C305 HULL & STRUCTURAL MODIFICATIONS

A. GENERAL

The barge was originally outfitted with a 60 foot ringer crane. This crane has been removed and the barge shall be modified to allow for the installation of a crawler crane. The crane to be placed on the barge is a Manitowoc 16000 Series 3 crane with a 196.9 foot boom No. 58HL, and fixed mast No. 59A.

In April 2022, the Government solicited for the steel structural work but was unable to award due to the high value of the bids received. In the original solicitation, the Government provided a full set of removal and installation drawings for a contractor to accomplish the work. The Government’s design and approach to the project required the barge to be dry docked in order to complete the steel modification. Due to the size of the barge, the dry dock requirement also limited the number of potential contractors with a dry dock (floating or graving) capable of supporting the barge.

The intent of this solicitation is to allow the contractor to submit a bid that will allow completion of the work in the most affordable manner to meet his design approach and construction methods. The Government will permit the contractor to select one of the follow Courses of Action (COA) that meets his design approach and construction methodology.

F. COURSE OF ACTION TWO (2) – CONTRACTOR DESIGN

1. GENERAL

The intent of offering COA 2 is to permit the contractor to develop a design for the modifications to support the Manitowoc 16000 crane that aligns with their facility capabilities and experience.

The contractor shall develop a design for the modifications to support the Manitowoc 16000, submit the design with supporting calculations to the Government for review and approval, and modify the barge in accordance with the approved drawings. The structural modification design may incorporate tying into the existing barge structure to reduce hot work and eliminate the need to dry dock the barge (accomplish the work while pier side/afloat).

Previous work prepared on behalf of the Government identified several potential design approaches to reduce steel modification work and eliminate hot work on the bottom or side shell (allow work to be accomplished afloat). Below are representative pictures of potential design approaches provided for reference only:

The two structural calculation reports were developed for the design provided in Course of Action One (COA 1). These reports are provided as reference for Course of Action Two (COA 2) to provide the contractor information on the design approach, level of effort, and work product associated with the requirements below.

3. MAJOR CHARACTERISTICS

The intent of Course of Action Two (COA 2) is to develop design modifications for the Ringer Crane Barge to support a Manitowoc 16000 crawler crane and carry out the modifications. The crane will operate along a set crane track, between the barge amidships (Frame #13) and aft end (Frame #32). The barge internal structural shall be modified to safely support the design ‘hard’ ground bearing pressure (GBP) loads from the Manitowoc 16000. Previous design work identified 17,928 pounds per square foot as the maximum GBP.

The barge structure shall:

Shall be adequate to support the maximum uniform GBP when lifting over the side of the crane.

With the crane located at the following four specific locations, the barge structure shall be adequate to within the maximum GBP (distributed load) when lifting over either end and all four corners of the crane. The Government does not expect the track area to be designed for these maximum GBPs as a uniform load:

o Crane located with the forward crawler end at midships o Crane located with the aft crawler end 3 feet forward of the downstream barge end o Crane located with the Centerline of Rotation at 30’-7” forward of the downstream barge end o Crane located with the Centerline of Rotation at the longitudinal center of the track area

Be designed for the crane to be “end blocked” Be designed for the GBPs identified being transmitted at the crawler contact point with wood timbers, allowing for 45 degree transverse load distribution through the wood timbers The crane tracks shall incorporate o stops at both ends o multiple tie-down padeyes to allow the crane to operate along the length of the track the tie down points shall be coordinated with Manitowoc and designed to prevent the crane from shifting, but not intended to prevent the crane from overturning.

o Design for four (4) portable “End Block-Stops”. These structures will allow the ends of the crawlers to be raised approximately 1 to 2 inches and incorporate wood timber stops/chocks.

The design shall incorporate synthetic timbers (See section C306) on the crane tracks, steel timber guides/stops, and tie down hardware details.
