10 mils. Scrim reinforced geomembrane covers shall have a minimum weight of 26 pounds/1000 square feet. The cover material shall be extended over the berms and anchored or ballasted to prevent it from being removed or damaged by wind.

c. Berms surrounding the stockpile shall be a minimum of 12 inches in height. Vehicle access points shall also be bermed.

d. The liner system shall be sloped to allow collection of leachate.

Storage and removal of liquid which collects in the stockpile, in accordance with Paragraph "Liquid Storage".

3.5.2 Roll-Off Units

500 cubic yards. Samples shall be tested for the contaminants of concern.

Based upon the analytical data results presented in the SGMP, soils containing PFAS are anticipated to be encountered during intrusive construction activities. Because PFAS concentrations in soils that were analyzed were below applicable regulatory limits, these disturbed soils can be reused during construction activities if they are returned to the source location at the point of generation. However, if there is an excessive amount of soil that cannot be returned to the source location at point of generation, the soils must be removed from the CRTC and disposed in an appropriately permitted landfill consistent with AFGM 2019-31-01 (Department of the Air Force, 2019). Arrangements must be made by the Construction Contractor with a disposal facility to appropriately characterize and dispose of this material. Based on historical knowledge of the hangar site, other contaminants are not anticipated to be present in the soils. For any soil that requires disposal off of the CRTC, the off-site disposal shall be in accordance with Section 02 81 00 TRANSPORTATION AND DISPOSAL OF HAZARDOUS MATERIALS. Documentation of all analyses performed shall be furnished to the Contracting Officer.

Additional sampling and analyses to the extent required by the approved off-site treatment, storage or disposal (TSD) facility shall be the responsibility of the Contractor and shall be performed at no additional cost to the Government.

3.6.2 Treatment and Sampling Liquid

Liquid collected from excavations, storage areas, and decontamination facilities shall be treated via a temporary mobile treatment system capable of treating PFAS-contaminated water to the discharge requirements or the most recent applicable federal, state, or local regulations regarding the discharge of PFAS. The treatment system is anticipated to be a combined granular activated carbon (GAC)-ion exchange (IX) system.

Following treatment, the treatment system effluent shall be transferred and stored in a post-treatment temporary storage/frac tank to allow confirmation sampling to be conducted. A representative confirmation sample shall be collected and analyzed for PFAS from each temporary storage/frac tank, not to exceed 20,000 gallons. The most recent revision of EPA Method 537 or the newest acceptable EPA method for analysis of PFAS shall be used for analyzing the confirmation samples. Laboratory reporting limits must be capable of achieving the discharge requirements.

Treated water shall not be allowed to be discharged until discharge requirements are met.

Once it is determined that the treatment requirements have been met, treated water will be discharged to the ground surface in the vicinity of the construction activity and must not leave the site.

If the treatment system is required to be used for an extended period of time, the Construction Contractor may (with prior approval from CRTC and appropriate regulatory authorities) demonstrate treatment system performance through pilot testing and discharge directly to the ground surface provided:

a. A lead/lag approach for treatment is used to provide treatment system redundancy;

b. Consistent and routine sampling of system effluent and water leaving the lead treatment vessels is performed; and

SECTION 02 61 13 Page 6

CERTIFIED FINAL

c. Treatment media is exchanged when breakthrough on the lead vessel is performed.

The Construction Contractor shall be responsible for selecting and sizing the treatment system, sizing of pre-and post-treatment temporary storage/frac tanks, operations and maintenance of the treatment system, and conducting confirmation sampling.

Documentation of all analyses performed shall be furnished to the Contracting Officer. Additional sampling and analysis to the extent required by the approved offsite treatment, storage or disposal (TSD) facility receiving the material shall be the responsibility of the Contractor and shall be performed at no additional cost to the Government.

3.7 SPILLS

In the event of a spill or release of a hazardous substance (as designated in 40 CFR 302 ), pollutant, contaminant, or oil (as governed by the Oil Pollution Act (OPA), 33 U.S.C. 2701 et seq.), notify the Contracting Officer immediately. If the spill exceeds the reporting threshold, follow the pre-established procedures as described in the Base Wide Contingency Plan for immediate reporting and containment. Immediate containment actions shall be taken to minimize the effect of any spill or leak.

Cleanup shall be in accordance with applicable Federal, State, and local regulations. As directed by the Contracting Officer, additional sampling and testing shall be performed to verify spills have been cleaned up.

Spill cleanup and testing shall be done at no additional cost to the Government.

3.8 BACKFILLING

See Section 31 00 00 EARTHWORK.

3.9 DISPOSAL REQUIREMENTS

Off-site disposal of contaminated material is not anticipated based on historical knowledge of the hangar site. However, if any soil or groundwater is determined to require offsite disposal, this disposal shall be in accordance with Section 02 81 00 TRANSPORTATION AND DISPOSAL OF

HAZARDOUS MATERIALS.

Receipt

The samples were received on 5/24/2018 9:34 AM; the samples arrived in good condition, properly preserved and, where required, on ice.

The temperature of the cooler at receipt was 1.0º C.

LCMS

Method(s) 537 (modified): The matrix spike / matrix spike duplicate (MS/MSD) recoveries of 4:2FTS for preparation batch 320-226103 and analytical batch 320-229906 were outside control limits. Sample matrix interference is suspected because the associated laboratory control sample (LCS) recovery was within acceptance limits.

Method(s) 537 (modified): Isotope Dilution Analyte (IDA) recoveries are above the method recommended limit for M2-6:2FTS and M2-8:2FTS for the following samples: B-3@0.5-1.0 (190-16380-3), B-4@0.5-1.0 (190-16380-4), B-6@0.5-1.0 (190-16380-6), B-7@0.5-1.0 (190-16380-7), B-8@0.5-1.0 (190-16380-8), B-9@0.5-1.0 (190-16380-9), B-10@0.5-1.0 (190-16380-10) and B-1001@0.5-1.0 (190-16380-11). Quantitation by isotope dilution generally precludes any adverse effect on data quality due to elevated IDA recoveries.
