All labor shall be especially skilled for the type of work they are performing. Work shall be thorough and complete, and shall be performed under competent direction. Where work of one trade joins, passes through, or is integral with other work, there shall be no discrepancy or misfit when completed. When engaging one kind of work with another, marring or damage of previously acceptable construction shall be cause for rejection. All parts of the work intended to join or bear upon others shall be complete and solid contact and shall fit together without excessive cold work during erection.
All faying surfaces shall be painted and be clean and smooth before bolting up. Shims or liners shall not be used for the purpose of overcoming a bad fit.

All holes for machinery mounting bolts shall be drilled or punched; burning is not acceptable. Holes in members having sharp curvature shall be avoided.
2. Welders and Welding
All welding under this contract shall be done only by welders who have successfully passed qualification tests accepted by the American Bureau of Shipping or other regulatory agency acceptable to ABS. The contractor shall bear the expense of conducting these tests and shall certify, by name to the Contracting Officer, welders who have successfully passed the prescribed tests and hold current, valid certifications.
The contractor shall require any welder to repeat these tests when in the opinion of the Contracting Officer’s Representative, the work of the welder indicates a reasonable doubt of his proficiency. In such cases the welder shall be re-certified as above if he successfully passed the retest; otherwise, he shall be disqualified until he has successfully passed the retest.
The barge contractor shall maintain records of the individual welder’s certification during the course of the contract.
The records are to be available for examination upon request of the Contracting Officer or his representative.
The electrodes used throughout the work shall be suitable for use with the parent metal at each weld. Electrodes shall be received on the job in unbroken packages bearing the manufacturer’s label or be otherwise marked. Electrodes shall be stored in accordance with the manufacturer’s recommendations. Electrodes shall meet all applicable American Welding Society (AWS) specifications for the type of electrode being supplied.
Assembly of all welded joints before welding shall be such as to secure proper gaps in butt welds and proper metal contact in fillet welds. Welding shall not be used to close openings larger than stipulated for each plate thickness by ABS. All watertight seal welds shall be of "bead" type; no "weave" or "stitch" welding will be permitted. Welding procedures, as to direction, length, numbers and sequence of beads, shall be carefully planned to minimize lock-up stresses. Care shall be exercised to produce smooth even beads, especially on all exposed plating and fittings. Beads shall be ground where directed by the Contracting Officer (KO) or their authorized representative.
A detailed description of all welding procedures being employed during repairs shall be available to the KO or their authorized representative.
At all times when welding operations are being performed, a strict fire-watch shall be maintained, and a fire extinguisher be physically present at each welding site. Whenever the reverse side of a weld cannot be seen, a fire-watchman shall be placed at the reverse side if feasible.
Welding leads and ground wires shall be arranged to prevent grounding through bearings in machinery on the vessel.

B. GENERAL REQUIREMENTS
The contract requires hull and structural modifications as outlined in section C305. The intent of the solicitation is to allow the contractor to submit a bid to complete that work in the most affordable manner to meet his design and construction methods.
In order to perform all the work required under this contract, including the structural work, it is the contractor’s discretion on how to accomplish the work. It is expected that the barge may have to be removed from the water.
Therefore, once the barge arrives at the contractor’s shipyard, he may, at his discretion: dry dock the barge, place the barge in a graving dock, remove via marine railway, rollers or travel lift or any other method that safely removes the barge from the water and does not cause any damage to the hull.
While removing the barge from water, the contractor is responsible for the barge and shall repair any damage incurred during the removal from the water, as well as during the process of returning the barge to the water.
C. BLOCKING PLAN
The contractor shall develop a blocking plan for the barge, prior to removing the barge from the water and prior to the start of any work. Based on the contractor’s method for performing the work out of the water, he shall prepare a proposed blocking plan and submit the blocking plan to the COR for review and approval.
The blocking plan to be developed shall be designated #875-E170-01 DRY DOCKING PLAN and the supporting calculations shall be designated #875-E170-02 DRY DOCKINNG PLAN CALCULATIONS. The contractor shall have the plans and supporting calculations reviewed and stamped by a licensed PE prior to submittal to the Government.
The blocking plan shall be developed to show the primary blocking arrangement as well as an alternate blocking arrangement. The sample blocks to be used for docking shall be identified on the plan.
The plan shall show all major hull structure on the bottom including all transverse and longitudinal bulkheads connecting the bottom shell, as well as any anodes (if used), spud wells, and any other features which could interfere with the setting and shifting of the blocks.
The plan shall also include an alternate blocking arrangement to allow for the servicing of all areas of the bottom of the barge. No block shall remain in the same position on the alternate plan as it was on the primary plan.
The blocks shall be located to evenly distribute the loads and avoid undue stress within the hull structure. Blocks shall be located in way of main structural, longitudinal, and transverse bulkheads wherever possible. Where blocking is located on frames other than bulkheads, appropriate docking brackets shall be designed and installed within the hull.
The initially developed dry docking plan shall include the following information:
Dimensioned drawing of the blocks Total area covered by the docking blocks for each plan The maximum block loading (kips/foot-squared)
Upon completion of the Inclining Experiment (see section C915), the plan shall be updated to include the following:
Lightship weight, LCG, and VCG determined by the Inclining Experiment Full load weight and LCG as determined by the Inclining Experiment Load conditions for which the plan was developed
D. CONTRACTOR’S POSSESSION OF THE BARGE
Upon arrival of the barge at the contractor’s facility, the contractor shall take full possession and care of the vessel.
During the contract period, the contractor shall be responsible any time the barge is required to be moved while in his possession, including moving/escorting the barge to and from the water.

C305 HULL & STRUCTURAL MODIFICATIONS
A. GENERAL
The barge was originally outfitted with a 60 foot ringer crane. This crane has been removed and the barge shall be modified to allow for the installation of a crawler crane. The crane to be placed on the barge is a Manitowoc 16000 Series 3 crane with a 196.9 foot boom No. 58HL, and fixed mast No. 59A.
In April 2022, the Government solicited for the steel structural work but was unable to award due to the high value of the bids received. In the original solicitation, the Government provided a full set of removal and installation drawings for a contractor to accomplish the work. The Government’s design and approach to the project required the barge to be dry docked in order to complete the steel modification. Due to the size of the barge, the dry dock requirement also limited the number of potential contractors with a dry dock (floating or graving) capable of supporting the barge.
The intent of this solicitation is to allow the contractor to submit a bid that will allow completion of the work in the most affordable manner to meet his design approach and construction methods. The Government will permit the contractor to select one of the follow Courses of Action (COA) that meets his design approach and construction methodology.
